Effective April 30, 2020, government fees for various Canadian permanent residence applications will be increasing. Specifically (in $CDN):
• Economic Class principal applicants’ fees will go from $550 to $825.
o This includes all Express Entry categories, comprised of the Canadian Experience Class, Federal Skilled Workers, and the Federal Skilled Trades Program.
o This also includes federal applications after provincial selection/nomination.
o There is an exception for caregivers, whose fees will remain at $550.
• Business Class principal applicants’ fees will increase from $1,050 to $1,575.
• Spousal/Common Law Partner applicants’ fees in the above categories will go from $550 to $825.
• The Right of Permanent Residence Fee (ROPR) will increase from $490 to $500.
o This is an additional fee paid by all adult permanent residence applicants, in all the above cases.
o In all non-Business Class cases, the combined impact of the increase to application and ROPR fees is a rise from $1,040 to $1,325.
o In Business Class principal cases, the combined impact of the increase to application and ROPR fees is a rise from $1,590 to $2,075.
• Dependent children’s application fees in all above cases will go from $150 to $225.
The above represent 50% fee increases in all pertinent categories, except for the ROPR which is a 2% increase.

Ontario Calls on all Health Care Workers to Help Fight COVID-19

Province Launches Online Portal to Match Available Health Care Workers with Employers

TORONTO — The Ontario government is taking further action to stop the spread of COVID-19 by actively recruiting health care workers to increase the frontline capacity of hospitals, clinics, and assessment centres. Today, the province is launching a new online tool that will help match skilled frontline workers with employers.
The new Health Workforce Matching Portal will enable health care providers with a range of experience to join the province's response to COVID-19. Those providers include retired or non-active health care professionals, internationally educated health care professionals, students, and volunteers with health care experience. The portal will efficiently match the availability and skillsets of frontline health care workers to the employers in need of assistance to perform a variety of public health functions, such as case and contact management.

"Our health care heroes on the frontlines of this battle are doing extraordinary work, but they need reinforcements to step up and lend a hand to help defeat this virus," said Premier Doug Ford. "Whether you're retired or in training, we can't afford to have people with professional health care skills who want to help sitting on the sidelines during this crisis. This is a call to action and I encourage every available person with health care experience to get involved."

Employers and interested health care professionals can visit the portal here and create a profile. Once registered, professionals can add their availability and employers can enter their request for support. Registrants will receive an email notification if matched.

"Since the beginning of this outbreak, we have heard from thousands of volunteers who want to help in any way they can," said Christine Elliott, Deputy Premier and Minister of Health. "We are very grateful for those stepping up during these unprecedented times. That's why we are using everything possible to support these frontline healthcare workers as they fight the spread of this virus."

On April 1, Ontario issued a new emergency order under the Emergency Management and Civil Protection Act, to enhance the public health units' human resources capacity and support their ongoing fight against COVID-19.

Earlier today, Deputy Prime Minister Chrystia Freeland clarified that valid work and student visas to come to Canada will be respected at the Canadian border, the Canada/US border, and at international borders.

The Government of Canada has announced that exemptions to the air travel restrictions will apply to foreign nationals who have already committed to working, studying, or making Canada home. Travel by these individuals will be considered essential travel and include:
International students who held a valid study permit when travel restrictions took effect on March 18, 2020
International students who had already been approved for a study permit when travel restrictions took effect on March 18, 2020
Permanent resident applicants who had been approved for permanent residence before the travel restrictions were announced on March 16, 2020, but who had not yet travelled to Canada
It is advised that individuals who qualify for these exemptions do not travel immediately. Additional information regarding these exemptions will be made available early next week.

