While the response provides valuable information regarding workload and processing volumes, my original question was primarily focused on service quality and performance measurement. You indicated that the Town has adopted Customer Service Standards and that different departments have different standards and expectations. Could the Town please provide the specific service standards and performance targets currently in place for each department, including target response times, target resolution times, and any key performance indicators used to measure service delivery? In addition, does the Town currently track and publicly report metrics such as average response times, average resolution times, customer satisfaction levels, backlog volumes, and service-level compliance rates? If so, could the most recent available data be shared with residents? Thank you.

The Town of Kingsville provides a broad range of services, many of which function similarly to individual business units. Each service area has distinct expectations, regulatory obligations, and performance measures. At the same time, all services must be delivered within the budget approved by Council. In many cases, enhancing service levels requires additional resources, including staffing, equipment, technology, or other operational supports.

For example, Council approved a Parks Operational Plan in 2025 that establishes service level expectations for the maintenance of parks and municipal properties. These standards guide the Parks & Recreation Department in prioritizing and delivering their work. The challenge is meeting these standards within existing budget and staffing levels.

Similarly, within Public Works, provincially mandated โ€œMinimum Maintenance Standardsโ€ govern how the Town maintains roads, bridges, sidewalks, and winter control operations. To support compliance, the department utilizes digital inspection tools and fleet tracking systems. Meeting these standards is critical, as failure to do so can expose the Town to significant liability.

In Planning and Building, services are delivered within timelines established by provincial legislation. The Town uses specialized application software to manage workflows and customers can access their file online.

From a customer service perspective, the Town tracks and monitors service requests through internal systems. These tools provide insight into request volumes, open and closed cases, anticipated completion timelines, follow-up requirements, and backlog. This information supports effective service delivery, accountability, and continuous improvement.

All staff participate in an annual performance evaluation process. Where performance concerns arise, they are addressed through established performance management processes on a case-by-case basis.

Staff are committed to responding to all inquiries in a respectful, timely, and professional manner. However, the Town must operate within applicable legislation, policies, by-laws, and approved service levels within existing budgets.

If residents have specific concerns related to response times, service levels, or municipal operations, we strongly encourage them to share their feedback. Administration will make every effort to address concerns within available resources. Where additional resources may be required to achieve desired service levels, these needs can be identified and considered during future budget deliberations.

๐๐ฎ๐ž๐ฌ๐ญ๐ข๐จ๐ง (from MM): In 1997, the Provincial government created an act setting the guidelines for tax collections, as a result the municipalities created an arm's length tax assessment scapegoat called MPAC. This is nothing more than a sham to create a buffer between taxpayers and their community leaders. Now is the time to revisit the waste of tax dollars paid to an entity that we already pay people to do. The provincial government has already set the increase to 4%, so there is no need to pay millions out to mpac.

๐€๐ง๐ฌ๐ฐ๐ž๐ซ (from Ryan McLeod, Director of Finance and Corporate Services): The Municipal Property Assessment Corporation (MPAC) is responsible for all property assessments in the Province of Ontario, in accordance with the Assessment Act. This is provincial legislation and outside of the control of Kingsville Council.

MPAC has been restricted by the provincial government from updating assessments to reflect current market values. Assessment values are currently being held at 2016 levels. Kingsville Administration believes that the freezing of assessment to a point in time in the past creates inequities and could be rectified through regular market assessment reviews, but this is a decision for the provincial government.

Although we all may not always agree with MPACs conclusions, this armโ€™s length organization provides a degree of Provincial consistency and statistical analysis that small municipalities, like Kingsville, could not perform on their own. Prior to MPAC, assessments were done at the local level and found be widely inconsistent or lack fairness. Kingsville does not currently have staff qualified to perform this function, so if MPAC ceased to exist, there would be significant expenses required to establish and maintain our own property assessment system.

MPAC is funded through the County Property Tax Levy and equates to approx. $30 per property per year.

The sand has taken over most of the grassy area because the town has never put up a short retaining wall.(Years ago I suggested the town find business donors who can advertise in exchange for helping pay for a wall if cost is the issue.) The concrete posts with ropes are a disaster. The vegetation along the canal side is a mess, etc. Cedar Beach is not much better. The only response to date I have had from council in recent years is that saving these beaches is not in the long term plan.

๐€๐ง๐ฌ๐ฐ๐ž๐ซ (from Nada Tremblay, Director of Parks and Recreation): Thank you for the inquiry regarding Cedar Island Beach and Cedar Beach. The Town recognizes the importance of these waterfront areas to residents, visitors, and the communityโ€™s identity.

At this time, there is no approved capital project for a retaining wall, shoreline stabilization, or major restoration of the grassed areas at Cedar Island Beach. The Town continues to maintain these areas as public waterfront amenities; however, larger-scale improvements require environmental approvals, engineering review, funding, and Council prioritization.

The Townโ€™s 2040 Strategic Plan identifies waterfront planning as a long-term priority, including the development of a Waterfront Plan, future investment in Cedar Beach and Cedar Island Beach improvements, and the ongoing management and investment of the marina. These priorities will continue to be refined through future Council planning and budget processes.

