For much of Saskatchewan’s history, economic development has meant building tangible things: highways and rail lines, water systems, industrial parks, and processing plants. Growth was something you could see—and measure—in steel, concrete, and capital investment. That infrastructure still matters. But it is no longer what holds us back.
