استقبل السيد محمد بن عياد، كاتب الدولة لدى وزير الشؤون الخارجية والهجرة والتونسيين بالخارج، يوم 20 ماي 2026 بمقر الوزارة، السيد Antón Leis García، مدير الوكالة الإسبانية للتعاون الدولي من أجل التنمية (AECID)، الذي يؤدي زيارة عمل إلى تونس يومي 20 و21 ماي 2026، وذلك بحضور سفير إسبانيا بتونس السيد Isidro Antonio González Afonso.
ومثّل اللقاء مناسبة للسيد كاتب الدولة للتأكيد على عمق أواصر الصداقة والتعاون التونسية الإسبانية، وما يجمع البلدين من تاريخ مشترك وروابط إنسانية وثقافية واقتصادية والحرص على إعطاء دفع جديد لعلاقات التعاون والشراكة التونسية الاسبانية وتنويع مجالاتها بما يترجم عمق الروابط التي تجمع البلدين والشعبين الصديقين.
كما رحّب بإعادة فتح مكتب الوكالة الإسبانية للتعاون الدولي بتونس منذ سنة 2024 وثمّن الدور الذي تضطلع به الوكالة في دعم جهود التنمية ببلادنا وتهيئة الظروف المناسبة لتعزيز الشراكة التونسية الإسبانية.
وتناول اللقاء مسار إعداد الإطار الاستراتيجي للتعاون الإنمائي بين تونس وإسبانيا، حيث أبرز كاتب الدولة حرص تونس على تعزيز التعاون مع الوكالة الإسبانية للتعاون الدولي في عدد من القطاعات ذات الأولوية والتي تتماشى مع أهداف مخطط التنمية للفترة 2026-2030 خاصة منها التمكين الاجتماعي والاقتصادي للشباب والمرأة، والانتقال الطاقي والبيئي، ومواجهة التغيرات المناخية، والتصرف في الموارد المائية، والتحول الرقمي، ودعم اللامركزية ومكافحة التلوث البحري والمحافظة على الموارد الطبيعية.
ومن ناحيته، نوّه المسؤول الإسباني بمستوى التعاون القائم بين تونس والوكالة وأكد الأهمية التي توليها بلاده لمزيد دفعها وتنويعها. وأشار في هذا الصدد إلى إدراج تونس كبلد ذي أولوية ضمن المخطط التوجيهي الإسباني للتعاون التنموي للفترة 2024-2027، حيث أفاد بأن الوكالة تتولى حالياً تنفيذ عدة مشاريع في تونس بقيمة تناهز 18 مليون يورو، تغطي عدة مجالات على غرار إيجاد مواطن الشغل والفرص الاقتصادية والتحول البيئي والتصرف في المياه وتعزيز المساواة بين الجنسين ومكافحة العنف و ترسيخ التماسك الاجتماعي والتمكين الاقتصادي للشباب والحوكمة.
وفيما يتعلق بضبط محاور الإطار الاستراتيجي للتعاون الإنمائي، أكّد المسؤول الإسباني حرص بلاده على تعزيز التعاون الإنمائي مع بلادنا وفق الاختيارات التي تضبطها السلطات التونسية، بما يخدم أهداف التنمية الشاملة والأولويات الوطنية لبلادنا.

M. Mohamed Ben Ayed, Secrétaire d’État auprès du Ministre des Affaires Etrangères, de la Migration et des Tunisiens à l’Etranger, a reçu, le 20 mai 2026 au siège du Ministère, M. Antón Leis García, Directeur de l’Agence Espagnole de Coopération Internationale pour le Développement (AECID), en visite de travail en Tunisie les 20 et 21 mai 2026, en présence de l’Ambassadeur d’Espagne en Tunisie, M. Isidro Antonio González Afonso.
Cette rencontre a été l’occasion pour M. le Secrétaire d’État de souligner la profondeur des liens d’amitié et de coopération tuniso-espagnols, ainsi que l’histoire commune et les relations humaines, culturelles et économiques qui unissent les deux pays. Il a également réaffirmé la volonté de donner une nouvelle impulsion aux relations de coopération et de partenariat entre la Tunisie et l’Espagne, et d’en diversifier les domaines afin de refléter la solidité des liens entre les deux pays et peuples amis.