The Town has also continued to invest in waterfront amenities through ongoing marina maintenance to improve functionality and user experience, as well as enhancements to beach accessibility, including an accessible Mobi-Mat, a concrete pad for an accessible picnic area, and the purchase of a beach groomer.

The concerns raised regarding sand movement, site conditions, and vegetation management are acknowledged and form part of broader site considerations. Any future improvements would require full review through the Townโ€™s planning and approvals process.

The Town appreciates the suggestion regarding potential partnerships or sponsorship opportunities. These may be considered in future discussions, subject to Council direction, policies, and regulatory requirements.

Cedar Island Beach and Cedar Beach remain valued community waterfront spaces, with future improvements to be considered through ongoing planning, budgeting, and Council decision-making processes.

The building facilities review included analysis of each facilityโ€™s general physical condition, anticipated future costs of maintenance and repairs, and evaluated current and future uses. Now that the school properties have been sold to another purchaser, Administration will recommend use of these funds for long term facility upgrades and renewal. Property acquisition may still be needed. For example, the current OPP building in downtown Kingsville is at the end of its useful life and the OPP need additional space. Relocation of the police into a new or renovated facility is required.

The current balance of just over $4.4 million will be needed for repair or replacement of facilities.

No decisions on these matters will be decided until after the municipal election. The new Council can decide to return any funds in reserve to taxpayers as a one-time reduction in property taxes. Administration does not recommend depleting reserves set aside for property acquisition or repair and replacement of long-term facility needs.

The vast majority of this over-time was paid to our front-line staff in the Public Works and Parks Departments. Public Works incurs most of their over-time in the winter season, responding to winter storm events. The Parks department is responsible for a 7 day / week operation and are scheduled accordingly. Occasionally these staff will be required to work extra hours to fill vacancies or support significant Town events. The Parks department also provides back-up support to Public Works for winter control efforts.

The management team does not receive any over-time pay.

The 2026 Budget included an $800,000 contribution to this reserve, bringing the total reserve balance to $4,461,622. This reserve would have been used to purchase the School Properties, but it was really intended to address a variety of facility challenges that the Town is currently facing (ex. OPP Station, Town Hall, Public Works Yard, etc). Through the strategic planning and budgeting process, the next Council will have the opportunity to determine how to best allocate these funds.

๐€๐ง๐ฌ๐ฐ๐ž๐ซ (from John Norton, Chief Administrative Officer): Yes, we do and thank you for the question. The Town has adopted Customer Service Standards. These are posted on the Townโ€™s website and posted in prominent locations throughout our facilities, including the foyer of Town Hall.

Each department or business unit has different standards or expectations with respect to providing responses to residents. Some of these timelines are practical, considering that emergency services must respond to 911 calls within minutes and others like land use planning can take months or even years depending on complexity. Some standards are set by provincial law, and others are set locally by council by-law or administrative policy. All depend on having an adequate level of staffing or contractor availability to meet service needs.

From a customer service standpoint, matters requiring investigation, departmental action, or follow-up may be entered into the Townโ€™s tracking system. Residents are provided a tracking ticket number to help us identify a particular concern or request. The Town receives a large number of concerns and requests, and in 2026 has already opened 1,515 tickets. This is more than 8 per day and each one requires a response. To date, we have closed 1,226 of those tickets opened in 2026.

Some open tickets are seasonal and not expected to be completed immediately. For example, tree planting is typically completed during appropriate planting seasons, asphalt repairs and line painting are weather-dependent, and drainage or road work may be affected by ground conditions and rainfall.

In the last few years, the Town introduced an after-hours call line so that urgent after-hours calls can be addressed. Previously, the Town had no one answering after-hours calls, apart from 911 emergencies.

By-law Enforcement has received 370 service requests in 2026 as of June 15 of this year. Most service requests in this department are addressed initially on the same day or the following day. By-law Enforcement largely responds to complaints but does some active enforcement on health and safety matters or prioritized items, such as greenhouse lighting enforcement which happens overnight. In all cases, timelines for compliance depend on the violation, and extensions are granted in situations where progress is being made to reach compliance.

Our Licensing Department provides a wide variety of licenses. For example, we have 172 licensed Boarding, Lodging, and Rooming Houses, with 16 pending applications. Additionally, we have 102 licensed Short-Term Rentals with 11 pending applications. Pending applications are waiting completion of fire inspections and having the property meet provincial fire code requirements.

The Building Department must meet provincial legislative requirements for issuing permits once an application is deemed complete. Currently, the Town is exceeding these requirements although we have not always done so. For example, permits with a 10-day legislative timeline were issued in 8 days during April and May 2026. To date in 2026, the Town has issued 117 building permits, representing a total construction value of $31,475,260. The Building Department has also completed 1,034 inspections this year. Provincial legislation requires permit holders to provide one business dayโ€™s notice when they are ready for an inspection, and the Building Department must accommodate the request within two business days. The Town is meeting this standard.

In 2026, the Planning Department received 118 general inquiries by email or phone. Of these, 23 progressed into formal planning applications, and 6 remain open awaiting response. The department also completed 117 Building Permit Zoning reviews. Statutory timelines for responding to applications depend on the type of application and begin once an application is deemed complete. An application is considered incomplete if required information is missing or insufficient to proceed. These timelines typically range from 60 to 120 days, and the Town is meeting required deadlines in each case.
