With warm weather now upon us, the Alberta Consumer Investigations Unit of Service Alberta and Red Tape Reduction, is addressing ongoing asphalt paving fraud, mainly in small and rural communities.
Please see the following information to protect yourself from paving scams:
Indicators of Suspicious Paving Activity
• Recently created or short-lived business licences/registrations, or inability/unwillingness to provide verifiable business details.
• Use of rental vehicles, unmarked trucks, or out-of-province plates; inconsistent branding across vehicles, invoices, and business names.
• High-pressure door-to-door solicitation, “today-only” discounts, or claims of leftover material from a nearby job.
• Requests for large cash deposits or immediate payment; reluctance to provide written contracts, detailed quotes, or receipts.
• Vague scope of work and material specifications; refusal to identify the supplier, mix type, or thickness/compaction details.
• Price increases after completion, additional “unexpected” charges, or demands for payment accompanied by pressure or intimidation.
• Temporary phone numbers, generic email addresses, or contact details that cannot be verified.
Reporting and Documentation Requirements
• If you suspect illegal or deceptive paving activity, submit a referral to CIU and include (where available): business name(s) used, names/aliases of representatives, phone numbers/emails, vehicle descriptions and licence plates, locations/dates, copies/photos of contracts, invoices, flyers, and any communications.
• If threats, intimidation, or an offence is in progress, contact police first; advise CIU of the police file/occurrence number for coordination.
• Encourage consumers to keep all paperwork and to document the work (photos/video) as
soon as possible, including close-ups of defects and wide shots showing the full area.
