🗞️ In case you missed it: Tax Inspectors Without Borders (TIWB) 2026 Annual Report is now available

As TIWB moves into its second decade, the report looks both at what has been achieved and what lies ahead.

🌍 In the past decade, TIWB’s hands-on approach has supported 165 programmes across 71 jurisdictions, contributing to USD 2.72 billion in additional tax revenue raised and USD 7.67 billion assessed, thus helping to strengthen tax audit capacity and deliver tangible results. These achievements also provide a strong basis for further strengthening South-South cooperation, including through the TIWB Graduates Platform.

Looking forward, TIWB 2.0 marks the next phase of this work, expanding support to areas such as the implementation of global minimum tax rules, and addressing emerging challenges such as digitalisation, complex cross-border issues and evolving tax risks.

💡 New blog: What happens when beneficiaries become providers of expertise?

As Tax Inspectors Without Borders (TIWB) enters its second decade, South-South cooperation is becoming a defining force behind its success.

🌐 Through TIWB's expanding peer-to-peer network, tax administrations are moving from receiving support to sharing expertise with peers facing similar challenges, demonstrating that tax capacity building is a two-way exchange of knowledge and experience.

🤝 From Egypt supporting Seychelles to Colombia assisting Guatemala, and Maldives working with Botswana, these partnerships showcase the growing role of developing countries in helping to build stronger, more resilient tax systems across regions, while reinforcing hands-on collaboration and mutual learning.

🎓 The new TIWB Graduates Platform, launched under TIWB 2.0, is helping transform lessons learned into lasting impact. Countries such as Colombia, Egypt, Georgia, Maldives, and Zambia are demonstrating how expertise gained through TIWB can generate value well beyond the duration of their own programmes.

This is what sustainable capacity development looks like: building expertise, sharing knowledge, and creating a virtuous cycle that empowers countries to strengthen their institutions, enhances domestic resource mobilization, and helps finance sustainable development.

🏛️ Mauritius Advances a Whole-of-Government Approach to Tax Crime

Last week, officials from agencies across Mauritius came together under the country’s first TIWB – Criminal Investigation (TIWB-CI) programme to participate in an onsite workshop hosted by the Mauritius Revenue Authority (MRA), focused on strengthening the response to tax crime and related financial crimes.

📊 The workshop marked the first combined use of the OECD's Tax Crime Maturity Model and the World Bank Group’s National Risk Assessment for Tax Evasion and Money Laundering. Through discussions and self-assessment exercises, participants identified strengths, challenges and opportunities to further strengthen institutional frameworks, inter-agency cooperation and information-sharing mechanisms.

🤝 The strong engagement across institutions reflects Mauritius’ commitment to tackling tax crime through a coordinated, whole-of-government approach. Given the close links between tax crime and other forms of financial crime, effective collaboration and information sharing are critical to strengthening prevention, detection and enforcement efforts.

🔍 As the workshop concludes, the focus now shifts to the recommendations and action plan emerging from this process. Their successful implementation will help strengthen national capabilities to detect, investigate and address tax crime and related financial offences, while supporting long-term institutional development.

🛡️ TIWB-CI: Strengthening Tax Crime Investigation in Mauritius

The Mauritius Revenue Authority (MRA) launched its first TIWB – Criminal Investigation (TIWB-CI) programme, marking an important step in strengthening the country's ability to prevent, detect and investigate tax crime and related financial offences. The programme builds on the successful completion of a TIWB audit programme supported by the African Tax Administration Forum (ATAF).

🌍 This programme is the first to combine the OECD's Tax Crime Maturity Model with the World Bank Group’s National Risk Assessment for Tax Evasion and Money Laundering. By using these tools together, Mauritius will assess its current capabilities, identify key tax crime and money laundering risks, and establish priorities for future reforms and capacity-building.

During the onsite workshop held from 20 to 24 July, participants engaged in discussions and self-assessment exercises aimed at:
✅ Assessing institutional strengths and opportunities to enhance the response to tax crime and related financial offences
✅ Identifying tax evasion and money laundering risks through a whole-of-government approach
✅ Developing practical recommendations and actions to support future reforms and strengthen inter-agency cooperation

This launch reflects Mauritius’ commitment to strengthening its response to tax crime and reinforces TIWB’s strong partnerships with ATAF and the World Bank in supporting jurisdictions to address emerging financial crime risks.

