🔴 جانب من مشاركة اليوم الاثنين01 جوان 2026 في اجتماع لجنة الصفقات لديوان الترقية والتسيير العقاري لولاية سكيكدة، بمقر المديرية العامة، تحت رئاسة و بحضور جميع الأعضاء.

✅ وقد تمحور جدول الأعمال حول دراسة ومناقشة الملفات المتعلقة بالصفقات التالية :

♦مشروع الصفقة رقم 2026/06 الخاص بانجاز 30 مسكن ترقوي مدعم مع مساحات للبيع الحر مع الطرقات والشبكات المختلفة ( الثلاثية ) ببلدية سكيكدة ولاية سكيكدة حصة وحيدة, برنامج 2023 .
♦مشروع الصفقة رقم 2026/07 الخاص بانجاز 25 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية) ببلدية سكيكدة ولاية سكيكدة حصة وحيدة، برنامج 2024 لفائدة أعوان الأمن الوطني .
♦مشروع الصفقة رقم 2026/08 الخاص بانجاز 50 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية) ببكوش لخضر ولاية سكيكدة حصة وحيدة، برنامج 2023.
♦مشروع الصفقة رقم 2026/09 الخاص بانجاز 50 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية) بالحدائق ولاية سكيكدة حصة وحيدة, برنامج 2023 .
♦مشروع الصفقة رقم 2026/10 الخاص بانجاز 136 مسكن ترقوي مدعم 16 مسكن ترقوي حر 23 محل تجاري بكل هياكل الدولة مع استقرار الموقع بسكيكدة (بحيرة الطيور) بولاية سكيكدة محصصة الى 05 حصص.
♦مشروع الصفقة رقم 2026/11 الخاص بانجاز 20 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة (الثلاثية ) بعين شرشار ولاية سكيكدة حصة وحيدة، برنامج 2023 .
♦مشروع الصفقة رقم 2026/13 الخاص بانجاز 20 مسكن ترقوي مدعم مع مساحات للبيع الحر بكل هياكل الدولة مع الطرقات والشبكات المختلفة ( الثلاثية ) بعين بوزيان ولاية سكيكدة حصة وحيدة، برنامج 2023.
♦مشروع الصفقة رقم 2026/14 الخاص بانجاز 200 مسكن ترقوي مدعم +20 مسكن ترقوي حر + 31 محل تجاري بكل هياكل الدولة مع استقرار الموقع بموقع بسكيكدة (بحيرة الطيور) ولاية سكيكدة محصصة الى 06 حصص.
♦مشروع الصفقة رقم 2026/15 الخاص بانجاز أشغال الطرقات والشبكات المختلفة ( VRD ) الثلاثية لمشروع 200 مسكن ترقوي مدعم + 32 مسكن ترقوي حر بموقع الماتش بلدية سكيكدة.

🟢 بعد الانتهاء من نقاط جدول الأعمال والمصادقة على جميع الملفات رفعت الجلسة بنفس اليوم.

🔴 As part of her official duties, the Head of the Public Rental Housing Department at the Housing Directorate of Skikda Province participated today, Monday, June 1, 2026, in the meeting of the Procurement Committee of the Office for Promotion and Real Estate Management (OPGI) of Skikda Province, held at the General Directorate headquarters, under the chairmanship of the Director General of the Office and in the presence of all committee members.

✅ The agenda focused on the examination and discussion of the files related to the following contracts:

♦ Contract Project No. 2026/06: Construction of 30 subsidized promotional housing units (LPA), including commercial spaces for free sale, along with roads and various utility networks (VRD), in the Municipality of Skikda, Skikda Province, single lot, under the 2023 program.

♦ Contract Project No. 2026/07: Construction of 25 subsidized promotional housing units (LPA), including commercial spaces for free sale and all public facilities, with roads and various utility networks (VRD), in the Municipality of Skikda, Skikda Province, single lot, under the 2024 program, for the benefit of National Security personnel.

♦ Contract Project No. 2026/08: Construction of 50 subsidized promotional housing units (LPA), including commercial spaces for free sale and all public facilities, with roads and various utility networks (VRD), in Bekkouche Lakhdar, Skikda Province, single lot, under the 2023 program.

♦ Contract Project No. 2026/09: Construction of 50 subsidized promotional housing units (LPA), including commercial spaces for free sale and all public facilities, with roads and various utility networks (VRD), in El Hadaiek, Skikda Province, single lot, under the 2023 program.

♦ Contract Project No. 2026/10: Construction of 136 subsidized promotional housing units, 16 free-sale promotional housing units, and 23 commercial premises, including all public facilities and site stabilization works, at the Bouhayrate Atoyor site in Skikda Province, divided into five (05) lots.

