From confronting hybrid threats to advancing accountability for Ukraine, Latvia is helping shape the future of Europe’s democratic security.

During his two-day visit to Latvia, Secretary General Alain Berset thanked the country for its strong support for accountability in Ukraine, including its role as a founding member of the Register of Damage for Ukraine.

At the Riga Conference 2026 he emphasised that Ukraine has continued to build within the Council of Europe’s common legal space, even despite immense constraints of the war.

3.5 million Ukrainians are estimated to be living in territories of Ukraine temporarily occupied by the Russian Federation.

A new report by Council of Europe Secretary General Alain Berset documents the continued deterioration of human rights in the temporarily occupied territories, including:

⏩Violence, torture, unfair trials
⏩Forced imposition of Russian citizenship
⏩Unlawful deportation and forcible transfer of children
⏩ Suppression of basic freedoms and erasing cultural identity
⏩ Obstacles to accountability and impossibility of independent monitoring

Council of Europe will continue supporting Ukraine and its people.

What does heritage mean to you?

The Young European Heritage Makers 2026 competition invites children and young people to explore the places, traditions, stories and cultural practices that shape their communities and connect them to Europe's shared heritage.

Whether through a drawing, photograph, painting or video, young participants can share their own heritage story and become part of a Europe-wide initiative celebrating culture, creativity and belonging.

Competition open: 1 September to 15 December 2026
Five selected groups will be invited to Strasbourg in May 2027.

Europe’s cultural heritage is under increasing pressure from climate change, war, environmental disasters, conflict, neglect and the loss of traditional ways of life.

Under the theme “Heritage at Risk: Revive, Resist, Reimagine”, European Heritage Days 2026 will bring together communities across Europe to protect, revitalise and reimagine the places, traditions and stories that define our shared identity.

Thousands of events will showcase innovative conservation approaches, community-led initiatives and inspiring examples of heritage preservation in action.