New Canadian immigration instructions during Corona Virus pandemic Canada is taking measures to prevent the spread of COVID-19 and accommodate immigrants affected by associated service disruptions and travel restrictions

Canada’s immigration department has released new instructions for officials and immigrants affected by the novel corona virus, also known as COVID-19.
(IRCC) announced they will be cancelling all citizenship ceremonies, citizenship tests and retests, and itinerant service tips until further notice.
In-person permanent resident landing appointments and in-person refugee claim appointments will be closed until April 13.
The new program delivery instructions are an effort to prevent the spread of the virus, and to help those whose immigration applications are affected by service disruptions, including people who are applying for temporary residence, permanent residence, and Canadian citizenship.
Under new general processing measures, IRCC says applications will not be refused for non-compliance and all those currently in progress at IRCC offices abroad at case processing centres and within the Domestic Network will continue to be processed. There may be delays as some Visa Centres are closed until further notice, and some IRCC offices are operating with essential staff only.
Expedited processing for those in special circumstances will continue to be at the discretion of the Migration Program Manager of the responsible IRCC office, and the manager of the responsible processing office in Canada.
IRCC may continue to request any additional documents necessary for processing all citizenship and immigration applications. These might include police certificates, biometrics, passports, medical exams, and any documents that must be issued by authorities in China , Iran and South Korea
When additional documentation is required, immigration officers will send a request letter allowing the applicant 90 days to respond. If a previous request for additional documents was sent, but the applicant could not meet the deadline, applicants will be given an additional 90 days to respond.
Though the biometric instruction letter will continue to say that applicants have 30 days for Biometrics, they will actually be allowed to complete this step in 90 days instead.
More time for permanent residence applications
IRCC is being more lenient for those unable to submit a complete application for PR before the deadline, allowing an additional 90 days in some cases.
If applicants must submit an incomplete application before the allotted 60 days are up, they must include an explanation as to why they do not have all the required documents. They must also pay all associated fees in order to have their deadline extended an additional 90 days.
In addition, those who hold confirmation of permanent residence, and permanent residence visas may be eligible for an extended deadline, as long as they inform IRCC of their situation via the web form.
Chinese nationals are being asked to take another medical exam if their previous one has expired or is about to expire.
Earlier this month, IRCC announced that it would be extending special measures first implemented for Chinese nationals to residents of Iran and South Korea as well.

Temporary residents may apply for extensions
Foreign nationals who are in Canada and whose temporary resident status will soon expire may apply for an extension to maintain their status.
Temporary residents wishing to extend must apply online, meet all requirements, and pay associated fees.
Those who have extension applications currently in progress will receive implied status and can stay in Canada until a decision is made on their application.
Citizenship ceremonies and knowledge test cancelled
Canada is temporarily cancelling all citizenship ceremonies, as well as knowledge testing and retesting events as of March 14.
These events will be rescheduled “in the near future” but IRCC did not give a date as to when they will reopen.
Those who are affected by cancellations will be provided with a new date and time in the coming weeks.
IRCC will consider urgent processing on a case by case basis. Those who feel their case is urgent can contact the immigration department at [email protected].
IRCC will also reschedule missed appointments for citizenship-related appointments such as interviews, hearings, oath ceremonies, as well as knowledge tests and retests. Once applicants notify IRCC that they have returned to Canada the responsible office has been instructed to ensure that they are rescheduled within a reasonable time frame so as to not delay processing times. Applicants will receive a new notice to appear that will be treated as their first notice.
Officers will provide applicants an additional 45 days upon their return to Canada to comply with requests for Medical Opinion forms.
It is also important to note that applicants must still meet the physical presence requirements as per the normal procedure. Extra days spent in China, Iran or South Korea will not count as days in Canada.

Citizenship ceremonies postponed, a lot of VFS offices closed, a lot of uncertainty at local offices, officials at IRCC are under pressure. Best is to wait for your file updates unless urgent instead of swamping them with queries. Additional time for medical exams and documents are and can be requested.

International students must pay heed. A lot don’t realize that re-entering Canada when visiting the USA will subject them to an assessment of their conditions. Missing long periods of study when enrolled is increasingly viewed as suspicious.
