09/11/2026

At the September 1, 2026, Regular Council meeting, Council formally endorsed the Recreation and Parks Master Plan, setting strategic direction for the next 10 years and beyond.

The plan brings together community input, Council direction, research and feedback from community partners to guide future decisions about recreation services, infrastructure, parks, trails, and investment.

Community input helped shape the plan from the beginning. Engagement in 2024 gathered feedback on how people use Tofinoโ€™s parks, trails, facilities, programs and services, and what they would like to see in the future.

The draft was then refined through Council review, input from the Recreation Advisory Committee, staff review for alignment with other District plans, and a final round of community engagement earlier this year.

The plan organizes future direction around three goals:

โœ… Plan for the renewal and development of parks, trails and recreation spaces, including future work on trails, the Tofino Community Hall, Village Green, community parks, ocean access, wheeled sports, aquatics, and off-leash dog opportunities.

โœ… ๐—ข๐—ฝ๐˜๐—ถ๐—บ๐—ถ๐˜‡๐—ฒ ๐—ฆ๐—ฒ๐—ฟ๐˜ƒ๐—ถ๐—ฐ๐—ฒ ๐——๐—ฒ๐—น๐—ถ๐˜ƒ๐—ฒ๐—ฟ๐˜†: Reduce barriers to participation, expand programming capacity, strengthen partnerships and support events, arts, culture, heritage and volunteer capacity.

โœ… Support sustainable park and trail management, conservation objectives, and long-term planning for recreation land.

Councilโ€™s endorsement establishes the Master Plan as a road map for future planning. It does not approve or fund every project identified in the plan. Individual initiatives will move forward through future strategic and financial planning based on priorities, resources, partnerships, and funding opportunities.

Council gave first, second, and third readings to the bylaw required to renew Tofinoโ€™s 3% Municipal and Regional District Tax (MRDT) for another five-year term beginning June 1, 2027. Council also authorized staff to submit the renewal application to the Province.

The renewal would continue to use MRDT to support tourism programs and destination management through Tourism Tofino, while revenue collected through online accommodation platforms would support affordable housing through the Tofino Housing Corporation. It would also continue directing up to $400,000 per year toward debt payments for the Wastewater Treatment Plant, helping reduce the amount that would otherwise need to be supported through local taxation.

Council gave third reading to the Official Community Plan amendment bylaw for the District-owned property at 740 Campbell Street. The amendment proposes changing the propertyโ€™s land use designation from Peninsula to Future Homes.

Councilโ€™s third reading of the OCP amendment does not approve any specific development for the property. A related zoning amendment is still required to establish what development would be permitted on the site, and that process will return to Council for consideration at a future meeting.
