Our group VicHK was formed back in 2019 at the height of the Hong Kong protests against the brutality and nonsense from the HK puppet government and the CCP. Over the last 2 years, we have had multiple rallies and protests staged in front of the BC Parliament Building in Victoria and the turn out has been ve

ry positive. Our social media platform has been very active (both Facebook and Instagram). We seek to continue to push for wider updates and broader audience so we can ally ourselves with the HKers around the world through the intranet. We have Hong Kongers who have settled down on the island for many years and are eager to help those who are still trying to fight the war against the CCP, and assist those who wish to go aboard to a safer harbour away from the evils of the Chinese regime. Over the past few months, the number of Hong Kongers who have chosen Victoria as their next destination have risen to a great extent and we hope to lend our hand to reach out to help these families, whether they are seeking refuge or youngsters traveling to Canada for studies. We believe only if we unite together, continue to protect the truth of what Hong Kongers endured since 2019 and before can we push for real freedom and win back the Hong Kong we all love.

2019 年 6 月 9 日,反修例運動爆發,不覺六年。

當年,港府以潘曉穎命案為引子,提出修訂《逃犯條例》,修例後可以向中國大陸及澳門移送逃犯,經過 5 月一系列立法會爭議和攻防,政府決定繞過法案委員會,在當年 6 月 12 日將條例直上立法會大會審議。

已解散的民間人權陣線,在 6 月 9 日發起「守護香港反送中」大遊行反對修例,當日中午過後,由北角一直仲延至金鐘,以至對岸的尖沙咀都迫滿參與遊行的香港人,遊行由下午 2 時許,一直延續至晚上 10 時,民陣公布遊行人數達 103 萬人,是當時香港歷來最多人參與的遊行,而警方則稱最高峰人數有 24 萬。

但到當日晚上 11 時 07 分,政府新聞處發稿,回應當時尚未散去的遊行,「《條例草案》將於六月十二日在立法會恢復二讀辯論」,香港從此走上不歸路。

六年過去,這裡再沒有遊行,甚至反對聲音亦寥寥無幾,但那年夏天的傷痕,永不磨滅。

Separately on Monday, Hong Kong Watch, a group whose patrons include Chris Patten, the last governor of the former British territory, wrote to the RCMP asking the force to investigate whether Mr. Chiang’s comments were a violation of the Foreign Interference and Security of Information Act passed by Parliament last year.//

📜🌍 全球40個港人組織譴責加議員蔣振宇支持中共跨國鎮壓 呼籲總理卡尼立即回應

今天,40個來自加拿大、美國、英國、澳洲和德國的海外港人組織強烈譴責代表加拿大Markham-Unionville選區參與4月28日聯邦大選的自由黨候選人蔣振宇(Paul Chiang)支持中國共產黨的跨國鎮壓手段,並呼籲加拿大總理卡尼(Mark Carney)立即回應事件,並重申對人權的承諾,保障居加港人安全。

聯合聲明中,聯署組織團結表示堅決聲援並致力捍衛自由和人權,嚴厲譴責任何形式的跨國鎮壓。聲明指加拿大國會議員及聯邦大選候選人蔣振宇最近的言論令人擔憂。蔣振宇早前曾建議將加拿大公民、知名民主派人士兼「香港台」創辦人鄭敬基(Joe Tay)送到中國駐多倫多領事館,以領取香港警方發出的100萬港元賞金。這種言論反映出他支持中共跨國鎮壓海外港人,有損加拿大所秉持的民主價值。

Joint Statement from Global HongKonger Organizations Against Transnational Repression

//We, the undersigned organizations, stand united in our unwavering commitment to uphold freedom of expression, protect human rights, and condemn any form of transnational repression against those who advocate for democracy and justice.

Recent comments made by Canadian politician Paul Chiang, suggesting that pro-democracy broadcaster and a candidate for a Canadian Federal Party, Joe Tay – an advocate for Hong Kong’s freedom – should be turned over to the Chinese Consulate in exchange for a financial reward of HK$1 million, are alarming and represent a dangerous endorsement of transnational repression. Such statements undermine the values of democracy and free speech that Canada stands for. Furthermore, it is deeply concerning that neighbors of certain Hong Kong activists residing in the UK and Australia have received letters offering rewards in exchange for turning these activists over to the local Chinese embassy.

We unequivocally condemn Chiang's endorsement of the Chinese Communist Party’s (CCP) oppressive tactics and call upon all levels of government to reject any actions that enable the CCP’s transnational repression efforts. It is imperative that Canada remains a bastion of support for those fighting against authoritarianism, rather than complicit in its enforcement.

