The Manitoba Advocate for Children and Youth is an independent office of the Manitoba Legislative Assembly. We amplify the voices and champion the rights of children, youth, and young adults in the systems of: adoption, child and family services, disability, education, mental health, addictions, youth justice, and victim services (including witnesses in criminal proceedings, and those affected by

domestic violence or sexual exploitation). We are empowered by The Advocate for Children and Youth Act and guided by the United Nations Convention on the Rights of the Child.

We are very happy to see that the Government of Manitoba has passed Bill 23. The amendments to The Advocate for Children and Youth Act strengthen our mandate to advocate for the rights of Manitoba’s most vulnerable children and youth. We are encouraged that the amendments included in this Bill will make our commitments to the children and youth of this province more visible, and aid us in our mission to uphold rights, and ensure the voices of Manitoba’s young people are heard. Our office has been working on the legislative review and the development of these amendments for more than three years, and we are pleased to see a piece of that work come to fruition. We look forward to continuing to work with Government to have our additional proposed amendments incorporated into the act as well.

Families experiencing challenges accessing services for their disabled child continue to contact MACY for advocacy support.

Children’s disability services are scarce, and case workers are being stretched too thin. As a result, children with disabilities and their families are often left with nowhere to turn for support and resources.

The inconsistencies in disability services across Manitoba are more than frustrating for families already navigating the complexities of raising a child with disabilities. In reality, they’re also facing a broken system that feels unpredictable and, for some, inaccessible.

In honour of Global Day of Parents, read about the lack of support for families navigating Manitoba’s children’s disability support services system in our disability-specific editorial series in the Winnipeg Free Press.
