感謝列治文橋港選區省議員屈潔冰(Teresa Wat)舉辦一年一度的社區野餐活動。

It was wonderful to see so many families, seniors, volunteers, and community members come together to enjoy the beautiful weather, reconnect with friends, and celebrate the strong community spirit that makes Richmond such a special place to live.
活動吸引眾多家庭、長者、義工及社區人士參與。大家在陽光明媚的下午聚首一堂,與親友鄰里交流互動,共同感受列治文珍貴的社區精神。

Members of the Advance Richmond team were pleased to attend and spend time with residents from across the city. Events like these provide valuable opportunities to connect with the community, exchange ideas, and listen to the concerns and priorities of local residents.

今晚,超過 600位支持者、社區領袖及居民 聚首一堂,共同見證 Advance Richmond(列治文前進聯盟)正式公布第二批候選人,為2026年列治文市選舉再踏出重要一步。

Tonight, more than 600 supporters, community leaders, and residents gathered to witness Advance Richmond officially announce its second wave of candidates for the 2026 Richmond municipal election.

我們十分榮幸邀請到 BC省議員屈潔冰(Teresa Wat) 及 前溫哥華市副市長李思遠(Daniel Lee) 擔任特別嘉賓,與現場朋友分享對社區發展及公共服務的見解,並鼓勵更多市民積極參與社區事務。

We were honoured to welcome MLA Teresa Wat and former Vancouver Deputy Mayor Daniel Lee as our special guests. Their remarks highlighted the importance of community leadership, civic engagement, and public service.

今晚晚宴其中一個重要焦點,是 Advance Richmond 正式公布第二批候選人,包括市議員候選人 Gary Law(羅錦添)、爭取連任的現任列治文學務委員 Rod Belleza(樂德誠),以及 Richmond Bayanihan Society of BC 主席 W***y Sinconegue(辛康尼)。三位候選人分別來自公共安全、教育及社區服務領域,為團隊帶來豐富經驗與多元視角,也展現 Advance Richmond 致力團結不同社群、共同建設列治文的承諾。

A key highlight of the evening was the official introduction of Advance Richmond’s second wave of candidates, including City Council candidate Gary Law, incumbent Richmond School Trustee Rod Belleza, and W***y Sinconegue, President of the Richmond Bayanihan Society of BC. Together, they bring extensive experience in public safety, education, and community service, further strengthening our growing team and reflecting our commitment to building a united Richmond.

【Celebrating Philippine Independence Day & Filipino Heritage Month】

This morning, the Advance Richmond team was proud to attend the 12th Philippine Flag Raising Ceremony at Richmond City Hall in celebration of Philippine Independence Day and Filipino Heritage Month.

It was wonderful to see community leaders, veterans, families, youth, and residents come together to celebrate the rich history, culture, and contributions of the Filipino Canadian community. Throughout the event, our candidates and team members had the opportunity to connect with residents, community leaders, and local organizations while celebrating one of Richmond’s most vibrant and active communities.

Advance Richmond is especially honoured to have the support and participation of respected Filipino community leaders Rod Belleza and W***y Sinconegue. Rod currently serves as a Richmond School Trustee, while W***y is a School Trustee candidate in this year’s election. Both have dedicated many years to serving local families, supporting education, and strengthening community connections.

Richmond’s strength comes from its diversity. We believe every community deserves to be heard, respected, and represented. By working together and celebrating our different cultures, we can continue building a safer, stronger, and more united Richmond.

今早,列治文前進聯盟(Advance Richmond)團隊很榮幸出席於列治文市政府廣場舉行的第12屆菲律賓國旗升旗典禮,共同慶祝菲律賓獨立日及菲律賓文化傳承月。

活動吸引了眾多社區領袖、退伍軍人、家庭及居民參與,大家齊聚一堂,共同慶祝菲裔加拿大社區的歷史、文化及對社會的貢獻。我們多位候選人及團隊成員亦藉此機會與居民、社區領袖及各團體代表交流,感受菲裔社區的活力與凝聚力。

It was a wonderful opportunity to connect with business leaders, professionals, community organizations, and friends from across the Taiwanese Canadian community.
很高興能夠與來自台裔加拿大社區的商界領袖、專業人士、社區團體及各界朋友交流聚會。

For more than three decades, the Taiwan Chamber of Commerce of BC has played an important role in promoting business development, cultural exchange, and community engagement. The Richmond School District’s decision to noticed
“gender-neutral” track events while removing individual ribbons and awards from elementary school track meets has upset many parents across Richmond.