We call on the Canadian Prime Minister Mark Carney to affirm its commitment to human rights and stand in solidarity with all those who resist oppression. A response to this matter is urgently needed.

Together, we will continue to fight against transnational repression and support those who courageously speak out for freedom.//

香港國安法最重大的政治審判-47 人案今日判刑,45 名認罪和被定罪被告,合共刑期長達 2946 個月,即 245 年半。

45 名被告,其中 4 人被定性為組織者、「首要分子」,包括戴耀廷、趙家賢、區諾軒、鍾錦麟,其中戴耀廷、趙家賢、區諾軒三人,在案中罪責最重,以 15 年為起點量刑,戴耀廷認罪後減刑到 10 年,趙家賢、區諾軒因為擔任污點證人減刑近一半,分別判 84、81 個月,鍾錦麟以 12 個年為起點,因為做控方證人減到近一半,判 73 個月。

餘下 41 名被告,都被界定為參加者,其中五個被告被法庭界定為「積極」,量刑起點比其他人高,其中鄒家成、梁晃維、張可森是墨落無悔聲明發起人,參與了抗爭派記者會,比其他初選候選人「更積極」,所以用 8 年為量刑起點,鄒家成由於不認罪,只獲象徵性減刑 3 個月,判監 93 個月,是除了戴耀廷案案中刑期最長的被告,張可森、梁晃維則因認罪判 59 個月。

而吳政亨則被形容為「積極參與者」,量刑起點 7 年半,最終判 7 年 3 個月;而公民黨楊岳橋,則被法庭形容為在犯罪謀劃中積極行事具領導地位,所以用 8 年為量刑起點,因認罪和多年參與公職,判監 61 個月。

其餘被告則均被法庭視為參加者,均以 7 年為量刑起點,按各被告是否認罪和求情原因,刑期由最短的 50 個月,到不認罪完全不求情的何桂藍最長判足 7 年即 84 個月。另外伍健偉和林景楠,由於不是開審前認罪,所以只獲四分一減刑,林景楠雖然擔任污點證人,但證供對犯情幫助不大,所以二人在認罪被告中刑期較長。

2012 年 10 月 1 日,港燈員工及家屬乘坐南丫四號出海,在南丫島對開被港九小輪海泰號撞擊沉沒,造成 39 人死亡、92 人受傷。

港殤十二年,死者家屬一直尋求真相,但政府內部調查報告從未全面公開,死因庭更在 2020 年決定不召開研訊,最終家屬打到上訴庭才得直,爭取到死因庭召開研訊,南丫海難的死因研訊,預料到明年 5 月 6 日終於開審,審期 60 日。

【當年七一】

五年前的七月一日,是香港歷史其中一個最重要的轉折點,持續近一個月的反修例運動,和平示威落幕,示威者在七一遊行後,撞碎立法會玻璃、撬開捲閘攻入立法會大樓,在大樓裡裡外外,留下無數口號標語。

被噴黑的區徽、是你教我們和平遊行是沒用的、貼在立法會餐廳雪櫃上的「我們不是賊人 不會不問自取」、政總外牆懸掛的 IF WE BURN YOU BURN WITH US,這些印記早已被遮掩不留痕跡,沒有遊行、沒有示威,今天餘下的只有歌舞昇平紅旗飄揚。

曾經,港督是這樣答問題的

今天偶見網友分享彭定康當年在立法會的答問環節,十分精彩,馬上找來全文閱讀。論娛樂性,彭定康說話當然比不上昨天李家超的「互動交流答問」,但肥彭有幾段話講得不錯,還是值得大家重溫。

1997年6月19日,即27年前,末代港督彭定康最後一次出席立法會的答問會,當時主席是黃宏發,議員李柱銘、劉慧卿、葉國謙、陸恭蕙、何承天、梁智鴻等人皆有提問。我在此節錄三條問答。



何承天問彭督:「你能夠用兩句話,盡可能老實評價英國 150 年殖民統治的成績,尤其是在民主發展的表現嗎?」(笑聲)

這問題的確不易答,但彭定康沒有帶議員遊桃花源,他只是漫不經心地先講了個笑話,然後就直接回答問題:

Two sentences? I think that Hong Kong is an astonishing Chinese success story ─ Sentence One. But I think it is a success story with British characteristics ─ Sentence Two. I think that to elaborate slightly, I think that what Britain has helped provide, as a result of the accidents of history, is a framework within which people ─ particularly in the last 50 difficult years in this region, Chinese men and women, ordinary Chinese men and women ─ have been able to do extraordinary things.

I do not think any fair-minded observer would deny any role for British administrators or the rule of law in what has happened, but equally any British observer, any of my predecessors as Governor, like this Governor, would stand back in awe at what Chinese men and women have managed to do here in Hong Kong given the chance, given the chance to be free in an economic and a political sense.

