✅ في إطار اللقاءات الدورية مع المواطنين قصد الاستماع إلى إنشغالاتهم، أشرف السيد ، المدير العام لديوان الترقية والتسيير العقاري لولاية سكيكدة، اليوم الثلاثاء 02 جوان 2026، على جلسة استقبال بمقر المديرية العامة لمجموعة من المواطنين من مختلف الشرائح وممثلي جمعيات الأحياء، حيث تمحورت الانشغالات حول :
🔹 ملفات التسوية الإدارية وإجراءات التنازل.
🔹 عمليات الصيانة وأشغال المساكة.
🔹 طلبات واستفسارات متفرقة.
✅ جرى اللقاء بحضور رؤساء المصالح المختصة أين تم التكفل بطلبات وشكاوي المواطنين وتقديم شروحات وافية لكل حالة. ومن جانبه، شدد السيد المدير العام على النقاط التالية:
▪️السرعة والفعالية: ضرورة المعالجة الفورية للطلبات والبت في الملفات العالقة وفق الأطر القانونية المعمول بها.
▪️التنسيق الإداري: إشراك كافة الهيئات ذات الصلة لضمان تكفل أمثل وشامل للانشغالات المطروحة.,
▪️تحسين الخدمة: الالتزام بدراسة جميع الطلبات وتسوية مختلف الوضعيات العالقة لتعزيز الثقة المتبادلة بين الإدارة والمواطن من أجل تحسين الخدمة العمومية.

✅ Within the framework of periodic meetings with citizens to listen to their concerns, Mr. , Director General of the Office of Real Estate Promotion and Management (OPGI) of Skikda Province, chaired a reception session today, Tuesday, June 02, 2026, at the General Directorate headquarters for a group of citizens from various segments of society and representatives of neighborhood associations. The concerns focused on:
🔹 Administrative settlement files and property transfer procedures.
🔹 Maintenance operations and waterproofing works.
🔹 Miscellaneous requests and inquiries.

✅ The meeting took place in the presence of the heads of competent departments, where citizens' requests and complaints were addressed, and comprehensive explanations were provided for each case. For his part, the Director General emphasized the following points:
▪️ Speed and Efficiency: The necessity of immediate processing of requests and deciding on pending files in accordance with the applicable legal frameworks.
▪️ Administrative Coordination: Involving all relevant bodies to ensure optimal and comprehensive handling of the raised concerns.
▪️ Service Improvement: Commitment to studying all requests and settling various pending situations to strengthen mutual trust between the administration and the citizen in order to improve public service.

✅ ترأس السيد المدير العام لديوان الترقية والتسيير العقاري لولاية سكيكدة اليوم الاثنين 01 جوان 2026، اجتماع لجنة الصفقات للديوان، بمقر المديرية العامة، بحضور جميع الأعضاء.
🔹 وقد تمحور جدول الأعمال حول دراسة ومناقشة الملفات المتعلقة بالصفقات التالية :
▪️مشروع الصفقة رقم 2026/06 الخاص بانجاز 30 مسكن ترقوي مدعم مع مساحات للبيع الحر مع الطرقات والشبكات المختلفة ( الثلاثية ) ببلدية سكيكدة ولاية سكيكدة حصة وحيدة, برنامج 2023 .
▪️مشروع الصفقة رقم 2026/07 الخاص بانجاز 25 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية) ببلدية سكيكدة ولاية سكيكدة حصة وحيدة، برنامج 2024 لفائدة أعوان الأمن الوطني .
▪️مشروع الصفقة رقم 2026/08 الخاص بانجاز 50 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية) ببكوش لخضر ولاية سكيكدة حصة وحيدة، برنامج 2023.
▪️مشروع الصفقة رقم 2026/09 الخاص بانجاز 50 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية) بالحدائق ولاية سكيكدة حصة وحيدة, برنامج 2023 .
▪️مشروع الصفقة رقم 2026/10 الخاص بانجاز 136 مسكن ترقوي مدعم 16 مسكن ترقوي حر 23 محل تجاري بكل هياكل الدولة مع استقرار الموقع بسكيكدة (بحيرة الطيور) بولاية سكيكدة محصصة الى 05 حصص.
▪️مشروع الصفقة رقم 2026/11 الخاص بانجاز 20 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية ) بعين شرشار ولاية سكيكدة حصة وحيدة، برنامج 2023 .
▪️مشروع الصفقة رقم 2026/13 الخاص بانجاز 20 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة ( الثلاثية ) بعين بوزيان ولاية سكيكدة حصة وحيدة، برنامج 2023.
▪️مشروع الصفقة رقم 2026/14 الخاص بانجاز 200 مسكن ترقوي مدعم +20 مسكن ترقوي حر + 31 محل تجاري بكل هياكل الدولة مع استقرار الموقع بموقع بسكيكدة (بحيرة الطيور) ولاية سكيكدة محصصة الى 06 حصص.
▪️مشروع الصفقة رقم 2026/15 الخاص بانجاز أشغال الطرقات والشبكات المختلفة ( VRD ) الثلاثية لمشروع 200 مسكن ترقوي مدعم + 32 مسكن ترقوي حر بموقع الماتش بلدية سكيكدة.

