On May 29, 2026, the Ministry of Agriculture and Livestock (MoAL) in Thimphu convened a high-level debriefing to evaluate investment prospects in Bhutan’s trout aquaculture following a field assessment by Japanese firm Strout Inc. Chaired by the MoAL Secretary and attended by key stakeholders including BLDCL, DAMC and JICA. the session focused on transitioning the sector toward commercialization through strategic foreign investment and modernized farming techniques. The meeting underscored a unified commitment to leveraging Japanese expertise to enhance cold-water fish production, ensuring sustainable growth and aligning national policy with emerging market opportunities.

In April 2026, a Japanese delegation led by CEO Hirabayashi Kaoru (Strout Inc.) and Management Consulting Inc. launched a feasibility survey for Premium Rainbow Trout Land-Based Aquaculture in Bhutan under the JICA SDGs Business Supporting Survey framework. This mission assesses the technical, regulatory, and market conditions necessary to establish a sustainable aquaculture industry through Japanese private sector expertise and technology transfer. Between May 2026 and early 2027, the team is conducting extensive field visits across regions including Haa, Paro, Thimphu, and Sarpang to engage stakeholders and identify optimal farming locations.

The initiative directly supports Bhutan’s national aspirations for food security, import reduction, and employment generation by building a scalable value chain for domestic and export markets. By introducing advanced land-based systems, the collaboration seeks to foster a nationally beneficial fisheries sector through strategic partnerships and long-term investment.

𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐀𝐪𝐮𝐚𝐭𝐢𝐜 𝐁𝐢𝐨𝐝𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐁𝐚𝐬𝐞𝐥𝐢𝐧𝐞 𝐒𝐭𝐮𝐝𝐢𝐞𝐬 𝐟𝐨𝐫 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐇𝐲𝐝𝐫𝐨𝐩𝐨𝐰𝐞𝐫 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

Field surveys on fish and macroinvertebrates were successfully carried out at Chamkhar Chhu, Zhemgang, and Mangde Chhu at Jongthang, Trongsa, by the National Research and Development Centre for Riverine and Lake Fisheries (NRDCRLF) in collaboration with Druk Green Power Corporation (DGPC) and Druk Consult International (DCI).

These studies provide critical baseline information on aquatic biodiversity and river health, supporting environmentally responsible hydropower development while helping protect Bhutan’s freshwater ecosystems for the future.

The team from the National Research and Development Centre for Riverine and Lake Fisheries (NRDCRLF), in collaboration with the Department of Surface Transport (DoST) and Druk Consult International (DCI), successfully carried out fish and macroinvertebrate surveys as part of the Feasibility Study and Detailed Design for the proposed Lhamoizingkha–Sarpang Road Project.

This collaborative effort reflects a strong commitment to ensuring that infrastructure development progresses in harmony with environmental sustainability and biodiversity conservation. Through the assessment of aquatic ecosystems and river health within the project area, the study aims to support informed planning and responsible development practices while safeguarding Bhutan’s rich natural heritage for future generations.