♦ Contract Project No. 2026/11: Construction of 20 subsidized promotional housing units (LPA), including commercial spaces for free sale and all public facilities, with roads and various utility networks (VRD), in Aïn Cherchar, Skikda Province, single lot, under the 2023 program.

♦ Contract Project No. 2026/13: Construction of 20 subsidized promotional housing units (LPA), including commercial spaces for free sale and all public facilities, with roads and various utility networks (VRD), in Aïn Bouziane, Skikda Province, single lot, under the 2023 program.

♦ Contract Project No. 2026/14: Construction of 200 subsidized promotional housing units, 20 free-sale promotional housing units, and 31 commercial premises, including all public facilities and site stabilization works, at the Bouhayrate Atoyor site in Skikda Province, divided into six (06) lots.

♦ Contract Project No. 2026/15: Ex*****on of roads and various utility networks (VRD) works for the project comprising 200 subsidized promotional housing units and 32 free-sale promotional housing units at the Match site, Municipality of Skikda.

🟢 Following the completion of all agenda items and the approval of all submitted files, the meeting was adjourned on the same day.

🔴 جانب من مشاركة أمسية اليوم الأحد 31 ماي 2026 على الساعة الثانية زوالا، في عملية فتح الاظرفة الخاصة ببيع عن طريق المزايدة العلنية (الشطر الأول) لحقوق ايجار 254 محلا معد للتجارة غير مهيئة موزعة عبر مختلف بلديات الولاية والتي نظمها ديوان الترقية و التسيير العقاري لولاية سكيكدة.

🔹 حيث تمت العملية وفقا لدفتر الشروط بحضور جميع أعضاء لجنة فتح الاظرفة بالإضافة إلى العارضين، أين قامت اللجنة بفتح الأظرفة ودراسة ملفات لـ 36 عرض.

🔴 A glimpse of the participation of the this evening, Sunday 31 May 2026, at 2 pm, in the opening of envelopes for the sale by public auction (first phase) for the lease rights of 254 commercial premises not yet fitted out, distributed across various municipalities in the province, organised by the Office for Property Development and Management of the Province of Skikda.

🔹 The process was conducted in accordance with the terms and conditions, in the presence of all members of the bid-opening committee as well as the bidders, during which the committee opened the bids and examined the files for 36 bids.

🔴 مواصلة لسلسلة الخرحات الميدانية لتفقد مختلف البرامج السكنية، وتجسيدا لتوصيات و تعليمات ، فيما يخص الوقوف على أشغال مختلف المشاريع السكنية بالولاية وتحت إشراف ، و و .

✅ جانب من مشاركة رئيس القسم الفرعي للسكن لدائرة الحدائق بالخرجة الميدانية التي تمت مساء يوم الخميس 21 ماي 2026 لمشروعي 87+60+20 سكن عمومي إيجاري ببلدية الحدائق بحضور السيدات والسادة :

✦رئيسة دائرة الحدائق
✦المدير العام لديوان الترقية و التسيير العقاري
✦مدير الموارد المائية
✦رؤساء الاقسام الفرعية للسكن و التعمير و الموارد المائية
✦رؤساء المشاريع بديوان الترقية و التسيير العقاري

✦مقاولات الإنجاز لاشغال التهيئة الخارجية و الربط بمختلف الشبكات

♦ و بعد المعاينة الميدانية لموقع المشاريع المعنية التي تقع في مخطط شغل الاراضي رقم 4 بمنطقة الماجن لبلدية الحدائق، اين تم الوقوف على مدى تقدم أشغال التهيئة الخارجية المشاريع 87+60+20 سكن عمومي إيجاري كما تم كذلك تحديد نقطة الربط بالشبكة الرئيسية للمياه الصالحة للشرب، و في ذات السياق تم عقد اجتماع على مستوى مقر دائرة الحدائق أين تعهدت جميع الهيئات المتدخلة كل فيما يخصه بإزالة كل العراقيل التي تعيق انجاز أشغال التهيئة الخارجية و الطرقات.

🟢 و في الاخير تم إسداء تعليمات لمقاولات الانجاز بتسريع وتيرة الاشغال من أجل الانتهاء من المشاريع المبرجمة للتسليم في الاجال المحددة.

🔴 As part of the continuation of field visits to inspect various housing programs, and in implementation of the recommendations of the Ministry of Housing, Urban Planning, the City and Urban Development, as well as the instructions of Mr. Said Akhrouf, Governor of Skikda Province, regarding the monitoring of the progress of various housing projects across the province, and under the supervision of Mr. Anouar Iguedelane, Director of Housing for Skikda Province, Mrs. Head of El Hadaiek District, and Mr. Derradji Seffah, General Director of the Office for Housing Promotion and Management of Skikda Province.

