MEDIA STATEMENT: LTA CLARIFIES MEDIA REPORT ON ILLEGAL PSV OPERATIONS, CONTINUES PROACTIVE ENFORCEMENT
Suva, Fiji – Recent media reports suggesting that the Land Transport Authority (LTA) has not taken action to curb illegal Public Service Vehicle (PSV) operations are inaccurate and do not reflect the extensive enforcement work being undertaken by the Authority to address the issue.
LTA continues to actively monitor, detect and take enforcement action against individuals operating private and commercial vehicles as public service vehicles without the required permits and licences. Through routine compliance activities and targeted enforcement operations, the Authority has consistently identified and penalised offenders engaged in illegal PSV activities.
In 2024, LTA issued a total of 1,363 Traffic Infringement Notices (TINs) to drivers found operating illegally as public service vehicles. This number increased significantly in 2025, with 2,398 TINs issued. The substantial increase in infringements detected in 2025 highlights the strengthening of LTA's enforcement efforts and reflects enhanced compliance operations, increased surveillance, and improved detection of illegal PSV operators.
For 2026, enforcement efforts continue to remain robust, with 1,873 TINs issued year-to-date for illegal PSV operations. A further 46 vehicles have been impounded while the Authority had issued final warnings to six individuals and suspended the driver licences for 10 individuals for six months following showcause proceedings for illegal PSV operations.
LTA works closely with the Fiji Police Force and other stakeholders in conducting joint enforcement operations and compliance activities to identify and deter illegal operators.
Individuals found operating public transport services without the required permits or approvals may face enforcement action under the provisions of the Land Transport Act and associated regulations. Depending on the nature and severity of the offence, penalties may include infringement notices, fines of up to $2000, showcause summoning, impounding of unlicensed/illegal PSV, and other regulatory actions permitted under the law.
Members of the public should use only licensed and regulated taxi services and to refrain from engaging private or illegal PSV operators. Passengers should ensure the PSV they use displays a valid permit, approved identification, and operates in accordance with LTA requirements.
The Authority encourages responsible journalism and notes that news media have an important role in ensuring reporting is accurate, fair, balanced and based on verified information. This is essential to maintaining public confidence and ensuring the public is not misled by inaccurate or incomplete information regarding regulatory and enforcement activities.
