Paolo Miele in the Mayors race?
I would ask this question in a debate of the Candidates running for Mayor of Notl Erwin, Andrea and Vaughan
In the governance debate regarding a four-city amalgamation model, the smaller municipality most likely to vote alongside the "Big Three" (St. Catharines, Niagara Falls, and Welland) is Thorold, with Port Colborne as a secondary contender.
Why Thorold is the Most Likely Swing Vote
Geographic & Service Integration: Thorold is geographically sandwiched between St. Catharines and Welland. It already shares extensive water, transit, emergency, and housing infrastructure with the larger urban centers.
Growth & Scale Dynamics: Because Thorold is one of Niagara’s fastest-growing municipalities, joining a urban cluster (such as a South/Central city block with Welland and Port Colborne) is often viewed as fiscally pragmatic for infrastructure funding.
Pre-existing Amalgamation Proposals: Under the four-city framework actively proposed during Niagara’s governance review, the region would be divided into:
1. St. Catharines (Standalone)
2. Niagara Falls block (Niagara Falls, Niagara-on-the-Lake, Fort Erie)
3. Welland block (Welland, Thorold, Port Colborne)
4. West Niagara block (Grimsby, Lincoln, West Lincoln, Pelham, Wainfleet)
Where the Resistance Would Come From
If Paolo Miele were campaigning in Niagara-on-the-Lake (NOTL) against this structure, he would be tapping into strong local sentiment:
NOTL, Fort Erie, and Grimsby have historically been the most fiercely opposed to four-city or single-city amalgamation models, arguing it dilutes heritage protection, agricultural planning, and local rural representation.
Weighted Voting Context: Under the 13-member weighted voting system (12 mayors + provincial chair), St. Catharines (~7–9 votes), Niagara Falls (~4–6 votes), and Welland (~3–4 votes) already control a heavy portion of total council voting power. Securing just 1 additional mayor’s vote from Thorold or Port Colborne would give a pro-consolidation block the weighted majority needed to push regional motions forward.
