The Ombudsman investigates complaints and serves as a neutral third party on matters related to the Department of National Defence and the Canadian Forces. Acting independently of the chain of command and managers, he reports directly to the Minister of National Defence. The office is a direct source of information, referral, and education

for the men and women of the Department of National Defence and the Canadian Forces. Its role is to help individuals access existing channels of assistance or redress when they have a complaint or concern. In addition, the Ombudsman may investigate and report publicly on matters affecting the welfare of members and employees of the Department or the Canadian Forces and others falling within his jurisdiction. The ultimate goal is to contribute to substantial and long-lasting improvements to the Defence community. Any of the following people may bring a complaint to the Ombudsman when the matter is directly related to the Department of National Defence or the Canadian Forces.

•A current or former member of the Canadian Forces

•A current or former member of the Cadets

•A current or former employee of the Department of National Defence

•A current or former non public fund employee

•A person applying to become a member

•A member of the immediate family of any of the above-mentioned

•An individual on an exchange or secondment with the Canadian Forces

A great first day in St. John’s NL! The Ombudsman and team connected with regional and extended management from the Canadian Coast Guard followed by a town hall with personnel.

This visit marks our first engagement with members of the defence community in the Atlantic this year—an important step in strengthening those connections.

CIMVHR is pleased to announce the appointment of Dr. Nicholas Held as Scientific Director.

Since joining CIMVHR as Assistant Scientific Director in October 2023 and later serving as Interim Scientific Director beginning in December 2024, Dr. Held has demonstrated strong leadership in advancing research collaboration and strategic partnerships in support of military personnel, Veterans, and their families.

Dr. Held has contributed to strengthening collaborations with CIHR, Veterans Affairs Canada, the Department of National Defence, philanthropic organizations, research institutes and academic institutions across Canada. Efforts have also focused on expanding CIMVHR’s national and international research network, enhancing the annual Forum through broader industry engagement, and fostering global discussions related to Veteran research, policy and decision-making.

It’s a privilege to work alongside partners across academia, government, industry, and the philanthropic sector—each bringing unique strengths and perspectives.
