After knocking on more than 2,000 doors across Niagara-on-the-Lake, I have had the opportunity to listen to residents about what matters most to them and what they want for the future of our community.

Today, I am pleased to share my platform for Lord Mayor, a platform shaped by those conversations and grounded in my experience serving our community at both the municipal and regional levels.

ANDREA KAISER CANDIDATE FOR LORD MAYOR PLATFORM

Niagara-on-the-Lake is unlike any other community in Canada.

I believe our future depends on protecting the things that make our community special: our heritage, agricultural lands, natural environment, cultural landscapes and the character of each and every one of our villages, while making responsible decisions that allow our community to thrive.

Niagara-on-the-Lake needs a Lord Mayor that can hit the ground running on day one, to ensure we have the right polices in place to defend our community, and I have the municipal experience to do so. We also need a Lord Mayor with my regional experience, as with the Province’s changes to Regional Council, the Lord Mayor will be Niagara-on-the-Lake’s only elected representative at the Region.

My experience matters, now more than ever. I have done the work, am doing the work, and will always do the work for the residents of Niagara-on-the-Lake. My passion and love of Niagara-on-the-Lake is unwavering and runs deep. I grew up here, raised my family here and have always called it home. As Lord Mayor the health and well-being of our entire community will be my primary focus, you have my word.


WHAT I STAND FOR:

Protecting what makes Niagara-on-the-Lake special.
Our heritage, agricultural lands, green spaces and each villages’ character are not obstacles to our future, they are the foundation of it.

Strong, responsible local government.
Residents deserve transparency, meaningful public consultation and responsible decisions that protect quality of life while being fiscally responsible.

Residents deserve a Lord Mayor who is listening.
Continued conversation with the community throughout my term will be a priority and collaboration with elected municipal councillors is essential.

Defend local decision-making.
Decisions about our community should be made with Niagara-on-the-Lake’s unique needs and character in mind. I will continue to defend our community’s ability to determine its own future and always fight any threat of amalgamation.

A strong and healthy community.
We need to support our local economy, create opportunities for future generations and invest in the services our residents need including seniors, youth and families.

A sustainable and balanced tourism strategy.
Niagara-on-the-Lake needs a Lord Mayor who understands the three pillars of sustainability; protection of the environment, economic viability for local businesses while supporting residents’ quality of life and community wellbeing.

Climate resilience and action.
Niagara-on-the- Lake should be a leader in Canada, if not the world, in taking action to build climate resilience. It will be one of my top priorities.

• Improve transparency in decision-making
• Protect our heritage and agricultural lands
• Preserve green spaces and cultural landscapes
• Protect the character of each village
• Invest in additional services for seniors, youth and families
• Protect residents’ quality of life
• Strengthen our local economy and build climate resilience.

AS LORD MAYOR — MY REGIONAL PRIORITIES

• Fight any threat of amalgamation
• Defend local decision-making
• Advocate for affordable housing
• Advocate for an additional long-term care home
• Expand seniors’ services and hubs
• Advocate for urgent care in our community
• Improve regional transportation, transit and road safety
• Continue to fight for fair and equitable levy of policing costs

After working for three years with Regional staff and fellow councillors, I am pleased to report that, based on my motion, Niagara Region will finally be reviewing how policing costs are levied across Niagara.

The inequity in how policing costs are allocated has been an issue for decades, and many have tried to bring about change. There is more work to be done, but this is a significant step forward toward a fairer and more equitable approach to allocating policing costs across our communities.

Niagara-on-the-Lake households are being charged hundreds of dollars more for regional policing than households anywhere else in Niagara — and regional government is now looking at whether there is a different way to split the bill.

The recent flooding across Niagara is another reminder that climate action is not just about reducing emissions—it’s also about preparing our community for the weather we are already experiencing.

At the recent Association for Municipalities of Ontario Conference, I attended a session focused on reducing the impact of stormwater on our municipal infrastructure. One of the things that stood out to me was how much we can do by changing the way we manage water before it ever reaches the stormwater system.

There are opportunities to reduce the amount of impermeable surface and find more nature-based solutions—things like rain gardens, bioswales between rows of parking, permeable surfaces and natural areas incorporated into paved spaces. These approaches can help slow, absorb and manage rainwater where it falls, rather than sending it all at once into an already stressed system.

The recent flooding shows us why resilience needs to be part of how we plan for the future. We cannot simply continue relying on infrastructure designed around the weather patterns of the past and assume it will be sufficient for the future.

Protecting Niagara-on-the-Lake means protecting our homes, businesses, farms, roads and natural environment—and that means thinking differently about how we manage water and build resilience into our community.

Climate action is also community protection.