列治文學區(SD38)近日宣布,在小學田徑運動會中引入所謂「性別中立項目(gender-neutral events)」,同時取消個人彩帶及獎項(individual ribbons and awards),引起不少列治文家長關注與不滿。

What concerns many families is not only the policy itself, but also how these changes were introduced. While the district states that a pilot program was conducted at four schools in 2025 and feedback was gathered from students and staff, many parents are now asking whether families were adequately consulted before such significant changes were implemented district-wide.

令不少家庭擔憂的,不只是政策本身,而是整個決策過程。雖然學區表示,相關安排曾於2025年在四間學校進行試驗計劃,並曾收集學生及教職員意見,但不少家長質疑,作為影響全區學生的重要改變,家長是否曾被充分諮詢?他們的意見是否在政策全面推行前被真正聽見?

According to the district’s own statements, concerns have already been raised regarding fairness, student motivation, and the overall student experience. Yet many parents are questioning why meaningful parent engagement appears to be happening only after the new format was implemented and after widespread concerns were raised across the community.

根據學區公開聲明,不少家庭已對公平性、學生參與動力,以及整體活動體驗提出憂慮。然而,不少家長質疑,為何真正面向家長的意見收集工作,似乎要等到新制度全面實施、社區出現廣泛爭議之後才正式展開。

🏃 Competition Is Part of Education
🏃 競爭本來就是教育的一部分

Sports and competition are normal parts of growing up. Competition teaches discipline, teamwork, perseverance, accountability, and how to handle both success and disappointment. These are life skills that extend far beyond the playing field.

運動與競技本來就是成長的一部分。透過比賽,學生可以學習紀律、合作、堅持、責任感,以及如何面對成功與失敗。這些能力不單適用於運動場,更會伴隨孩子一生。

For many students, earning a ribbon, winning a race, or achieving a personal best becomes a meaningful source of confidence and motivation.

對很多孩子而言,一條彩帶、一場勝利,甚至一次突破自己的紀錄,都可能成為建立自信與持續努力的重要動力。

Students should absolutely have the choice whether they want to compete. Some children enjoy competition, while others prefer participation without pressure. But giving students choice is very different from removing recognition and traditional competitive structures altogether.

學生當然應該有選擇是否參與競賽的自由。有些孩子喜歡競爭與挑戰自己,有些孩子則較喜歡輕鬆參與活動。但給予學生選擇,與取消傳統競賽制度及獎勵機制,根本是兩回事。

Psychologists have studied this issue for decades. Albert Bandura’s theory of self-efficacy demonstrated that achievement and recognition help children build confidence and motivation. Healthy competition, when properly managed, is not harmful. In many cases, it helps students grow.

心理學界早已研究相關課題多年。著名心理學家 Albert Bandura 提出的「自我效能感」理論指出,成就感與被認可,對建立孩子的信心與學習動力十分重要。事實上,只要引導得宜,健康競爭不但不會造成傷害,反而有助學生成長。

⚖️ Choice Should Mean More Choices, Not Fewer
⚖️ 包容不應減少選擇,而應增加選擇

Recently, School Trustee Rod Belleza noticed a motion that aimed to restore the traditional competitive track meet format while also creating inclusive options for students who do not wish to participate in competition. The notice of motion was defeated, with all other trustees voting against it.

近日,學務委員樂德誠(Rod Belleza)提出動議,建議恢復傳統競賽模式,同時為不願意參與競賽的學生設立具包容性的參與選項。然而,該項動議最終遭到其他所有學務委員否決。

Many parents are not asking for the elimination of inclusive participation opportunities. Rather, they are asking why students cannot have both options. If choice and inclusion are truly the goal, why was a proposal that sought to provide both rejected?

不少家長其實並非要求取消包容性活動,而是希望學生能夠擁有選擇。如果真正目標是包容與尊重不同需要,為何一項同時兼顧競賽與非競賽學生的方案,最終卻未獲支持?

The removal of boys’ and girls’ divisions has also raised serious concerns among parents. Biological differences between males and females in speed, strength, endurance, and physical development are real. This is why nearly every major sports organization in the world, including the Olympics and World Athletics, still maintains separate male and female categories.

