Nepal has sought an initial $20 million (over Rs 3 billion) from the international Loss and Damage Fund, arguing that the devastating Rasuwa floods were linked to climate change.

The claim was submitted under the UN climate framework, with officials saying the amount could increase after a detailed assessment of the disaster’s damage.

Nepal, despite contributing very little to global greenhouse gas emissions, remains highly vulnerable to climate change.

Experts say the country has a strong case for support from the Fund following the Bhotekoshi River floods in Rasuwa, which caused extensive loss of lives and property.

The government has registered a bill in the Federal Parliament to amend the Payment and Settlement Act, 2075, making Nepal’s payment system more modern, secure, and organized.

Finance Minister Dr. Swarnim Wagle registered the bill on Thursday. It allows foreign institutions with 10 years of payment experience in at least 10 countries to operate in Nepal, subject to Nepal Rastra Bank’s criteria.

The bill also clarifies digital payments, international payment providers, and allows payment service providers to appoint agents.

The bill strengthens customer protection by requiring providers to refund e-money within 30 days if their license is revoked or not renewed. Nepal Rastra Bank can also provide liquidity facilities for final settlement and issue directives and orders.

South Korean conglomerate Doosan Group, the builder of Nepal’s Trishuli-1 hydropower project, has donated $5 million in aid to support Nepal’s disaster relief efforts.

The contribution makes Doosan Group the second-largest foreign corporate donor, after Nvidia, highlighting growing international corporate support for Nepal’s recovery and relief efforts.

Great One !!! The government has announced a ‘Secure Future Scholarship Scheme’ worth around NRs 1 arba to provide free education to Bhotekoshi flood-affected students.

The program will cover students from early childhood to Grade 12, with around 1,000 students receiving scholarships, textbooks, uniforms, educational materials, accommodation and food.

Education and Sports Minister Sasmit Pokharel announced the scheme, which will be supported by private schools and other organizations.

The Bhotekoshi flood affected 15 local levels, damaging 19 schools, leaving 16 teachers and 217 students missing, and disrupting the learning of 9,742 students.
