PHILIPPINES DEPOSITS INSTRUMENT OF ACCESSION TO
2014 MONTRÉAL PROTOCOL ON AVIATION SAFETY AND SECURITY

16 October 2026, Montreal – The Philippines formally deposited its Instrument of Accession to the 2014 Montréal Protocol with the International Civil Aviation Organization (ICAO), marking another milestone in the country's commitment to strengthening international aviation safety and security.

Alternate Permanent Representative to ICAO Mary Jaselle D. Menteer deposited the Instrument of Accession on behalf of the Philippine Government. His Excellency Juan Carlos Salazar, Secretary General of ICAO, received the Instrument at the Organization's headquarters in Montréal, Canada.

The 2014 Montréal Protocol, formally known as the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft, updates the 1963 Tokyo Convention to address emerging challenges in international civil aviation, particularly incidents involving unruly and disruptive passengers.

The Protocol strengthens the international legal framework for addressing offenses committed on board aircraft by expanding jurisdiction to include, under specified conditions, the State of Landing and the State of the Operator, in addition to the State of Registration. These provisions help address jurisdictional gaps that may otherwise prevent the effective prosecution of offenses committed during international flights.

“The deposit today of our Instrument of Accession underscores the Philippines' continued support for ICAO's efforts to promote a safe, secure, and rules-based international civil aviation system. It also reinforces the country's commitment to international cooperation in addressing unlawful and disruptive conduct on board aircraft, safeguarding passengers and crew, and strengthening confidence in global air transport,” Philippine Ambassador to Canada Jose Victor V. Chan-Gonzaga said in a statement.

During the ceremony, Secretary General Salazar noted that the Philippines is the 65th country to accede to the 2014 Montreal Protocol. The Philippines' accession follows the completion of its domestic approval process, including the Philippine Senate's concurrence in September 2026, and reflects inter-agency coordinated efforts. PH EMBASSY IN CANADA WELCOMES FILIPINO-CANADIAN LEADER SELECTED AS FYLPRO 2026 IMMERSION DELEGATE

20 October 2026, Ottawa — The Philippine Embassy in Canada welcomes the selection of Dr. Monica Anne Batac of Winnipeg, Manitoba, as a delegate to the 2026 Immersion Program of the Filipino Young Leaders Program (FYLPRO).

Dr. Batac is an Assistant Professor at the University of Manitoba’s Faculty of Social Work and a 2026–2027 Fulbright Scholar. Her work focuses on Filipino-Canadian community development, migration, labour, and diaspora engagement.
The FYLPRO Immersion Program brings together emerging Filipino leaders from North America for a week-long engagement in the Philippines. This year's program, scheduled for 29 November to 4 December 2026 in Metro Manila and Bulacan, will provide delegates opportunities to engage with government, business, and community leaders, deepen their understanding of Philippine society, and explore avenues for collaboration and community development.
On 20 February 2026, the Philippine Embassy in Canada formalized a new partnership with FYLPRO through the signing of a Memorandum of Understanding which paved the way for the rollout of the FYLPRO Immersion Program in Canada until 31 December 2027.

“We are truly excited with the expansion of the FYLPRO Immersion Program to include Canada beginning this year. FYLPRO has been a trailblazing initiative that recognizes and encourages the leadership potential of future young leaders of the Filipino diaspora here in North America. And I think Dr Batac is a fantastic first Canadian delegate embodying FYLPRO’s priorities of promoting leadership, entrepreneurship, and social awareness,” Philippine Ambassador to Canada Jose Victor V. Chan-Gonzaga said in a statement.

“Having worked with FYLPRO during my posting to the Philippine Embassy in Washington DC, I am truly excited by this expansion to Canada. I thank the FYLPRO Board for approving the MOU that we signed last February and for the inclusion of the first Canadian delegate in this year’s cohort,” Ambassador Chan-Gonzaga added.

Through its partnership with FYLPRO, the Embassy supports initiatives that strengthen connections between Filipinos abroad and the Philippines, encourage knowledge exchange, and promote collaboration in community development and leadership.

PHILIPPINE EMBASSY KICKS OFF INDIGENOUS PEOPLES MONTH BOOK DONATION SERIES AT LISGAR COLLEGIATE INSTITUTE

20 October 2026, Ottawa – The Philippine Embassy in Ottawa launched a series of book donations in observance of National Indigenous Peoples Month in the Philippines, beginning with the turnover of copies of The Harvest Picnic: A Story of Family, Food, and Friendship from the Philippines and Canada to Lisgar Collegiate Institute today. Through donations to educational and public institutions throughout the month, the Embassy seeks to promote greater awareness and appreciation of Philippine Indigenous cultures and shared traditions between the Philippines and Canada.

Philippine Ambassador to Canada Jose Victor V. Chan-Gonzaga turned over the books to Lisgar Collegiate Institute Principal Steve Spidell during a visit to the school, marking the first donation under the initiative.