至於取消男女分組,更令不少家長感到憂慮。男女在速度、力量、耐力及身體發展上的差異,本來就是客觀存在的事實。這亦是為何包括奧運及世界田徑總會在內,全球絕大部分正式體育賽事至今仍然維持男子組與女子組制度。

In recent years, athletes and public figures, including women’s tennis legend Martina Navratilova, have openly criticized attempts to ignore biological reality in sports. Their concern is simple: when ideology replaces objective standards, fairness suffers.

近年包括女子網球傳奇 Martina Navratilova 在內,不少運動員及公眾人物都曾公開批評這類否定生理現實的做法。他們的憂慮其實十分簡單:當意識形態開始取代客觀標準時,公平便會受到影響。

🎓 Education or Ideology?
🎓 教育還是意識形態?

What concerns many parents even more is that the Richmond School Board appears increasingly disconnected from ordinary families. Instead of focusing on academic standards, educational quality, and practical student development, some decisions seem driven more by political trends and ideological positioning.

更令很多家長擔心的是,列治文教育局似乎愈來愈脫離普通家庭真正關心的問題。與其專注於學術水平、教育質素及學生實際發展,部分決策更像是在追逐政治潮流與意識形態立場。

Advance Richmond has consistently opposed the growing trend of politics overtaking education. Schools should focus on teaching students, developing character, and preparing children for the real world, not becoming platforms for ideological experimentation.

列治文前進聯盟一直反對政治凌駕教育。我們認為,學校應該專注於教育學生、培養品格,以及幫助孩子面對真實世界,而不是成為意識形態實驗的平台。

Parents are not angry because they oppose inclusion. Parents are angry because they feel ignored. They are angry because fairness, standards, student motivation, and common sense appear to be sacrificed in favour of political narratives, while families are left out of the conversation.

家長的不滿,並不是因為反對包容,而是因為他們感到自己的聲音被忽視。他們憤怒,是因為公平、標準、學生動力與基本常識,似乎正一步步被政治敘事所取代,而家長卻未能充分參與整個決策過程。

Education should help students become stronger, more resilient, and better prepared for life. It should not teach children that competition, differences, or achievement are somehow wrong.

教育真正應該做的,是幫助孩子變得更堅強、更有抗逆能力、更有能力面對現實世界,而不是讓學生從小覺得競爭、差異與成就感本身都有問題。

Education must put students before ideology, parents before bureaucracy, and common sense before politics.

教育必須以學生為先、以家長為本,讓常識重新走在政治與意識形態之前。

Approximately 120 seniors and community members attended today’s Seniors Benefits Seminar, with strong participation and engagement throughout the event.
今天舉行的長者福利講座吸引約 120位長者及社區居民 出席,現場座無虛席,交流氣氛熱烈。

The seminar was led by Sophia Woo, with Sam Wang contributing to the discussion and sharing practical information on CPP, OAS, GIS, healthcare benefits, seniors housing, retirement planning, and estate planning. Attendees also learned about the importance of preparing separate wills when dealing with assets located in Canada and in Hong Kong, Mainland China, or Taiwan.
活動由 Sophia Woo 胡慧儀 主講,Sam Wang 王晟 參與分享,為大家介紹 CPP、OAS、GIS、醫療福利、長者房屋、退休規劃及遺囑安排等實用資訊,並特別講解如同時擁有加拿大及香港、中國大陸或台灣資產時,分開訂立遺囑的重要性及相關注意事項。

【Lower Speed Limits Won’t Fix Richmond’s Real Traffic Safety Problem】

Richmond City Council recently voted unanimously to expand 30 km/h speed limits across most residential streets west of No. 5 Road. Improving safety for children, seniors, pedestrians, and cyclists is a goal that everyone can support. However, the real question is not whether the speed limit should be 30 km/h or 50 km/h. The real question is whether this policy will actually address Richmond’s traffic safety challenges.

