The Rural Municipality of West St. Paul is aware of elevated water levels in ditches, drainage channels, creeks, and other low-lying areas following the significant rainfall received this week.

On June 10, 2026, Manitoba Transportation and Infrastructure's Hydrologic Forecast Centre issued a High Water Advisory for the Grassmere Creek Drain near Middlechurch. At this time, minor or no flooding is expected, and there is no immediate cause for concern. However, water levels remain above normal seasonal conditions, and residents are encouraged to stay informed and exercise caution around waterways.

While municipal staff continue to monitor conditions, residents are reminded to avoid:
• Ditches and drainage areas
• Fast-moving creeks and streams
• Flooded roads and low-water crossings
• Standing or flowing water of any kind

Even shallow water can present serious risks due to strong currents, hidden hazards, unstable banks, and debris beneath the surface.

Safety Reminders
• Never drive through flooded roadways.
• Keep children and pets away from water edges and drainage channels.
• Avoid recreational activities near waterways until water levels recede.
• Stay informed of changing weather conditions and local advisories.

Residents living near rivers, streams, drainage channels, and other low-lying areas should continue to monitor conditions and remain prepared should water levels change.

The RM of West St. Paul will continue to monitor the situation and provide updates should conditions change.

Before lighting your next backyard fire, make sure your fire pit meets safety requirements.

- Must be constructed of non-combustible materials (masonry, concrete, heavy-gauge metal, etc.)
- Must be at least 15 cm (6”) above ground
- Must not exceed 60 cm (24”) in depth
- Maximum opening of 90 cm (3 ft) in most residential zones
- Must include a spark arrestor or mesh screen (openings no larger than 12 mm / ½”)
- Must be located at least 4.5 metres (15 feet) away from buildings, fences, trees, and overhead wires

Proper fire pit setup helps reduce the risk of flying embers, grass fires, and accidental property damage.

Spring conditions can cause fires to spread faster than many people realize. Help keep your property and neighbours safe by avoiding these common mistakes:

Burning on windy days: Burning is not permitted when wind speeds exceed 25 km/h (15 mph).

Leaving a fire unattended: All fires must be supervised at all times by someone 18 years of age or older.

Burning too close to buildings or trees: Fire pits must be located at least 4.5 metres (15 feet) away from structures, fences, trees, and overhead wires.

Not having water nearby: Always keep water, sand, or other extinguishing materials readily available.

A few simple precautions can prevent a small fire from becoming a serious emergency.

The RM of West St. Paul would like to remind residents that if you are planning outdoor activities or celebrations, please be mindful of those living around you and help keep our community safe and enjoyable for everyone.

Under the Municipality's Noise By-Law, the firing or setting off of fireballs, squibs, firecrackers, and fireworks is prohibited. The Community Safety and By-Law Enforcement Officer will be conducting increased patrols throughout the RM during major events and holidays, including Canada Day and festivals. Fines for illegally setting off fireworks can be up to $1,000.

The lighting of fireworks may be permitted only when conducted by certified personnel as a public display for the benefit of the community and when a permit has been issued by the Municipality.

Please consider your neighbours, pets, livestock, wildlife, and the safety of everyone in the community before using fireworks or engaging in activities that may create excessive noise or disruption.