Developed with the support of the Office of Cultural Diplomacy of the Department of Foreign Affairs, The Harvest Picnic was co-written by Filipino-Canadian author Denise Orosa and Cree artist and Knowledge Keeper Laura Fauchon-Dieter, with illustrations by Filipino artist Tin Javier. Presented in English, Filipino, and French, the book brings together the traditions of the Tagbanua people of Palawan and the Cree people of the Peepeekisis Cree Nation.

Through the story of two children and their families, the book highlights shared values of respect for Elders, gratitude for nature, the importance of family, and the preservation of cultural knowledge across generations.

During the visit, Ambassador Chan-Gonzaga underscored the importance of storytelling in preserving Indigenous heritage and fostering understanding among communities. He expressed hope that the book would serve as a resource for Lisgar's Indigenous studies, language, arts, and international education programs.

The Ambassador and Principal Spidell also discussed opportunities for future collaboration between the Embassy and the school, including cultural activities and engagements that would introduce students to Philippine history, culture, and diplomacy.

First launched by the Embassy at the Ottawa Public Library on 30 October 2025, The Harvest Picnic is part of the Embassy's continuing efforts to promote cultural understanding and strengthen people-to-people ties between the Philippines and Canada.

The Embassy also presented copies of Once Upon the Sun and Sea by Denise Orosa and Ang Paglalakbay ni Galo (El Viaje de Galo), a children's book developed as a project of the Department of Foreign Affairs.

The Embassy will continue its book donation series throughout October and November, reaching additional institutions as part of its commitment to promoting Indigenous cultural heritage, intercultural dialogue, and educational cooperation. END

DURING 3RD RERB HEARING

19 October 2026, Ottawa — The Philippine Embassy in Canada conducted its third Registered Election Registration Board (RERB) Hearing today, approving 454 applications for overseas voter registration.

Overseas voter registration is an important opportunity for Filipinos abroad to exercise their right to vote and help shape the country’s future.

The Embassy encourages eligible Filipinos in Canada who have not yet registered to do so before the 30 September 2027 deadline to participate in the 2028 Philippine National Elections.

For registration procedures and requirements, Filipinos in Canada are advised to follow the official announcements of the Philippine Embassy and Consulates and the Commission on Elections (COMELEC). /END

AMBASSADOR CHAN-GONZAGA HIGHLIGHTS TRADE, INVESTMENT AND ENERGY SECURITY COOPERATION AT THE CANADA-ASEAN INITIATIVES ECONOMIC SYMPOSIUM

15 October 2026, Ottawa – Philippine Ambassador to Canada Jose Victor V. Chan-Gonzaga reaffirmed the Philippines’ commitment to rules-based trade, deeper economic cooperation, and stronger energy partnerships during the fourth annual Canada-ASEAN Initiatives Economic Symposium, held on 13 October 2026 under the theme, “Building Canada-ASEAN Economic Resilience and Accelerating Market Penetration.”

The symposium was sponsored by the Asia Pacific Foundation of Canada and the Telfer School of Management at the University of Ottawa, and co-organized by the York Centre for Asian Research and the ASEAN Committee in Ottawa. Ambassador Chan-Gonzaga participated in the “Ambassadors’ Panel: Economic Insights from Southeast Asia and Beyond,” alongside New Zealand High Commissioner Wendy Matthews and Global Affairs Canada Director General Alan Bowman.

Ambassador Chan-Gonzaga underscored the importance of concluding the Philippines-Canada Free Trade Agreement (FTA) and the ASEAN-Canada FTA to expand trade, attract investment, and strengthen economic ties. He expressed optimism about both negotiations, emphasizing that the Philippines’ legacy as ASEAN Chair in 2026 would include a strong commitment to multilateralism, rules-based trade, and an open and predictable international trading system.

He highlighted the bilateral FTA’s potential to expand Philippine exports of agricultural products, manufactured goods, electronics, and services, while encouraging investment, strengthening supply chains, and improving market access for small and medium-sized enterprises. He also stressed the importance of practical trade facilitation measures, transparent requirements, and technical assistance to maximize the benefits of both agreements.

On energy security, Ambassador Chan-Gonzaga highlighted opportunities for stronger Philippines-Canada cooperation in diversifying energy supplies, strengthening regional energy resilience, and supporting the Philippines’ long-term energy transition, including the development of nuclear power. He emphasized the importance of commercially viable energy partnerships, reliable infrastructure, and competitive energy prices in ensuring energy security, affordability, and sustainability.

The symposium also featured Global Affairs Canada’s Chief Negotiator for the Canada-ASEAN FTA Jay Allen, Sun Life Director of Geopolitical Economics Motria Savaryn-Roy, and a fireside chat with former Québec Premier and Canada-ASEAN Business Council Honorary Chairman Jean Charest.
