Ambassador of Ukraine to Canada Andrii Plakhotniuk:

On June 22, during my visit to ICAO - International Civil Aviation Organization, I held productive discussions with the EU Representative to ICAO Delphine Micheaux-Naudet, representatives of European states serving on the ICAO Council, Acting Representative of the United States to ICAO Anthony Clare, Permanent Representative of Türkiye to ICAO Ambassador Şebnem Cenk, and Permanent Representative of the UAE to ICAO and Second Vice-President of the ICAO Council Saeed Mohammed Al Suwaidi.

Our discussions focused on the implementation of the landmark outcomes of the 42nd ICAO Assembly, including resolutions addressing the Russian Federation’s violations of the Chicago Convention, the risks to civil aviation arising from GNSS interference, and the importance of ensuring accountability for actions that threaten international aviation safety and security.

The decisions adopted by ICAO in recent years demonstrate that the international aviation community remains committed to upholding international law, protecting state sovereignty, and safeguarding civil aviation from the consequences of Russia’s full-scaled armed aggression against Ukraine.

We also exchanged views on preparations for the Seventh World Air Transport Conference and the upcoming extraordinary session of the ICAO Assembly to elect additional members of the ICAO Council. Close coordination among like-minded states remains essential to preserving the integrity of international civil aviation governance and promoting a safe, secure, and sustainable global aviation system.

I also took the opportunity to inform colleagues about the Russian Federation's continued use of military aircraft, air defence systems, and missile capabilities in the conduct of its war of aggression against Ukraine, and stressed that such activities pose significant risks to international civil aviation safety. I underscored the need for a comprehensive risk assessment and for continued consideration of measures to mitigate risks associated with flight operations over Russian territory.

I am grateful to our ICAO colleagues and partners for their continued cooperation with Ukraine, support for the resilience and recovery of the Ukrainian aviation sector, implementation of technical assistance projects, and our close partnership in advancing international aviation safety, security, and accountability.

One of the most meaningful moments of my visit to Manitoba was the opportunity to meet with members of the Ukrainian Canadian community at Oseredok Ukrainian Cultural and Educational Centre - one of the most important centres of the Ukrainian cultural and community life in Canada.

For generations, Manitoba’s Ukrainian community has played a vital role in preserving Ukrainian language, culture, traditions, and historical memory, while strengthening the enduring bonds between Ukraine and Canada. It is no exaggeration to say that Manitoba, and Winnipeg in particular, is one of the cradles of Ukrainian Canadian life, a place where generations of Ukrainians helped build institutions that continue to shape the identity and strength of our community across Canada.

During the gathering, I had the distinct honour of presenting, on behalf of the President of Ukraine Volodymyr Zelenskyy, the Cross of Ivan Mazepa, a state award of Ukraine, to Ihor Michalchyshyn, former CEO of UCC National, in recognition of his outstanding contribution to the development of the Ukrainian Canadian community, the strengthening of Ukraine–Canada relations, and his many years of dedicated service to Ukraine and Ukrainians in Canada.

I would like to extend my sincere gratitude to the UCC National - Ukrainian Canadian Congress (Alexandra Chyczij, Danylo Korbabicz) and the Ukrainian Canadian Congress - Manitoba (Joanne Lewandowski) for organising this special event.

My heartfelt thanks also go to Oseredok for preserving and sharing the rich legacy of Ukrainian Canadians, to the Ukrainian Orthodox Church Of Canada and His Eminence, The Most Rev. Metropolitan Bishop Ilarion, father Nicholas Rauliuk, to the Ukrainian Catholic Archeparchy of Winnipeg / Вінніпезька Архиєпархія and Most Rev. Lawrence Huculak, Archbishop - Metropolitan of Winnipeg, and to everyone who joined us for this memorable evening.

The strength of the Ukrainian Canadian community in Manitoba is one of the finest examples of how generations of dedication, faith, and commitment can preserve identity, build institutions, and support Ukraine far beyond its borders.

On June 18, 2026, the Government of Alberta announced a $250,000 contribution to the Ukraine Energy Support Fund to support the repair and restoration of Ukraine’s energy infrastructure damaged by Russia’s ongoing drone and missile attacks.

This important contribution will help address Ukraine’s most urgent energy needs and support the continued operation of essential services, including hospitals, schools, water facilities, and residential buildings across Ukraine.

During my second day in Manitoba, I had the pleasure of participating in a business roundtable discussion with Chuck Davidson, President and CEO of the Manitoba Chambers of Commerce, Bram Strain, CEO of the Business Council of Manitoba, and André Brin, CEO of World Trade Centre Winnipeg.

We had a highly productive and forward-looking discussion on opportunities to deepen economic cooperation between Manitoba and Ukraine. Our conversation focused on trade, investment, agriculture, critical minerals, energy, innovation, transportation, and logistics, as well as Manitoba’s potential role in supporting Ukraine’s recovery and reconstruction.

