Out of the Cold Community Association OTC no longer operates the supportive housing at 5580 Cogswell St., Halifax or 7 Church St., Dartmouth. We are currently on hiatus while we explore next steps.

We believe strongly that shelters are a stop-gap measure to address the systemic issues that cause people to be unhoused and that every one of us has the right to safe, healthy and affordable housing. This work informs our vision of fostering a community where safe and accessible housing exists for all; and our mission of creating spaces that empower and support our underserved neighbours in accessing low-barrier housing and outreach services responsive to the unmet needs in our community. We want to acknowledge the recent changes in OTC’s operations. As we navigate this transition, we’re taking a temporary pause from monitoring or engaging with comments on our platforms.

Our intention in doing this is to hold space for open dialogue and reflection within the community. We believe this quiet period will allow for more thoughtful consideration of the changes and what they mean for all of us.

We understand you may have questions or wish to share your thoughts, and we appreciate your understanding as we focus on this important phase. We’ll let you know when we resume active comment moderation.

We’re looking for new staff to join our Supportive Housing team! The Permanent Supportive Housing sites at 7 Church St in Dartmouth and 5580 Cogswell St in Halifax are housing projects facilitated by OTC Community Association. These programs support Individuals and Couples who have been chronically unhoused and who experience high barriers to maintaining independent housing. Both programs offer single-room housing placements along with individualized case management and resident programming, in a low-barrier, harm-reduction focussed setting. This housing is a welcoming and intentional space that fosters a sense of home and community while still focusing on the unique, self-identified needs of the Individuals we support.

The 7 Church St. site in Dartmouth is equipped to support 26 Residents who experience high barriers to maintaining their housing, with programming facilitated by professional support Staff, 24 hours a day, 7 days a week.

The 5580 Cogswell St. site in Halifax is equipped to support 38 Residents who experience high barriers to maintaining their housing, with programming facilitated by professional support Staff, 24 hours a day, 7 days a week.
