Defence Construction Canada DCC’s resources are divided among five service lines. CONTRACT MANAGEMENT SERVICES
This is DCC’s longest-standing service line.

Defence Construction Canada is a Crown corporation that provides contracting, construction management, infrastructure and environmental services for the Department of National Defence and the Canadian Forces, as required for the defence of Canada. From project needs planning to building decommissioning, our work covers a broad spectrum of activities and includes services for organizations within D

ND such as Communications Security Establishment Canada (CSEC), among others. The Construction Services team supports the creation, renovation and maintenance of facilities for DND’s infrastructure and environmental program. CONTRACT SERVICES
The Contract Services team oversees the procurement of goods and professional, construction and maintenance services to fulfill Canada’s domestic and international defence infrastructure needs. ENVIRONMENTAL SERVICES
Environmental Services helps DND meet environmental performance targets, comply with regulatory requirements, and manage due diligence and risk. PROJECT AND PROGRAM MANAGEMENT SERVICES
The Project and Program Management Services line advises DND on matters such as building requirements, program planning, and schedule and document control. REAL PROPERTY MANAGEMENT SERVICES
From needs planning to facility decommissioning, the Real Property Management Services team ensures DND’s real property assets are managed efficiently throughout their lifecycles.

DCC is celebrating 75 years of impact, partnership, and service to Canada!

Since 1951, we’ve worked alongside the Government of Canada to help deliver defence infrastructure and support operations across Canada and abroad.

From airfields and dockyards to housing and community centres, to roads, water and sewer systems, and highly secure operational infrastructure, DCC has successfully delivered projects of every scale and complexity.

As we celebrate this milestone, we reflect not only on the history of our projects, but on the people — past and present — who have always been at the heart of that work.

On Tuesday, May 19, our President and CEO, Derrick Cheung, joined partners at the groundbreaking for two major projects at Lielvārde Military Air Base, supporting Canada’s growing operational footprint and continued investment in Latvia.

These initiatives include Canada’s first dedicated flight line infrastructure project in Latvia, along with three permanent accommodation buildings to support Canadian troops with their day-to-day needs.

This critical work reflects DCC’s commitment to delivering for our defence partners, and we are proud to stand alongside the Canadian Armed Forces, Latvia and our NATO allies, to mark this important moment.

As part of the Canadian Public Procurement Council’s (CPPC) annual forum, which took place May 3–6, 2026, in Fredericton, New Brunswick, under the theme “Change: Unlocking New Opportunities”, Mélanie Pouliot, National Director, Contract Services, had the opportunity to introduce participants to collaborative procurement models for large-scale, complex projects.

Her presentation highlighted innovative approaches for improving outcomes through better risk management and sharing, as well as increased collaboration with the industry.

Topics covered included:
• Upstream contractor engagement;
• Qualification-based selection;
• Progressive Construction-Build approaches.

These discussions help transform our practices, allowing us to deliver projects that are more effective and better suited to today’s realities.

More than 22 DCC employees were also in attendance, providing a valuable opportunity for networking with their peers, sharing best practices, and strengthening connections across the country.

A fine example of cooperation and innovation in support of the delivery of Canada’s infrastructure programs.
