UPDATE: The screening of the environmental baseline studies "Hopes Advance Bay" project is now complete.

The NMRIRB has issued its Screening Decision Report for File No. 125832, “Hopes Advance Bay.”

The Board is recommending that the proposed baseline data collection program be permitted to proceed in 2026 and 2027, subject to specific terms and conditions. This determination was based solely on the communities’ desire to ensure that data is collected in Hopes Advance Bay before any future development.

However, the Board found that the program, in its current form, may be insufficient to establish a comprehensive environmental and socio-economic baseline for the future assessment of a mine and associated port facility. Concerns include the breadth of the proposed studies, limited seasonal and interannual coverage, and the need to more meaningfully incorporate Inuit knowledge and community priorities into the study design.

Following the decision, the Proponent acknowledged these concerns and committed to using the 2026 results to improve the 2027 program, including refining fieldwork planning, better integrating biological and social considerations, strengthening the incorporation of Inuit knowledge, and continuing engagement with affected communities.

The Board reminds the Proponent that any additional studies in the Nunavik Marine Region, or activities outside the scope of the current submission, must be evaluated by the NMRIRB before proceeding.

Highlights from IAIA26 🌎

The Nunavik Marine Region Impact Review Board and staff attended the International Association for Impact IAIA - International Association for Impact Assessment (IAIA26) conference in Québec City last week, where we also held a successful Board Meeting alongside the event. As part of the week’s activities, our Community Engagement Advisor, Darlene Partridge, took part in training focused on Indigenous-led assessment.

With nearly 1,500 participants from 90 countries, IAIA26 was a great opportunity to connect with others in impact assessment, share knowledge and experiences, and continue learning together.

We were also glad to see Nunavik organizations participating in panel sessions during the conference, including Kativik Regional Government (KRG) and Tarquti Energy. Nancy Dea (KRG) presented “Challenges of IA Process Multiplication in Nunavik,” while Carson Tagoona (Tarquti Energy) and Matthieu Féret (PESCA) presented “Cultural Adaptation in IA: Lessons from Two Inuit-Led Projects in Québec.”

The NMRIRB attended the 2nd Nunavut Research Gathering in Iqaluit last week alongside organizations and partners from across Nunavut and cross-jurisdictional regions to take part in important conversations focused on current actions and goals related to implementing the National Inuit Strategy on Research (NISR) and how they connect to permitting and licensing roles across Inuit Nunangat. Topics including Inuit data sovereignty, research ethics, meaningful involvement in research, and strengthening coordination in the North. Gatherings like this are an important opportunity to connect, learn, and share perspectives on how research and decision-making can better support and reflect Inuit communities, knowledge, and values.

We look forward to continuing these discussions and bringing them back into our work in the Nunavik Marine Region.
