European Programme for Human Rights Education for Legal Professionals This is done by enhancing the capacity of judges, lawyers and prosecutors in all 47 member states to apply the ECHR in their daily work. HELP is:

The European Programme on Human Rights Education for Legal Professionals (HELP) supports the Council of Europe member states in implementing the European Convention on Human Rights (ECHR) at national level. The European Programme for Human Rights Education for Legal Professionals (HELP) supports the Council of Europe member states in implementing the European Convention on Human Rights (EC

HR) at the national level, in accordance with the Committee of Ministers Recommendation (2004) 4, the 2010 Interlaken Declaration, the 2012 Brighton Declaration and the 2014 Brussels declaration. Indeed, legal professionals, who are at the forefront of the protection of human rights, including those of victims, must benefit from high-quality training. This is to ensure that they are kept up-to-date with the ever-evolving standards and case law of the European Court of Human Rights. HELP precisely aims at providing high-quality and tailor-made training tools to all European legal professionals. The European Union (EU) countries benefit from a number of tailor-made HELP projects financed by the EU. the only pan-European Network of national training institutions for judges, prosecutors and lawyers in the 47 member states;
2. an online platform of online courses on human rights;
3. a human rights training methodology for legal professionals.

Today marks four years since Russia’s full-scale invasion of Ukraine.
Despite the ongoing war, Ukrainians, including legal professionals, continue to demonstrate extraordinary resilience, commitment and professionalism.

Against this backdrop, Ukraine now ranks the 1st among all Council of Europe member states by number of users on the HELP eLearning Platform, reflecting an unwavering commitment to uphold human rights and European human rights standards, even in most challenging circumstances.

This achievement would not have been possible without strong cooperation with national training institutions, dedicated tutors, and devoted partners working alongside the HELP Programme of the Council of Europe.

The first day of the HELP EU Contact Points Seminar.

A peer-to-peer exchange within the HELP Programme network, bringing together members and partners for our biennial gathering on collaborative human rights training in the digital age.

After a welcome address from Dora Schaffrin EU Delegation to the Council of Europe

Today’s discussions focused on:
• emerging training needs;
• the EU Judicial Training Strategy presented by Wojciech Postulski
• aligning training with the priorities set under the European Convention on Human Rights system, thanks to Szymon Janczarek and Renis Zaganjori

Valuable networking, shared practices, and concrete ideas to strengthen cooperation across the European Union.

On 26 November 2025, we gathered at the Lviv University of Trade and Economics for the international conference “HELP in University Education Promoting European Human Rights Standards for Future Professionals”.
With 90+ participants onsite, 70 online, and a dedicated parallel session for 97 students, the event highlighted the important role of the Council of Europe’s HELP Programme for legal professionals to apply the European human rights standards and students to understand these standards.
Participants joined separate thematic sessions focused on:
🔹 strengthening academic cooperation through the Council of Europe HELP and OCEAN Programmes;
🔹the use of HELP by national training institutions, who shared their hands-on experience integrating HELP into their training systems;
🔹 current challenges to promoting the rule of law, democracy and human rights;

Democracy together with justice and peace stand as the essential values that support the Rule of Law and ensure good governance, both of which provide Europeans with the assurance of fair treatment and protection of their rights.

On this International Day of Democracy, we remain committed to advancing these core values across Europe through our extensive range of training activities and initiatives!

In addition to seminars on topics related to the human and fundamental rights, criminal justice and administrative and civil law, among others, we have recently been leading and collaborating on two key projects which are extremely relevant to the evolving landscape of justice, peace and democracy in Europe:

⚖️ a groundbreaking publication on the Rule of Law and good administration of justice in the digital era

⚖️ a collaborative initiative with the European Programme for Human Rights Education for Legal Professionals of the Council of Europe focusing on judicial training to enhance the protection of human rights in complex legal frameworks
