Brown is the Command Aerospace Medical Service Functional Manager in the Office of the Command Surgeon at Headquarters United States Air Forces in Europe (USAFE) and Air Forces Africa (AFAFRICA), Ramstein Air Base, Germany. He serves as the senior enlisted advisor to the Command Surgeon on medical operations, nursing services, aeromedical evacuation and geographically separated unit support. Chief

Brown advises and provides policy, oversight, and professional development for 525 4N0X1 personnel in 8 Medical Treatment Facilities, 1 Aeromedical Evacuation Squadron, and 10 Independent Duty Medical Technician sites, serving 73,000 beneficiaries within 104 countries. Chief Brown was born in Covington, Louisiana and entered the United States Air Force in February 1996. He is married to Melissa and they have 3 children, Alana (19 years old), Malia (17 years old), and Lil Laz (11 years old). Chief Brown graduated from the Aerospace Medical Service Apprentice (4N0) course at Sheppard AFB, Texas, in August 1996 and has served in many different positions within his career field to include Family Practice, Emergency Services, Hyperbaric Medicine and Maternal Child Services. Chief Brown also served as a First Sergeant at the detachment, squadron and NAF levels, and Superintendent of Provision of Nursing Care Division at the Air Force Medical Operations Agency, JBSA Lackland-Kelly, Texas. His assignments include bases in the Republic of South Korea, California, Maryland, Texas, and the United Kingdom. He has also deployed on two occasions to Ramstein AB, Germany and Bagram Airfield, Afghanistan in support of Operations ENDURING FREEDOM and FREEDOM’S SENTINEL. This week, Colonel Stamp and I had the opportunity to visit the 496th Air Base Squadron’s Medical Aid Station at Moron Air Base, Spain. During our visit, we spent time with TSgt Bob Keophakdy & TSgt Chris Babcock, the two IDMTs currently assigned to the unit. Their steadfast commitment & dedication are clearly reflected in their initiatives to enhance the quality of medical care & education for beneficiaries. Their continuous collaboration with Host Nation and sister services plays a crucial role in enabling expeditionary combat support, reinforcing the operational capacity of a versatile forward base for U.S., NATO, and Allied forces.

I spent the majority of the visit with TSgt Zsane Wrice and TSgt Craig Keyes, the two IDMTs assigned to the unit. Col Stamp, USAFE-AFAFRICA Command Surgeon, & I attended the Balkan Medical Task Force (BMTF) Handover-Takeover (HOTO) Ceremony this week in North Macedonia. It also marked the 10 Year Anniversary event of the BMTF.

The BMTF is a vital regional capability that strengthens stability across the Balkans, deepening cooperation, trust, and interoperability. Its multinational contributions have had a meaningful impact on regional relations and continue to build bridges across multiple sectors.

Since the BMTF’s inception, the United States, alongside the Kingdom of Norway, has been a steadfast supporter, committed to strengthening this multinational capability through sustained engagement, training, and strategic partnership.

EUCOM & USAFE continue to work directly with each BMTF nation through bilateral Health Lines of Activity (LOA) and the State Partnership Program (SPP), reinforcing national medical capabilities and ensuring the Task Force grows stronger collectively and individually.

Vigorous Warrior (VW) 2026, NATO’s largest multinational military exercise took place in Estonia.

Vigorous Warrior (VW’26), NATO’s largest multinational military exercise, has concluded in Estonia.

VW’26 was held from 8-20 June 2026 across Estonia and brought together 38 Allied and partner nations who worked to exercise medical care delivery from the battlefield through definite care. The United States 🇺🇸 provided multiple Role 2 hospitals. Staff, including USAF International Health Specialists, served as medical evaluators, and senior leaders discussed lessons learned.

“Vigorous Warrior is the pivotal exercise for the NATO medical community. It brings Allies and partners together to train medical support jointly, realistically and in line with the demands of today’s operational environment,” said Brigadier General Dr Jens E. K. Diehm, Director of the NATO MILMED COE. 🌎⚕️🇪🇪
