📢 One of the biggest updates of the week: We have a new permanent City Manager, as Joseph Hutter was appointed into the role on Tuesday. City Manager Hutter had been in the role on an interim basis for eight months and had previously served as the Managing Director of Public Services.

From September 9 to 15, TC Energy is performing routine inspections and maintenance on their natural gas pipeline through Medicine Hat.

👂 As part of this work, you may hear a loud roaring noise known as a ‘blowdown’ for around 20 minutes when natural gas is released to depressurize the pipe. This will occur in the City’s northwest (near the Unit 16 & 17 power generation turbines) and at the City’s main power plant near the South Saskatchewan River. The sound can be as loud as an airplane engine, but don’t be alarmed – this is all part of the process.

🔥 Flaring only if necessary

Specialized tools are used to inspect the pipeline from the inside, checking for corrosion, damage and any other anomalies that might affect safety and condition.

👀 Sometimes, flaring is required to safely move these tools through the line. When this happens, there is loud noise, heat and a large visible flame from a flare stack that is positioned at the City’s main power plant. Again, this is all part of the safe maintenance and operation of the high-pressure gas line and is not cause for alarm.

City Council’s September 8, 2026 meeting included decisions to:
🔵 postpone Bylaw 4893-2026 on the Subdivision and Development Appeal Board,
🔵 approve a water protection motion that includes writing a letter to appropriate provincial or federal officials,
🔵 and appoint Joe Hutter as permanent City Manager.

Committee Business included:
🔵 a presentation of the What We Heard Report on the Riverside Corridor Enhancement Project,
🔵 adopting updated health and safety, cybersecurity and IT acceptable use policies,
🔵 advancing recreation facility planning,
🔵 approving the Baker-Spalding Block historic designation and beginning the Cypress Club historic designation process.

Council also gave first reading to three rezoning bylaws for 22 Sierra Green SW, 535 16 Street SW and 855 Gershaw Drive SW, with public hearings scheduled for October 5, 2026.

Here are a couple of key items that are on the Medicine Hat City Council Meeting Agenda for Tuesday, September 8:

🛣️ Riverside Corridor Enhancement Project
Council will receive a presentation on the findings of Public Engagement for the Riverside Corridor Enhancement Project outlined in the What We Heard Report.

🤽 Facilities for the Future
Council will consider a recommendation to move forward on commencing the South Outdoor Aquatics project by re-issuing a request for proposal, entering into negotiations to acquire land, and exploring funding opportunities. They will also consider developing a Recreation Facilities for the Future Framework to guide long-term facility planning, investment, prioritization, and service delivery decisions.
