Transformational change begins where democratic governance is inclusive, accountable, and driven by a shared commitment to progress. Reflecting this approach, WFD successfully organized a High-Level Roundtable on “Strengthening Democratic Governance and Transformational Change,” bringing together parliamentarians, civil society representatives, experts, journalists, and members of the international community.
Mr. Anthony Smith, CEO of WFD, highlighted global efforts to strengthen democracy and its core values, along with the critical role of parliaments in times of uncertainty, while Ms. Valbona Kuko, WFD Country Director, underlined WFD’s contribution to enhancing parliamentary processes with the application of post legislative scrutiny and corruption proofing. Mr. Niko Peleshi, Speaker of Parliament, emphasized importance of WFD’s support in strengthening parliamentary oversight and improving the quality of legislation, reaffirming the institution’s commitment to better serve citizens. Mr. Nicholas Abbott, British Ambassador, underlined the importance of shared experiences, noting that democracies learn from one another by exchanging and adapting ideas to national contexts. Mr. Reinout Vos, Ambassador of the Embassy of the Netherlands in Albania , stressed the importance of a level playing field in elections and the role of MPs as role models in society. Mr. André Rizzo, Chargé d’Affaires of the European Union in Albania, highlighted Albania’s progress on its EU integration path, while emphasizing the need for continued efforts in fighting organized crime and strengthening human rights and media freedom.
Mr. Ulsi Manja, Chair of Legal Issues and Public Administration Committee, emphasized that parliamentary oversight should be as important as lawmaking, particularly through the use of post-legislative scrutiny to assess implementation. Ms. Jorida Tabaku, Chair of the Committee on Human Rights and Public Information, pointed to gaps in the implementation of legislation and called for greater inclusion of the opposition and increased transparency. Mr. Gazment Bardhi, Chair of the Democratic Party Parliamentary Group, emphasized the need to strengthen the role of MPs, including through greater support from specialized staff. Ms. Evis Kushi, Deputy Chair of the Education, Science and Sports Committee, highlighted the importance of gender equality in lawmaking and budgeting, as well as the role of women in peace and security. Ms. Erisa Xhixho, MP from the Freedom Party, underscored the contribution of the Youth Club to legislative processes and the need for stronger parliamentary accountability.
Civil society representatives emphasized the importance of inclusion, accountability, and meaningful consultation with parliament, as well as the need for more substantive and qualitative debates, particularly in the context of EU legislative approximation, which directly affects citizens’ lives.
The event proved to be a valuable platform for discussing political reform and the role of parliament at a critical stage in Albania’s EU integration process by fostering constructive dialogue among parliament and other actors and contributing to a more inclusive and participatory democratic process.

Ndryshimi transformues fillon aty ku qeverisja demokratike është gjithëpërfshirëse, transparente dhe e udhëhequr nga angazhimi i përbashkët për progres. Në këtë frymë, WFD mblodhi deputetë, përfaqësues të shoqërisë civile, medias, komunitetit ndërkombëtar dhe ekspertë të fushës në Tryezën e Nivelit të Lartë “Forcimi i Qeverisjes Demokratike dhe Ndryshimi Transformues”.
Në fjalën e tij Z. Anthony Smith, CEO i WFD, theksoi përpjekjet në nivel global për forcimin e demokracisë dhe vlerave të saj themelore, si dhe rolin kritik të parlamenteve në kohë pasigurie. Znj. Valbona Kuko, Drejtore e WFD Shqipëri, nënvizoi kontributin e WFD në përmirësimin e proceseve parlamentare përmes aplikimit të kontrollit post-legjislativ dhe vlerësimit parandalues për korrupsion. Z. Niko Peleshi, Kryetar i Kuvendi i Shqipërisë, vlerësoi mbështetjen e WFD në forcimin e proceseve legjislative dhe mbikëqyrjen parlamentare duke rikonfirmuar edhe njëherë angazhimin e institucionit që drejton në këto procese. Z. Nicholas Abbott, Ambasador i Mbretërisë së Bashkuar, theksoi rëndësinë e shkëmbimit të përvojave, duke vënë në dukje se demokracitë zhvillohen edhe përmes përshtatjes së ideve në kontekste kombëtare. Z. Reinout Vos, Ambasador i Holandës, nënvizoi rëndësinë e garantimit të kushteve të barabarta konkurruese në proceset zgjedhore, si dhe rolin e deputetëve si modele në shoqëri. Z. André Rizzo, i Ngarkuar me Punë i Delegacionit të BE-së, vlerësoi progresin e Shqipërisë në rrugën e integrimit evropian, duke theksuar njëkohësisht nevojën për përpjekje të mëtejshme në luftën kundër krimit të organizuar dhe forcimit të të drejtave të njeriut dhe lirisë së medias.
Z. Ulsi Manja, Kryetar i Komisionit për Çështjet Ligjore dhe Administratën Publike, theksoi se mbikëqyrja parlamentare përmes përdorimit të kontrollit post-legjislativ duhet të ketë peshë të rëndësishme në vlerësimin e efektivitetit të ligjeve. Znj. Jorida Tabaku, Kryetare e Komisionit për të Drejtat e Njeriut dhe Informimin Publik, evidentoi boshllëqet në zbatimin e legjislacionit dhe bëri thirrje për përfshirje më të madhe të opozitës dhe rritje të transparencës. Z. Gazment Bardhi, Kryetar i Grupit Parlamentar të Partisë Demokratike, theksoi nevojën për forcimin e rolit të deputetëve edhe përmes stafit mbështetës. Znj. Evis Kushi, Nënkryetare e Komisionit për Edukimin, Shkencën dhe Sportin, theksoi rëndësinë e barazisë gjinore në ligjbërje dhe buxhetim, si dhe rolin e grave për paqe dhe siguri. Znj. Erisa Xhixho, deputete e Partisë së Lirisë, nënvizoi kontributin e Klubit të të Rinjve në proceset legjislative dhe nevojën për rritjen e llogaridhënies parlamentare.
Përfaqësuesit e shoqërisë civile theksuan rëndësinë e llogaridhënies institucionale, përfshirjes dhe konsultimit efektiv me Parlamentin, si dhe nevojën për zhvillimin e debateve më substanciale dhe cilësore, veçanërisht në kuadër të procesit të përafrimit të legjislacionit me BE-së, i cili ka ndikim të drejtpërdrejtë në jetën e qytetarëve.
Tryeza shërbeu si një platformë për debatin mbi reformat politike dhe rolin e parlamentit në një fazë të rëndësishme të procesit të integrimit në BE duke nxitur dialogun konstruktiv mes parlamentit dhe aktorëve të tjerë dhe duke kontribuar në një proces më demokratik dhe gjithëpërfshirës.
