The Water Authority of Fiji is a Commercial Statutory Authority (CSA). The Government of Fiji started reforming the Water and Sewerage Department in 2009. The objective of this reform was to enhance the sustainable delivery of water and sewerage services to appropriate levels of service. The reform aimed at strengthening the then Water and Sewerage Department (WSD) before establishing the Water Au

thority of Fiji, which is dedicated to the delivery of water supply and sewerage services, autonomous and be able to mobilise the necessary resources to meet the demand, effectively and efficiently at required quality standards. From January, 1, 2010, WAF officially took over responsibilities, functions and operations previously carried out by WSD. The Water Authority of Fiji operate as a CSA. The first two years of operations are key to establishing the most effective culture and mix of people, processes, procedures, governance, equipment, policies and monitoring and reporting. 2015 will be WAFโ€™s fifth year of operations.

Ltd, has officially launched the SNAPPY AI Water Meter Reading Pilot Project, marking a significant step forward in modernising Fijiโ€™s water services through digital innovation.

The project was formalised through a tripartite signing ceremony held at the WAF Head Office, reinforcing the strong and longstanding partnership between Fiji and Japan in advancing sustainable development within the water sector.

The SNAPPY project introduces a smartphone-based application that uses advanced digital technology to enhance the efficiency and accuracy of water meter reading across Fiji.

WAF Chief Executive Officer, Seru Soderberg, said the pilot project represents an important milestone in the Authorityโ€™s digital transformation journey.

โ€œThe SNAPPY pilot project presents an exciting opportunity for us to assess how artificial intelligence and digital innovation can support more accurate meter reading, improve operational efficiency, and strengthen customer confidence in the billing process.โ€

Through this initiative, WAF will explore how emerging technologies can improve operational performance, enhance data quality, and support better resource management across the water network.

Mr Soderberg acknowledged JICAโ€™s continued support and the Government of Japanโ€™s longstanding contribution to Fijiโ€™s development.

โ€œThrough our partnership with JICA and NEOS Co. Ltd, we are embracing innovative solutions that will enhance operational efficiency, improve data accuracy and strengthen customer confidence in our services,โ€ he said.

Deputy Resident Representative of JICA Fiji Office, Itoyama Hiroshi, said that JICA is pleased to assist WAF in reducing its Non-Revenue Water (NRW).

โ€œI would like to express my sincere appreciation to the Team at WAF, the representatives of Neos and JICA consultants from Japan for their continued efforts, collaboration and commitment to bringing this new initiative together, which is expected to contribute to sustainable water services in Fiji,โ€ Mr Hiroshi said.

Also present at the signing ceremony was the Ambassador of Japan to Fiji, His Excellency, Mr Hiroshi Tajima, who commended this important project.

โ€œSince the establishment of diplomatic relations 56 years ago, Fiji has remained one of Japanโ€™s key partners in the Pacific. Through JICA, Japan has supported Fijiโ€™s development priorities across sectors such as infrastructure, disaster resilience, water resource management and human resource development. Strengthening both socio-economic progress and institutional capacity,โ€ HE Tajima emphasised.

NEOS Co. Ltd. CEO Tetsumasa Inada said they were grateful for the opportunity and the partnership.

โ€œIt is a great honour for us to participate in this project and to join todayโ€™s signing ceremony. On the world map, Fiji and Japan may appear to be apart, separated by more than 7,000 kilometres, but in todayโ€™s digital world, distance has a different meaning; through the internet, we can connect in seconds."

"For NEOS, Fiji is not a distant country across the Pacific Ocean but a close neighbour in a connected world โ€“ we would like to work as neighbours and contribute to the development of both Fiji and Japan. We want to move forward together with WAF while listening carefully, sharing and learning with the same purpose for each other,โ€ said Mr Inada.

JICA representatives highlighted that the project builds on ongoing collaboration with WAF in areas such as leak detection, capacity building, and the introduction of digital (DX) technologies to strengthen water service delivery.

The SNAPPY project will be piloted in selected areas to assess its functionality and adaptability within Fijiโ€™s operational environment. Insights gained from the pilot phase will guide future implementation and potential scaling across the country.

This initiative reflects a shared commitment between WAF and its partners to innovation, sustainability, and delivering improved services to communities throughout Fiji.
