Who owns The Confluence?

The answer should be simple.

City records, Council reports, housing agreements, media coverage, and recent comments by a sitting councillor all suggest BC Housing owns the 80-unit affordable housing development at 346 Campbell Avenue.

But land transfer documents tell a different story.

A review of public records reveals years of conflicting information about the ownership of one of Kamloops' most significant affordable housing projects.

This article follows the documentary trail and asks a straightforward question: Why don't the records agree?

📅 When does a public City Council meeting start?

Apparently, nobody knows.

Kamloops' June 2 Committee of the Whole meeting was originally scheduled for 10:00 a.m. Months later, Council voted to schedule a closed meeting at the same time and move the public meeting to begin "immediately following" the closed session.

That means residents, presenters, and anyone hoping to attend are left guessing when the meeting will actually begin.

This isn't the first time Committee of the Whole meetings have been moved. Looking through Council records, I found a pattern of public meetings being rescheduled after closed meetings are added to the calendar.

The bigger question is simple:

Why does Council keep moving Committee of the Whole meetings?

And why are public meetings repeatedly being expected to accommodate closed meetings rather than the other way around?

I dug through the agendas, minutes, and meeting schedules to find out.

Checked out Lakeside Heffley Hideaway this week.

Had the place mostly to ourselves. Nice lake views. Crazy bird sounds start around 8 pm.

The bistro was a bonus. Juicy burger and seasoned fries and gravy. Next time, I’ll try out some of the Mexican menu items, like tacos and fajitas.

Friendly people. Reasonably priced. We’ll visit again.

Other municipalities still require handwritten signatures. Some don’t accept electronic submissions at all.

The Province leaves it up to local governments. The result is a patchwork of rules across BC.
