MARYLAND COUNTY SENATOR MEETS EMBASSY OFFICIALS AND ENGAGES LIBERIAN COMMUNITY IN FRANCE

Paris, France – August 27, 2026: Senator James P. Biney, Senator of Maryland County, Republic of Liberia, Chairman of the Senate Committee on Executive and Ranking Member of the Liberian Senate Committee on Foreign Affairs, today visited the Embassy of Liberia in Paris, where he was received by H.E. Dr. Teeko Tozay Yorlay, Sr., Ambassador of the Republic of Liberia to the French Republic, along with members of the Embassy’s diplomatic staff.

During the engagement, Senator Biney interacted with Ambassador Yorlay and the diplomatic staff and expressed appreciation for their continued service to the country. He thanked them for the sacrifices they make in representing and serving Liberia abroad, particularly in the face of the various challenges associated with diplomatic service.

Senator Biney commended Ambassador Yorlay and the diplomatic staff for their dedication, resilience, and commitment to duty, noting that their work remains essential to advancing Liberia’s diplomatic interests, providing services to Liberian citizens, and strengthening the country’s relations with France and other countries of accreditation. He encouraged the Mission to remain steadfast in its service to the nation.

Following his engagement at the Embassy, Senator Biney met with the leadership of the Federation of Liberian Associations in France as part of his outreach to the Liberian community and efforts to better understand the priorities and concerns of Liberians residing in France and across Europe.

During the meeting, the Federation’s leadership outlined the organization’s vision, priorities, and ongoing efforts to strengthen unity, cooperation, and community development among Liberians residing in France. The leadership also briefed Senator Biney on preparations for the upcoming Liberian Independence Day celebrations in Europe under the European Federation of Liberian Associations (EFLA), highlighting the importance of the annual gathering in promoting Liberian culture, national identity, diaspora solidarity, and stronger connections with the homeland.

The Federation further raised the need for greater Government attention and sustained engagement with Liberian diaspora organizations across Europe. Discussions emphasized the important role the European diaspora can play in Liberia’s national development through investment, knowledge and skills transfer, advocacy, tourism promotion, and other forms of constructive engagement.

Senator Biney welcomed the exchange and acknowledged the important contributions of Liberians living abroad to the country’s development. He emphasized the value of maintaining stronger channels of communication between the Government of Liberia and organized diaspora communities, particularly in Europe, and encouraged the Federation to continue working collaboratively to advance the interests and welfare of Liberians in France.

Senator Biney’s engagements with the Embassy and the Liberian community concluded with a shared commitment to strengthening Liberia’s diplomatic service, deepening Government–Diaspora relations, and ensuring that the concerns, aspirations, and contributions of Liberians in Europe continue to form an important part of Liberia’s broader national development agenda.

H.E. Dr. Teeko Tozay Yorlay, Sr., received the newly appointed French Ambassador to Liberia, H.E. Dominique Pierre Delpuech, at the Embassy of Liberia in Paris.

The Ambassadors’ discussion centered on strengthening Liberia–France relations, with particular focus on high-level political engagement, trade and investment, Liberia’s participation in the Paris Peace Forum, Liberia’s observer status within the OIF, and preparations for the forthcoming MEDEF International business mission to Liberia.

They also exchanged views on prospects for reciprocal high-level visits, including a potential visit by President Emmanuel Macron to Liberia, as part of efforts to further deepen the historic friendship and partnership between Liberia and France.

Both Ambassadors reaffirmed their commitment to sustained diplomatic consultations and to transforming the longstanding relationship into stronger political, economic, investment, and people-to-people cooperation.

The Lone Star remains a powerful and enduring symbol of our shared identity, sovereignty, unity, and resilience as a people. As we commemorate this important national occasion, let us remember that patriotism extends far beyond the display of our national symbols. It is equally demonstrated through our collective responsibility to promote peace, uphold national unity, support one another, and contribute meaningfully to the sustainable development of our beloved Liberia.

The Government of His Excellency President Joseph Nyuma Boakai, Sr. continues to place strong emphasis on strengthening engagement with the Liberian Diaspora, recognizing Liberians abroad as an essential and valued partner in Liberia’s national development.

PUBLIC NOTICE

The Embassy of the Republic of Liberia in Paris wishes to inform the general public and the Liberian community that the Embassy will be closed on Monday, August 24, 2026, in observance of National Flag Day, a national holiday of the Republic of Liberia.

Normal consular and administrative services will resume on Tuesday, August 25, 2026.

🇱🇷 EMBASSY CONGRATULATES THE FEDERATION OF LIBERIANS IN FRANCE ON ITS FIRST ANNIVERSARY

The Embassy of the Republic of Liberia in France extends warm congratulations to the Federation of Liberians in France (FLAF) on the celebration of its first anniversary.

