The Municipality of Swan Valley West is a rural municipality (RM) in the Canadian province of Manitoba that incorporated on January 1, 2015 via the amalgamation of the RM of Swan River and the Village of Benito.

The Swan River landfill will be opening in the coming days. It is not open quite yet. When it does open, Swan Valley West residents will be welcome to bring flood debris. We have asked the Town to bill the dump fees for those flood items to our municipality so you won't need to pay at the gate.

Yesterday, we attempted another round of wellness checks on residents affected by flooding. If you arent being contacted by our staff please share your contact information with our office.

There are several groups working in the valley to help those affected by flooding. We can connect you with EMO staff or eith other groups.

If you are sheltering in place in Swan Valley West, we are attempting to check in on you. If we haven't talked to you today, please call our office t 204-734-3344. At the moment we have a helicopter available to get you out of your residence if needed.

A potential dam breach in the Alpine Area requires authority in excess of the normal municipal authority. As a result shortly before 11AM the municipality has declared a local emergency.

To be clear, this declaration is not required for financial assistance. Everyone that has been affected by flooding was already eligible for disaster assistance. The declaration allows us to break the law. It will be not be needed for 99% of the disaster recover.

The declaration of the state of local emergency follows

Whereas financial assistance and disaster relief is already in place and most of the flooding issues have been handled within the confines of existing municipal authority,

And whereas a situation has now arisen that may require exceeding the limits of municipality authority and breaking provincial law;

Therefore be it resolved that pursuant to Section 11(1) of The Emergency Measures Act, Chapter, E80 of the Continuing Consolidation of the Statutes of Manitoba, the Council of the Municipality of Swan Valley West declares that a state of local emergency exists, flooding of the Municipality of Swan Valley West, From this 9th day of June, 2026 to the 9th day of July 2026.

In Witness Whereof of the Council of the Municipality of Swan Valley West has by resolution carried, declared this state of local emergency this 9th day of June, 2026.

We regret to post the Benito Splash Park is having an issue. One of the buttons that starts the park has broken. The other one is very hard to push. Parts are on their way. If you are trying to make the park run, the button to the west is the one that still works but is hard to push. Feel free to hit that button as hard as you like, it is being replaced anyway. We are looking into wiring in a different switch to make it work for now, but that won't be until later today.

We understand some farm equipment does not have an alternate route around the low level crossing at the Golf Course. We are offering accommodations for that equipment to still cross at its own risk.

If you need to cross, please speak to our office or a member of council to determine how we can make that work for you while still keeping the public safe.

Does someone have to die? We blocked the low level crossing due to high water. It remained blocked because there is still water over the crossing AND we need to reinspect it for damage from the flood.

Someone did not have the patience to wait and knocked over/pushed the concrete barriers out of the way. They also threw the road closed signs in the ditch.

We aren't worried about that person dumping their tractor in the river. We are worried about the 16 year old kid driving at night... that doesnt know the area.... Who doesnt see the road closed signed because they are in the ditch and hits that crossing in a small car... and dies.

Last year, we lost three sets of barricades from people throwing them in the river. This year the first set of wooden barricades didnt last a day before they were destroyed. We went to concrete to keep people safe.

We understand that its annoying when the crossing is closed. It won't be you that has to face the parents and family of someone being killed if an accident happens.

Today, public works will replace the road closed signs and barricades. If they are moved again, the next step will be to remove the road to the crossing.

Once the crossing is inspected and safe, it will be reopened.

If you did this, you owe the residents an apology. If you know who did this and they dont come forward on their own, we would like their name.

This evening a lift station failure in Benito has led to some basements being flooded with raw sewage. Please check your basement tonight.

The failure was caused by the flushing of material that is not sewer safe. Do not flush baby wipes, diapers or flushable wipes. Nothing but toilet paper should be used in toilets.

We have confirmed one pump is again working. We will inspect the second pump in a few hours once we have caught up to the sewage waiting to be moved to our lagoon. To lower the amount of water we need to move the splash park has been turned off for the evening. It will operate again tomorrow.