列治文市議會日前一致通過修訂附例,計劃在五號路以西大部分住宅區實施每小時30公里限速。保障兒童、長者、行人及單車使用者安全,當然是值得支持的目標。然而,真正值得討論的問題並不是限速究竟應該是30公里還是50公里,而是這項政策能否真正解決列治文面對的交通安全問題。

When the motion was first introduced, concerns focused on pedestrian safety in City Centre, along No. 3 Road, around Richmond Centre, and near Canada Line stations. These locations are among the busiest and most heavily travelled areas in Richmond. Yet the final policy focuses primarily on residential neighbourhoods, while many of the locations originally cited as safety concerns are not included.

當初提出動議時,市中心、三號路、列治文中心商場及天車站周邊的行人安全問題被多次提及。這些地方不但人流密集,也是列治文最繁忙的區域之一。然而,最終即將實施的新措施卻主要集中於住宅區,而最初被認為存在問題的市中心核心區域反而未被納入其中。

If a 30 km/h speed limit is truly effective at improving safety, why not begin with the areas that experience the highest pedestrian activity and transit usage? If the concern originated in the city centre, why are residential neighbourhoods now the primary focus? These are reasonable questions that many residents continue to ask.

如果30公里限速真的能夠有效改善安全,為何不優先在最繁忙、最多行人及最多公共交通乘客的區域推行?如果問題最初出現在市中心,為何最後受到影響的卻是大部分住宅區?這些都是許多居民至今仍然感到困惑的問題。

More importantly, speed limit signs themselves do not determine road safety. Enforcement does. Drivers who habitually speed, run yellow lights, drive distracted, or engage in dangerous driving behaviour are unlikely to change simply because a new speed limit sign has been installed. Rules are effective not because they exist, but because people know they will be enforced.

更重要的是,限速牌本身從來不是決定道路安全的關鍵因素,真正影響駕駛行為的,是執法。那些長期超速、衝黃燈、分心駕駛或危險駕駛的人,不會因為路邊多了一塊限速牌便突然改變習慣。規則之所以有效,不是因為它被寫在法例裡,而是因為大家知道違規會有後果。

Many Richmond residents understand a simple reality: when enforcement is weak and the likelihood of being caught is low, some drivers will inevitably push the limits. This is not unique to Richmond. It is simply human nature. Effective traffic policy must take that reality into account.

不少列治文居民都明白一個簡單現實:當執法不足、違規成本偏低、被發現的機會極低時,總會有人選擇挑戰規則底線。這並非列治文獨有的問題,而是任何城市都必須面對的人性現實。真正有效的交通政策,必須建立在這個現實基礎之上。

Around the world, many cities have embraced technology to improve traffic safety. Traffic cameras, automated speed enforcement systems, intelligent traffic management tools, and intersection monitoring technologies are widely used to increase compliance and improve safety outcomes. These measures are designed not only to punish violations, but also to deter dangerous behaviour before it occurs.

放眼世界各地,不少城市早已利用科技協助交通管理及提升道路安全。交通監察系統、超速偵測設備、路口監察技術及智能交通管理工具,早已成為許多城市的標準配置。這些措施的作用不只是處罰違規者,更重要的是提高守法意識,減少危險駕駛行為的出現。

By comparison, Richmond continues to rely heavily on limited manpower and occasional enforcement campaigns. Simply lowering speed limits without meaningful improvements in enforcement, monitoring, and road design risks creating a policy that looks effective on paper but delivers limited real-world results.

相比之下,列治文的交通管理仍然高度依賴有限的人手執法及不定期的執法行動。如果只是降低限速,而沒有同步加強執法、監察及道路安全配套措施,最終很可能只是一項看起來積極、實際成效卻相當有限的政策。

Residents support safer roads. They support protecting children and seniors. They support reducing collisions. What they want is confidence that the measures being implemented will actually work. That requires more than a new speed limit sign. It requires data, planning, enforcement, and a willingness to address the real causes of unsafe driving.

居民當然支持更安全的道路,也支持保護兒童和長者,更希望減少交通意外的發生。然而市民真正關心的是,市議會推出的措施究竟能否有效解決問題。這不只是更換限速牌那麼簡單,而是需要數據分析、完善規劃、有效執法,以及真正願意面對問題根源的決心。

Road safety is too important to be reduced to a number on a sign. If Richmond is serious about making its roads safer, City Council must focus on the causes of unsafe driving, not just the symptoms.

道路安全不應被簡化成一個限速數字。如果列治文真的希望改善交通安全,市議會必須正視危險駕駛的根源,而不是只處理問題的表面現象。
