Why is it urgent to act on care? ⏰

The EU–LAC Bi-regional Pact on Care was adopted during the IV EU–CELAC Summit held in November 2025 in Santa Marta. On 4 May, the Pact’s focal points met in Berlin to launch its implementation and discuss the next steps.

From demographic change and population ageing to persistent inequalities and growing care needs, the challenges are clear, but so too are the opportunities to build more inclusive, resilient and sustainable societies.

Some of them shared their perspectives on the growing pressures facing care systems and explain why we cannot wait to act.

¿Por qué es urgente actuar en materia de cuidados? ⏰

El Pacto Birregional por los Cuidados EU-LAC fue adoptado durante la IV Cumbre UE-CELAC celebrada en noviembre de 2025 en Santa Marta. El pasado 4 de mayo, los puntos focales del Pacto se reunieron en Berlin para dar inicio a su implementación y debatir los próximos pasos.

Desde los cambios demográficos y el envejecimiento de la población hasta las desigualdades persistentes y el aumento de las necesidades de cuidados, los desafíos son claros, pero también lo son las oportunidades para construir sociedades más inclusivas, resilientes y sostenibles.

Algunos de ellos compartieron sus perspectivas sobre las crecientes presiones que enfrentan los sistemas de cuidados y explican por qué no podemos esperar para actuar.

Con la firma de los acuerdos UE–Mercosur y UE–México, la relación entre la Unión Europea y América Latina y el Caribe alcanza un hito histórico que va mucho más allá del comercio 🌍🤝 Se trata de la culminación de más de tres décadas de construcción institucional bajo la “estrategia Marín”, que ha configurado un espacio transatlántico sin precedentes basado en el diálogo, la cooperación y la integración económica.

With the signing of the EU–Mercosur and EU–Mexico agreements, relations between the European Union and Latin America and the Caribbean reach a historic milestone that goes far beyond trade 🌍🤝 It marks the culmination of more than three decades of institutional building under the “Marín strategy”, which has shaped an unprecedented transatlantic space based on dialogue, cooperation and economic integration.

In the latest article on the EU-LAC Blog, written by Dr Lorena Ruano, it is analysed how these agreements consolidate a new generation of partnerships that strengthen legal certainty, boost investment and open up new opportunities in a rapidly changing global context ⚡📈

🎥🤝 Bringing diverse voices together is the first step toward building shared solutions.

During the European Crime Fighting Week, we brought together representatives from governments, civil society, academia, local communities, and the private sector in Brussels to discuss how to strengthen cooperation between the European Union, Latin America, and the Caribbean in addressing transnational organized crime.

💡 Ideas, experiences, and proposals converged around a common goal: advancing a *whole-of-society* approach that places collaboration, prevention, and human rights at the heart of citizen security.

Durante la European Crime Fighting Week, reunimos en Bruselas a representantes de gobiernos, sociedad civil, academia, comunidades locales y sector privado para debatir cómo fortalecer la cooperación entre la Unión Europea, América Latina y el Caribe frente al crimen organizado transnacional.

💡 Ideas, experiencias y propuestas convergieron en torno a un objetivo común: impulsar un enfoque *whole-of-society* que sitúe la colaboración, la prevención y los derechos humanos en el centro de la seguridad ciudadana.

En el marco del seminario EU-LAC “Avanzar el enfoque whole-of-society en la cooperación entre Unión Europea – América Latina y el Caribe en la lucha contra el crimen organizado transnacional”, celebrado durante la EU Crime Fighting Week, se puso de relieve una idea central: la seguridad ciudadana frente al crimen organizado exige respuestas conjuntas, integrales y basadas en la cooperación.🌎🤝🇪🇺

Estas son las reflexiones clave compartidas por distintas voces de alto nivel de ambas regiones sobre un desafío central de la agenda birregional.👇

In the framework of the EU-LAC seminar “Advancing the Whole-of-Society Approach in European Union–Latin America and Caribbean Cooperation against Transnational Organised Crime”, held during the EU Crime Fighting Week, one central message emerged: addressing citizen security in the face of organised crime requires joint, comprehensive and cooperative responses. 🌎🤝🇪🇺

🌎🤝🇪🇺 We convened a key dialogue on bi-regional cooperation against transnational organised crime. The event brought together representatives from governments, civil society, academia, local communities, and the private sector from Europe, Latin America, and the Caribbean.

Held as part of the European Crime Fighting Week, the seminar explored how to advance a whole-of-society approach to citizen security, promoting more comprehensive, inclusive, and sustainable responses to shared challenges.

Throughout the event, participants from both regions exchanged experiences, best practices, and concrete proposals to enhance bi-regional cooperation, with a strong focus on prevention, social inclusion, respect for human rights, and strategic partnerships among diverse stakeholders.

💡 One message emerged clearly: transnational challenges require collective responses. Collaboration among public institutions, the private sector, academia, and civil society is essential to building safer and more resilient communities.

We thank all experts, authorities, and participating organisations for contributing to this valuable exchange of ideas and for advancing innovative solutions towards a shared security agenda between our regions.

🌐 Las redes vinculadas a las economías ilícitas continúan siendo un desafío creciente en América Latina, el Caribe y la Unión Europea, con impactos directos en la seguridad, la gobernanza y la democracia.

🗣️ En este contexto, el coloquio “Economías ilícitas, redes transnacionales y democracia. Europa, América Latina y el Caribe”, organizado por el Institut des Amériques (IdA), la Agencia Francesa de Desarrollo (AFD) y el Ministerio francés de Europa y Asuntos Exteriores, con el patrocinio del Presidente del Senado francés y nuestro respaldo, reunió a más de un centenar de representantes de la sociedad civil, el sector privado y actores gubernamentales e institucionales de la Unión Europea, generando un espacio de diálogo multiactor sobre estos desafíos transnacionales.

🤝 Nuestra participación en el segmento inaugural fue clave, al permitir enmarcar el debate en el seguimiento de los compromisos de la cumbre UE–CELAC celebrada en Santa Marta en noviembre en materia de seguridad, subrayando la importancia de un enfoque integral que involucre a toda la sociedad para fortalecer la cooperación.

🌐 Networks linked to illicit economies continue to represent a growing challenge in Latin America, the Caribbean and the European Union, with direct impacts on security, governance and democracy.

🗣️ In this context, the colloquium “Illicit Economies, Transnational Networks and Democracy. Europe, Latin America and the Caribbean”, organised by the Institut des Amériques (IdA), the French Development Agency (AFD) and the French Ministry for Europe and Foreign Affairs, with the patronage of the President of the French Senate and our support, brought together more than one hundred representatives from civil society, the private sector, and governmental and institutional actors from the European Union, creating a multi-stakeholder dialogue on these transnational challenges.

🤝 Our participation in the opening session was key in framing the discussion within the follow-up to the EU–CELAC summit held in Santa Marta in November on security matters, underlining the importance of a comprehensive approach involving all of society to strengthen cooperation.
