Join us in shaping a better future for our communities. One of the main functions of the AMM is to advocate on issues that affect Manitoba municipalities. Many issues are raised by our members through resolutions or correspondence, which we then bring to the attention of the provincial or federal government. Other issues are initiated by other orders of government when they draft legislation or regulations that affect municipalities. The AMM monitors and responds to any legislation affecting municipal government. The AMM is solely funded by its members and its trading company.

Up to Five Grants Available to Support Local Infrastructure Projects

Applications are now open for the 2026 AMM Western Financial Group Infrastructure Grant from the Western Financial Group Communities Foundation. We're offering up to five $5,000 grants to support infrastructure projects in communities across Manitoba.

AMM Infrastructure Grants are open to members of the Association of Manitoba Municipalities (AMM). Submit an online application by midnight, October 31, 2026, for a current infrastructure project that:

- Involves upgrading, enhancing, renovating, or constructing a publicly owned asset.
- Contributes to climate resilience, sustainability, accessibility or community health and safety.

The Association of Manitoba Municipalities has passed several resolutions regarding improving connectivity at its annual general meetings, including two motions due to be voted on at the its November convention.

Kathy Valentino - Thompson City Councillor, president of the association, said cell service has been a top issue for municipalities. Notification issues during emergencies remain a concern, she said, as does the economic development of a community.

ā€œBusinesses donā€™t want to come to areas, or a region, or a municipality, if they canā€™t have good cellphone connectivity,ā€ she said.

Valentino, who is a city councillor in Thompson, knows poor reception extends beyond southern Manitoba. During last yearā€™s wildfire season, many residents had issues receiving notifications about evacuations and warnings to steer clear of certain areas, she said.

The CRTC has its own connectivity map which shows where signals are strong and weak, but Valentino says it doesnā€™t paint an accurate picture.

ā€œAnd thatā€™s why we need people to continue reporting and saying, ā€˜no I donā€™t actually get service here,ā€™ā€ she said. ā€œThis issue needs to stay top of mind for the province.ā€

The association recently reached out to Bell MTS, which wrote it was open to a meeting to discuss the issue. A date for that meeting has not been set.

Western municipalities warn tariffs could hit taxpayers

Association of Manitoba Municipalities President Kathy Valentino - Thompson City Councillor joined municipal association representatives from British Columbia, Alberta, and Saskatchewan at their annual Western Canadian meeting last week. While several issues were discussed during the two-day gathering, the effects of tariffs on municipal governments became a major focus.

ā€œMunicipalities are already operating in a really challenging economic environment,ā€ says Valentino. ā€œThereā€™s already high inflation, and construction costs are now 30 to 50 per cent higher than they used to be. The impacts of tariffs and counter tariffs are adding another layer of uncertainty, with increased costs, supply chain pressures, and market volatility.ā€

Western municipalities warn tariffs could hit taxpayers

AMM President Kathy Valentino - Thompson City Councillor explains that the impact [of tariffs] could reach everything from major construction projects to routine municipal purchases, including steel for culverts, graders, snow clearing equipment, and other materials.

ā€œProvinces canā€™t grow without our municipalities being strong, so we have to really keep an eye on how these tariffs and policies are going to impact municipalities.ā€