Il s’est par ailleurs félicité de la réouverture du bureau de l’Agence Espagnole de Coopération Internationale en Tunisie depuis 2024, saluant le rôle qu’elle joue dans le soutien aux efforts de développement du pays et dans la création de conditions favorables au renforcement du partenariat tuniso-espagnol.
La réunion a également porté sur l’élaboration du cadre stratégique de coopération au développement entre la Tunisie et l’Espagne. À cette occasion, M. le Secrétaire d’État a mis en avant l’attachement de la Tunisie à renforcer sa coopération avec l’Agence espagnole dans plusieurs secteurs prioritaires conformes aux objectifs du plan de développement 2026-2030, notamment l’autonomisation socio-économique des jeunes et des femmes, la transition énergétique et environnementale, la lutte contre les changements climatiques, la gestion des ressources hydriques, la transformation numérique, le soutien à la décentralisation, la lutte contre la pollution marine et la préservation des ressources naturelles.
De son côté, le responsable espagnol a salué le niveau de coopération existant entre la Tunisie et l’Agence, tout en réaffirmant l’importance accordée par son pays au renforcement et à la diversification de cette coopération. Il a indiqué, à cet égard, que la Tunisie figure parmi les pays prioritaires du plan stratégique espagnol de coopération au développement pour la période 2024-2027. Il a précisé que l’Agence met actuellement en œuvre plusieurs projets en Tunisie pour une valeur avoisinant les 18 millions d’euros, couvrant divers domaines tels que la création d’emplois et d’opportunités économiques, la transition environnementale, la gestion de l’eau, la promotion de l’égalité des genres, la lutte contre la violence, le renforcement de la cohésion sociale, l’autonomisation économique des jeunes et la gouvernance.
Concernant la définition des axes du cadre stratégique de coopération au développement, le responsable espagnol a souligné la volonté de son pays de renforcer la coopération au développement avec la Tunisie conformément aux orientations fixées par les autorités tunisiennes, dans le but de servir les objectifs de développement global et les priorités nationales du pays.

Mr. Mohamed Ben Ayed, Secretary of State to the Minister of Foreign Affairs, Migration and Tunisians Abroad, received, on 20 May 2026 at the Ministry’s headquarters, Mr. Antón Leis García, Director of the Spanish Agency for International Development Cooperation (AECID), who is on a working visit to Tunisia on 20 and 21 May 2026, in the presence of the Ambassador of Spain to Tunisia, Mr. Isidro Antonio González Afonso.
The meeting provided an opportunity for the Secretary of State to reaffirm the depth of Tunisian-Spanish friendship and cooperation, as well as the shared history and human, cultural, and economic ties between the two countries. He stressed the importance of giving new impetus to bilateral cooperation and partnership and of diversifying its areas in a way that reflects the strong bonds uniting the two friendly countries and peoples.
He also welcomed the reopening of the AECID office in Tunisia since 2024 and commended the role played by the Agency in supporting development efforts in Tunisia and in creating favorable conditions to further strengthen Tunisian-Spanish partnership.
The meeting addressed the process of preparing the strategic framework for development cooperation between Tunisia and Spain. In this context, the Secretary of State emphasized Tunisia’s commitment to strengthening cooperation with AECID in a number of priority sectors aligned with the objectives of the 2026–2030 Development Plan, particularly social and economic empowerment of youth and women, energy and environmental transition, addressing climate change, water resource management, digital transformation, support for decentralization, combating marine pollution, and preserving natural resources.
For his part, the Spanish official praised the level of existing cooperation between Tunisia and the Agency and reaffirmed Spain’s commitment to further enhancing and diversifying it. In this regard, he noted that Tunisia has been designated as a priority country under Spain’s Master Plan for Development Cooperation for the 2024–2027 period. He added that the Agency is currently implementing several projects in Tunisia worth approximately €18 million, covering various areas such as job creation and economic opportunities, environmental transition, water management, promotion of gender equality, combating violence, strengthening social cohesion, youth economic empowerment, and governance.
Regarding the definition of the strategic framework for development cooperation, the Spanish official reiterated his country’s commitment to strengthening development cooperation with Tunisia in line with the priorities set by the Tunisian authorities, in a manner that serves the objectives of comprehensive development and the country’s national priorities.
