Council of Europe Youth The Youth Department is part of the Directorate for Democracy at the Council of Europe.

The youth department elaborates guidelines, programmes and legal instruments for the development of coherent and effective youth policies at local, national and European levels. It provides funding and educational support for international youth activities aiming at the promotion of youth citizenship, youth mobility and the value of human rights, democracy and cultural pluralism. It seeks to bring

together and disseminate expertise and knowledge about the life situations, aspirations and ways of expression of young Europeans.

🔧The EYF is modernising its online grant making system.

From 17 June, registrations of youth organisations on the European Youth Foundation website will be temporarily unavailable to prepare for the migration of the data. New registrations will be possible directly in the new platform as of early July.

📣You can now apply for ACCESS!

ACCESS is a long-term blended learning programme designed to strengthen local action on young people's social rights.

👥Who can apply?
Local teams consisting of 2-3 participants from the same municipality, city or community. Each team needs to include at least one representative of a local or regional authority.

✍️How to apply?
Come up with a proposal for a concrete local action addressing barriers to young people's social rights, and fill out the application on our website!

📱Last week, the Council of Europe took part in the European Dialogue on Internet Governance (EuroDIG) and the Youth Dialogue on Internet Governance (YOUthDIG)!

The events were hosted by EUregistry, and provided an open, multi stakeholder platform for exchanging views on Internet governance, fostering dialogue and cooperation on Internet related public policy.

The Council of Europe contributed with its extensive expertise across digital governance, including artificial intelligence, data protection, combating discrimination and online gender based violence, justice digitalization, democratic resilience, and youth participation.

Last week, a Quality Label coaching visit took place in wannseeFORUM Youth Centre, Germany! 🏘️

The aim of this two-day visit was to help the youth centre in developing a long-term strategy in relation to the participation of young people, including in the co-creation of the work programme of the Centre, with the help of a Quality Label expert.

The educational staff participated in interactive sessions, reflections on the centre’s work and discussions on Council of Europe Youth Department resources and approaches.

The Council of Europe is launching call for applicants for the 2026 Democracy Hackathon - a unique initiative bringing together tech developers, designers, and democracy experts to combat online hate speech and innovate for democratic resilience.

Organised as a milestone of the New Democratic Pact for Europe and jointly with , the Hackathon is held under the auspices of the Monaco Presidency of the Committee of Ministers of the Council of Europe.

Participants will benefit from:
→ An all-expenses-paid trip to Strasbourg (for 20 selected teams)
→ Expert mentorship from the Technical University of Munich, the University of Strasbourg, Democracy Reporting International, and the Institute of Strategic Dialogue
→ Winning teams will share a €50,000 Microsoft grant, as well as receive post-event mentoring and implementation support provided by the Council of Europe.