🔹بعد الانتهاء من نقاط جدول الأعمال والمصادقة على جميع الملفات رفعت الجلسة بنفس اليوم.

✅ The Director General of the Office of Real Estate Promotion and Management (OPGI) of Skikda Province chaired today, Monday, June 01, 2026, the meeting of the Office's Tenders Committee at the General Directorate headquarters, in the presence of all members.

🔹 The agenda focused on reviewing and discussing the files related to the following contract projects:

Draft Contract No. 2026/06: Construction of 30 subsidized promotional housing units (LPA) with free-market sale spaces, including tertiary roads and various networks (VRD) in Skikda municipality, Skikda province (Single lot, 2023 program).

Draft Contract No. 2026/07: Construction of 25 subsidized promotional housing units (LPA) with free-market sale spaces, full structural work, including tertiary roads and various networks (VRD) in Skikda municipality, Skikda province (Single lot, 2024 program for National Security agents).

Draft Contract No. 2026/08: Construction of 50 subsidized promotional housing units (LPA) with free-market sale spaces, full structural work, including tertiary roads and various networks (VRD) in Bekkouche Lakhdar, Skikda province (Single lot, 2023 program).

Draft Contract No. 2026/09: Construction of 50 subsidized promotional housing units (LPA) with free-market sale spaces, full structural work, including tertiary roads and various networks (VRD) in El Hadaiek, Skikda province (Single lot, 2023 program).

Draft Contract No. 2026/10: Construction of 136 subsidized promotional housing units (LPA), 16 free promotional housing units, and 23 commercial shops, full structural work with site stabilization in Skikda (Lac des Oiseaux), Skikda province (Divided into 05 lots).

Draft Contract No. 2026/11: Construction of 20 subsidized promotional housing units (LPA) with free-market sale spaces, full structural work, including tertiary roads and various networks (VRD) in Ain Charchar, Skikda province (Single lot, 2023 program).

Draft Contract No. 2026/13: Construction of 20 subsidized promotional housing units (LPA) with free-market sale spaces, full structural work, including tertiary roads and various networks (VRD) in Ain Bouziane, Skikda province (Single lot, 2023 program).

Draft Contract No. 2026/14: Construction of 200 subsidized promotional housing units (LPA) + 20 free promotional housing units + 31 commercial shops, full structural work with site stabilization at the Skikda site (Lac des Oiseaux), Skikda province (Divided into 06 lots).

Draft Contract No. 2026/15: Ex*****on of tertiary roads and various networks (VRD) works for the project of 200 subsidized promotional housing units (LPA) + 32 free promotional housing units at El Match site, Skikda municipality.

✅ نظم ديوان الترقية والتسيير العقاري لولاية سكيكدة، أمسية اليوم الأحد 31 ماي 2026 على الساعة الثانية زوالا، عملية فتح الاظرفة الخاصة ببيع عن طريق المزايدة العلنية (الشطر الأول) لحقوق ايجار 254 محلا معد للتجارة غير مهيئة موزعة عبر مختلف بلديات الولاية.
🔸 حيث تمت العملية وفقا لدفتر الشروط بحضور جميع أعضاء لجنة فتح الاظرفة بالإضافة إلى العارضين.
🔹أين قامت اللجنة بفتح الأظرفة ودراسة ملفات لـ 36 عرض.

✅ The Office of Real Estate Promotion and Management (OPGI) of Skikda Province organized, this Sunday afternoon, May 31, 2026, at 2:00 PM, the bid-opening process for the sale via public auction (first tranche) of leasehold rights for 254 unfinished commercial shops distributed across various municipalities of the province.

🔸 The process was conducted in accordance with the terms of reference (book of specifications), in the presence of all members of the bid-opening committee as well as the bidders.

🔹 The committee proceeded to open the envelopes and review the files for 36 submitted offers.