I was encouraged by the strong interest in Ukraine’s economic potential and by the readiness of Manitoba’s business leaders to explore practical avenues for cooperation. Ukraine is not only rebuilding what has been destroyed by Russia’s aggression, we are also creating new opportunities for investment, innovation, and long-term partnerships.

Particular attention was given to identifying concrete projects and business-to-business connections that can bring mutual benefits to both Manitoba and Ukraine. I am confident that today’s discussion will serve as a foundation for new partnerships and meaningful cooperation in the years ahead.

Ambassador of Ukraine to Canada Andrii Plakhotniuk:

During my visit to Winnipeg, I had the opportunity to visit the Canadian Museum for Human Rights - a truly unique institution dedicated to exploring the history of human rights, the consequences of their violation, and the responsibility we all share in protecting human dignity.

I was pleased to learn more about the Museum’s important educational work and its efforts to tell the stories of people who have suffered from persecution, discrimination, and mass atrocities throughout history.

I would like to express my sincere appreciation to the Museum’s leadership and staff for ensuring that the story of the Holodomor is meaningfully represented throughout the Museum’s galleries. By preserving the memory of the millions of Ukrainians who perished during the man-made famine orchestrated by the Soviet regime, the Museum helps visitors better understand the devastating consequences of totalitarianism and the denial of fundamental human rights.

As I walked through the galleries, I could not help but reflect on how many of the issues presented by the Museum continue to resonate today. Russia’s ongoing full-scale armed aggression against Ukraine has once again brought to Europe realities that many believed belonged to history: occupation, deportations, political repression, attacks against civilians, and attempts to erase national identity.

This is why institutions such as the Canadian Museum for Human Rights remain so important. They remind us that human rights cannot be taken for granted and that historical memory plays a vital role in preventing new injustices and atrocities.

Ambassador of Ukraine to Canada Andrii Plakhotniuk:

Today, I was pleased to meet with His Worship Scott Gillingham, Mayor of City of Winnipeg - Municipal Government.

We had a very engaging discussion on the growing opportunities for cooperation between Winnipeg and Ukraine, particularly through the long-standing sister-cities partnership between Winnipeg and Lviv. Established 53 years ago, this relationship remains one of the strongest examples of municipal cooperation, creating opportunities for collaboration in areas such as urban development, culture, education, economic development, and community engagement. We also discussed ways to further strengthen these ties and explore new initiatives that would bring tangible benefits to both cities.

I was also fascinated to learn more about the history of Winnipeg and its deep Ukrainian roots. Among the city’s longest-serving mayors was Stephen Juba, who led Winnipeg from 1957 to 1977 and became one of the most prominent Ukrainian Canadians in public life. His legacy remains an important part of both Winnipeg’s and the Ukrainian Canadian community’s history.

During my visit, I also had the opportunity to lay flowers at Winnipeg’s Holodomor Memorial and pay tribute to the millions of innocent victims of the Holodomor. Unveiled in 1984, it is the oldest Holodomor memorial in Winnipeg and one of the earliest such monuments in Canada, standing as a testament to the decades-long efforts of the Ukrainian Canadian community to preserve historical truth and honour the memory of the victims.

My sincere thanks to Mayor Gillingham for the warm welcome, meaningful conversation, and continued support for Ukraine and the Ukrainian community.

Today, as part of my first working visit to Manitoba, I was received by Her Honour, the Honourable Anita R. Neville, Lieutenant Governor of MB.

Our meeting provided an excellent opportunity to discuss the current situation in Ukraine and the immense challenges our country continues to face as a result of Russia’s ongoing full-scale armed aggression. I also shared our vision for further strengthening Manitoba–Ukraine relations and outlined several areas where our cooperation could further develop.

We also exchanged views on the longstanding relationship between Manitoba and Ukraine, which is rooted in 135 years of Ukrainian presence in the province and strengthened today by one of the most vibrant Ukrainian Canadian communities in the world.

I took this opportunity to express my sincere gratitude for Manitoba’s steadfast support for Ukraine and to thank Her Honour for her longstanding engagement with Manitoba’s Ukrainian Canadian community and her continued interest in Ukraine.

У Вінніпезі був радий відвідати Centre for Ukrainian Canadian Studies at the University of Manitoba -CUCS. та St. Andrew’s College при University of Manitoba.

Цей візит став чудовою нагодою привітати колег з першою річницею приєднання до Глобальна коаліція українських студій - важливої міжнародної платформи під патронатом Першої леді України пані Олени Зеленської, що об’єднує провідні академічні осередки, які досліджують Україну та популяризують українські студії у світі.

Під час зустрічі обговорили можливі напрями подальшої співпраці між українськими та канадськими академічними інституціями, підтримку досліджень про Україну, а також роль університетів у протидії дезінформації та поширенні об’єктивних знань про історію, культуру та сучасний розвиток нашої держави.