✅ Highlights from the participation of the Head of the Sub-Division of Housing for El Hadaiek District in the field visit carried out on the evening of Thursday, May 21, 2026, concerning the projects of 87 + 60 + 20 Public Rental Housing units in El Hadaiek Municipality, in the presence of:

✦ Head of El Hadaiek District
✦ General Director of the Office for Housing Promotion and Management
✦ Director of Water Resources
✦ Heads of the Sub-Divisions of Housing, Urban Planning, and Water Resources
✦ Project Managers from the Office for Housing Promotion and Management
✦ Project Manager from the Directorate of Urban Planning, Architecture, and Construction
✦ Head of the Algerian Water Company Center in El Hadaiek
✦ Contracting companies in charge of external development works and utility network connections
✦ Professional project design offices

♦ Following the field inspection of the project sites located within Land Use Plan No. 4 in the El Majen area of El Hadaiek Municipality, the delegation reviewed the progress of the external development works for the 87 + 60 + 20 Public Rental Housing projects. The connection point to the main drinking water supply network was also identified. In the same context, a meeting was held at the headquarters of El Hadaiek District, during which all involved entities committed, each within its respective responsibilities, to removing all obstacles hindering the completion of external development and roadworks.

🟢 At the end of the visit, instructions were given to the contracting companies to accelerate the pace of works in order to complete the projects scheduled for delivery within the specified deadlines.

🔴 تنفيدا لتعليمات و توجيهات لإعادة بعث كل المشاريع السكنية المتوقفة و غير المنطلقة لاسيما بصيغة الترقوي المدعم، و تحت إشراف و ،

✅ أين تم يوم الإثنين 25 ماي 2026 تنصيب ورشة إنجاز مشروع 30 سكن ترقوي مدعم بالصيغة الجديدة ببلدية مجاز الدشيش، المسند إنجازه لديوان الترقية والتسيير العقاري لولاية سكيكدة و هذا بحضور مصالح مديرية السكن، مصالح الديوان، مقاولة الإنجاز و مكتب الدراسات.

♦ و في الأخير اسديت تعليمات لمقاولة الإنجاز على احترام آجال الإنجاز و توفير كل الوسائل المادية والبشرية لذلك، وحث مكتب الدراسات على المتابعة الحثيثة وفقا لرخصة البناء المسلمة.

🔴 In accordance with the instructions of the ,_Urban_Development,_and_Urban_Planning and the directives of ,_Governor_of_Skikda_Province, to revive all suspended and unstarted housing projects, particularly those under the subsidised housing scheme, and under the supervision of , Director_of_Housing_for_the_Province_of_Skikda, and , Director_General_of_the_Office_of_Housing_Promotion_and_Management_for_the_Province_of_Skikda,

✅ On Monday 25 May 2026, the launch ceremony for the construction of 30 subsidised housing units under the new scheme took place in the municipality of Mjaz Dchiche. The project has been entrusted to the Office of Housing Promotion and Management for the Province of Skikda, in the presence of representatives from the Housing Directorate, the Office, the construction contractor and the design consultancy.

♦ Finally, instructions were given to the construction contractor to adhere to the completion deadlines and to provide all the necessary material and human resources for this purpose, and the design office was urged to ensure strict compliance with the building permit issued.

🔴 تنفيذا لتعليمات و توجيهات لإعادة بعث كل المشاريع السكنية المتوقفة و غير المنطلقة والتي تعرف تذبذب في وتيرة الإنجاز لاسيما بصيغة الترقوي المدعم، قام صباح يوم الأحد 24 ماي 2026، بخرجة ميدانية لمشروع 100/62 سكن ترقوي مدعّم المسند إنجازه للمرقي العقاري الخاص بن كنيو وهذا بحضور المرقي العقاري، رئيس المشروع و رئيس القسم الفرعي الإقليمي للسكن لدائرة عزابة،

✅ لمعاينة مدى تقدم أشغال البناء، والأشغال المتبقية في ما يخص ربط المشروع بالطاقتين الكهربائية والغازية وكذا شبكة الصرف الصحي، أين لوحظ :

🔹 تم إنجاز محولين كهربائين وكذا أشغال توصيل شبكة الكهرباء والغاز الى العمارات الثمانية (08) منتهية مع وجود بعض التحفطات المسجلة من طرف مؤسسة سونلغاز.

🔹 شبكة التوصيل بالماء الشروب منتهية بما فيها الأعمدة الصاعدة في العمارات.

🟢شبكة الصرف الصحي منجزة و مربوطة بالقناة الرئيسية، حيث تبقى اشغال توصيل شبكة الصرف الصحي للعمارات على مستوى الطابق الأرضي مع بقية الشبكة.

♦وفي الأخير اسديت تعليمات للمرقي العقاري من أجل اتباع خارطة الطريق المتفق عليها من أجل الانتهاء من أشغال ربط المشروع بالطاقتين الكهربائية والغازية والصرف الصحي لتسليم المشروع في أقرب الآجال.
