Ambassador of Ukraine to Canada Andrii Plakhotniuk:
On June 22, during my visit to ICAO - International Civil Aviation Organization, I held productive discussions with the EU Representative to ICAO Delphine Micheaux-Naudet, representatives of European states serving on the ICAO Council, Acting Representative of the United States to ICAO Anthony Clare, Permanent Representative of Türkiye to ICAO Ambassador Şebnem Cenk, and Permanent Representative of the UAE to ICAO and Second Vice-President of the ICAO Council Saeed Mohammed Al Suwaidi.
Our discussions focused on the implementation of the landmark outcomes of the 42nd ICAO Assembly, including resolutions addressing the Russian Federation’s violations of the Chicago Convention, the risks to civil aviation arising from GNSS interference, and the importance of ensuring accountability for actions that threaten international aviation safety and security.
The decisions adopted by ICAO in recent years demonstrate that the international aviation community remains committed to upholding international law, protecting state sovereignty, and safeguarding civil aviation from the consequences of Russia’s full-scaled armed aggression against Ukraine.
We also exchanged views on preparations for the Seventh World Air Transport Conference and the upcoming extraordinary session of the ICAO Assembly to elect additional members of the ICAO Council. Close coordination among like-minded states remains essential to preserving the integrity of international civil aviation governance and promoting a safe, secure, and sustainable global aviation system.
I also took the opportunity to inform colleagues about the Russian Federation's continued use of military aircraft, air defence systems, and missile capabilities in the conduct of its war of aggression against Ukraine, and stressed that such activities pose significant risks to international civil aviation safety. I underscored the need for a comprehensive risk assessment and for continued consideration of measures to mitigate risks associated with flight operations over Russian territory.
I am grateful to our ICAO colleagues and partners for their continued cooperation with Ukraine, support for the resilience and recovery of the Ukrainian aviation sector, implementation of technical assistance projects, and our close partnership in advancing international aviation safety, security, and accountability.