Depuis 2015, les Inspecteurs des impôts sans frontières (IISF) ont aidé 71 juridictions à renforcer leurs capacités de contrôle fiscal et à mobiliser des recettes essentielles au financement du développement.

🤝 TIWB Graduates Platform in Action: Botswana gets support from the Maldives

The Botswana Unified Revenue Service - BURS has launched a new Tax Inspectors Without Borders (TIWB) programme, with expert support from the Maldives Inland Revenue Authority (MIRA). This initiative marks another important step forward in strengthening South-South co‑operation and advancing TIWB peer-to-peer support globally.

🎓 This programme marks MIRA’s first collaboration as part of the TIWB Graduates Platform, serving as a Partner Administration for the first time, having previously completed three TIWB programmes as a Host Administration. Alongside peers such as Colombia, Egypt and Zambia, MIRA is now contributing its gained expertise to support other developing jurisdictions.

✅MIRA experts will provide hands-on transfer pricing audit support to Botswana, with a focus on the tourism sector. This work complements ongoing TIWB assistance in Botswana, creating a comprehensive approach across key sectors including extractive industries, financial services, and trade.

For Botswana, the programme offers a valuable opportunity to strengthen transfer pricing capabilities and enhance audit practices, particularly in complex and high-impact sectors. The collaboration is designed to build sustainable expertise within BURS, extending well beyond the duration of the programme.

📰 Inside Tax Inspectors Without Borders (TIWB) 2026 Annual Report: Beyond Revenue Collection

This year’s report highlights an important evolution of TIWB through TIWB 2.0 and the launch of the initiative’s Graduates Platform.

After a decade of supporting tax administrations in strengthening their audit and investigation capabilities through hands-on assistance, many participating jurisdictions have developed significant expertise of their own.

🎓 The Graduates Platform creates opportunities for that knowledge to be shared with peers facing similar challenges, transforming traditional capacity building into a dynamic cycle of peer-to-peer learning and South-South co-operation.

Colombia, Egypt, the Maldives and Zambia are among the first jurisdictions to take on this role, sharing practical expertise and real-world experience with fellow developing countries.

A first example is already underway: the Maldives and Botswana have engaged in a peer-to-peer TIWB programme, where tourism-sector tax expertise developed in one jurisdiction is helping strengthen capacity in another.

By enabling administrations to learn from peers with similar contexts and experiences, the Graduates Platform is helping make tax capacity development more sustainable, collaborative and regionally driven.

Tax Inspectors Without Borders (TIWB) Annual Report 2026 has just been launched! 🗞️

As TIWB enters its second decade, the initiative continues to support developing countries’ domestic resource mobilisation efforts.

📈 The report reflects on a decade of work and charts the path ahead. Since its launch, 165 TIWB programmes across 71 jurisdictions have helped raise USD 2.72 billion in additional tax revenue, with a further USD 7.67 billion assessed, results made possible by sustained support from donor countries and TIWB’s expanding network of regional and international partners.

🤝 These outcomes are the product of a model that works: TIWB’s hands‑on, collaborative model, which embeds experienced tax experts directly within host administrations to build lasting audit capacity and strengthen domestic resource mobilisation.

🌐Following the launch of TIWB 2.0 at the Fourth International Conference on Financing for Development (FFD4) in Sevilla, and its recognition as part of the Sevilla Platform for Action, this new phase reinforces support to jurisdictions facing emerging challenges, from digitalisation and complex cross‑border arrangements to evolving illicit financial flows.

🎓 A milestone in this next phase is the TIWB Graduates Platform, which will enable jurisdictions that have built expertise through TIWB to support their peers. Colombia, Egypt, Maldives and Zambia are leading the way as pioneers.

As TIWB moves forward, it will continue to deepen partnerships, adapt to new tax risks, and support the development of effective and transparent tax systems that underpin inclusive growth, public trust, and progress to advance sustainable development.