意思是:「兩句話?我認為香港是一個驚人的華人成功故事——這是第一句。 但我認為這也是個帶有英國色彩的成功故事——這是第二句。 我稍微詳細解釋一下:我認為在歷史偶然事件的牽引下,英國為香港提供了框架,讓人們——尤其是過去艱難的五十年間,這裏的中國男女,一群平凡的華人——能夠做出非凡的事。

「我認為任何公正的觀察者,都會認同香港有今天的成績,英國政府官員及法治功不可沒。同樣地,看到華人得到經濟和政治自由後所取得的成就,任何一位英國觀察者,任何一位像我這樣的前任港督,都會肅然起敬。」

的確,普通華人也可創造出連英國人也意想不到的非凡成就,昔日香港已示範了一次,但前提是:他們要有政治和經濟上的自由。



李柱銘問彭定康:「離港在即,你有什麼最大的遺憾?你想為香港做而沒做到的事,最重要的那件是什麼?」彭定康答:

Perhaps what I would have liked to have done was in the circumstances impossible. But what I would have liked to have been able to do was to convince the leaders in Beijing that there was nothing to worry about in Hong Kong, that they could trust Hong Kong, that they could be relaxed about Hong Kong, that the development of democratic institutions in Hong Kong, living up to the promises in the Joint Declaration, was not a question of planting British time bombs around the community. It was a question of reflecting the aspirations of the people of Hong Kong (...)

But I remember, when I saw Director LU Ping in the autumn of 1992, saying to him, "if you try to accommodate the legitimate interests of people in Hong Kong you won't find it difficult and you won't find them difficult. You will find that they will respond extremely well because people in Hong Kong want the transition to be a success." People in Hong Kong would be irrational if they did not want it to be a spectacular success.

So, that is my main regret. There are one or two others which I could add as postscripts but I hope you will not turn this into a sort of political equivalent of Strauss's last four songs.

意思是:「也許我期望做到的事,在當時形勢下是不可能的。我渴望能夠做的,是令北京領導明白:香港是無需擔憂且值得信任的,而香港發展民主制度,只是履行中英聯合聲明承諾,並非埋下英國人的定時炸彈(⋯)

「但我記得1992年秋見魯平主任時,我對他說:『如果你嘗試照顧香港人應有的利益,你不會覺得困難,也不會覺得他們難纏。到時你將發現他們非常配合你,因為香港人都希望過渡成功。』只有不可理喻的人,才會不期望香港風生水起。

「這就是我最大的遺憾。還有其他一兩件事可以補充,但希望大家不要把這些視作史特勞斯最後四首歌的政治版。」

瞧,彭定康也會展示自己的文化修養,但用典不像李家超那麼平易近人,令大家一聽就會心微笑。所謂「史特勞斯最後四首歌 」,指德國名作曲家史特勞斯死前不久寫的「春 (Frühling)」、「九月(September)」、「就寢時(Beim Schlafengehen)」及「日落時(Im Abendrot)」,表達他對死亡的沉思。我想彭定康只是借此說笑,希望大家不要過度渲染他的「臨別遺憾」吧。



劉慧卿問彭定康,將來若有人違反中英聯合聲明,你可告訴大家你會為香港人做什麼嗎?

彭定康答道,自己不會在離任後指手畫腳充當時事評論員(這方面跟梁姓網紅實有天淵之別),而會盡可能謹言慎行,but——

But on big issues, I hope I will continue to be in a position in which I can speak out in support of Hong Kong as a prosperous and free society; and I am sure it is the case that I will be able to keep in touch with individual members and other members of the community, particularly once I have stopped writing for a living.

意思是:「但在重大議題上,我希望自己能夠繼續發聲,支持香港這個繁榮自由的社會。一旦我不再靠寫作謀生,我深信自己將與社會的不同成員保持聯繫。」

看到肥彭這句話,不由得感慨萬千。如今27年過去,有目共睹,彭定康信守承諾,始終支持香港人。想起日前我在文章引過《左傳》的一句:「非我族類,其心必異。」肥彭在港人來說應該是「非我族類」吧,怎麼反而不離不棄沒有「異心」呢?可見真正的「族類」根本不以膚色、國籍區分,它只取決於價值觀。

客觀來說,彭定康和李家超的答問演講都各有特色,一個字字珠璣,一個「耐人尋味」。雖然說「沒有比較就沒有傷害」,但這兩個人就算勉強比較了,相信也不會有傷害,因為他們一個鶯啼,一個豬叫,根本不在同一檔次,甚至不在同一世界。