In just one year, FLAF has continued to promote unity, community engagement, and a stronger sense of togetherness among Liberians in France.

The Embassy, under the leadership of H.E. Ambassador Teeko Yorlay , places great importance on maintaining a strong and constructive partnership with the Liberian community. Liberian Community in France Celebrates Liberia’s 179th Independence Day in Rouen, Normandy

The Liberian community in France commemorated Liberia’s 179th Independence Day on August 8, 2026, with a celebration held in Rouen, Normandy. The gathering brought together members of the Liberian community to honor Liberia’s historic independence, celebrate the country’s rich cultural heritage, and reaffirm the bonds of unity and patriotism among Liberians living in France.

The celebration was held in the spirit of Liberia’s national theme for the 179th Independence Day: “Strengthening National Identity Through Liberian-Led Historical Leadership.”

The event also provided an opportunity for Liberians in France to come together in fellowship, reflect on Liberia’s history and achievements, and demonstrate their continued commitment to contributing positively to Liberia’s development while strengthening their ties with their homeland.

Embassy of Liberia in Paris and France’s OFAST Explore Enhanced Cooperation in the Fight Against Illicit Drug Trafficking

Paris, France | July 28, 2026 — The Embassy of the Republic of Liberia in Paris, led by H.E. Dr. Teeko Tozay Yorlay, Sr., Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the French Republic, today held a high-level bilateral meeting with the Office Anti-Stupéfiants (OFAST), France’s specialized anti-narcotics agency under the National Directorate of the Judicial Police (DNPJ), to explore avenues for strengthening bilateral cooperation in combating illicit drug trafficking and transnational organized crime.

The Liberian delegation comprised H.E. Ambassador Dr. Teeko Tozay Yorlay, Deputy Chief of Mission Emmanuel Saye Larmeh, and Minister-Counselor for Press and Public Affairs Senve Darlington Tehmeh. The delegation was received by Mr. Dimitri Zoulas, Chief of OFAST, and Madam Perrine Boudin, Director of International Cooperation at OFAST.

During the meeting, OFAST officials provided a comprehensive overview of the agency’s mandate, organizational structure, and France’s integrated, intelligence-led strategy for combating narcotics trafficking and transnational organized crime. Discussions focused on expanding institutional cooperation through intelligence and information sharing, technical assistance, capacity building, operational collaboration, and the exchange of best practices.

In his remarks, Ambassador Yorlay reaffirmed Liberia’s unwavering commitment to strengthening international partnerships aimed at addressing the growing threat posed by illicit drug trafficking and organized criminal networks. He emphasized that enhanced cooperation among law enforcement institutions is essential to promoting national, regional, and international peace and security.

As part of the discussions, Ambassador Yorlay proposed the negotiation and signing of a Memorandum of Understanding (MoU) to establish a formal framework for cooperation between the Liberia Drugs Enforcement Agency (LDEA) and OFAST. The proposal was warmly welcomed by the French delegation. The proposed agreement is expected to provide a structured mechanism for cooperation in capacity building, intelligence and information sharing, technical assistance, institutional collaboration, and other mutually beneficial initiatives designed to combat transnational organized crime.

The meeting further proposed that, through the Embassy of Liberia in Paris, a high-level Liberian delegation comprising representatives of the Liberia Drug Enforcement Agency (LDEA), the Liberia National Police (LNP), and the Ministry of Justice undertake a working visit to France to advance negotiations on and conclude the proposed Memorandum of Understanding and identify priority areas for practical cooperation.

Both parties also agreed in principle that, following the anticipated signing of the Memorandum of Understanding in Paris later this year, a reciprocal high-level meeting would be convened in Liberia to formally launch the partnership, adopt an implementation roadmap, and further strengthen collaboration between the respective institutions.

Diplomatic relations between the Republic of Liberia and the French Republic date back to 1852, when France formally recognized Liberia's independence, becoming the second major world power to do so. For more than 170 years, the two countries have enjoyed cordial and mutually beneficial relations founded on friendship, mutual respect, and shared values.

This longstanding relationship provides a solid foundation for expanding bilateral cooperation into new strategic areas, including law enforcement, counter-narcotics operations, the fight against transnational organized crime, institutional capacity building, technical assistance, and intelligence sharing. The discussions with OFAST therefore represent an important milestone in broadening the Liberia–France partnership and advancing a shared commitment to regional and international security.

The meeting concluded with both parties reaffirming their shared commitment to strengthening their longstanding bilateral relations through enhanced cooperation in law enforcement and security. Both sides expressed confidence that the proposed Memorandum of Understanding, together with the planned reciprocal high-level engagements in Paris and Monrovia, will usher in a new chapter of collaboration in combating illicit drug trafficking and transnational organized crime while further reinforcing the enduring friendship between the two nations.
