Planning a safe, equitable, and resilient regional transportation system for Halifax and surrounding communities.

We’re continuing our work on long-term transportation projects, but in the meantime, we know changes can be made to improve the existing system.

In collaboration with Halifax Regional Municipality and Halifax Harbour Bridges, a series of upgrades will take place over the fall at some of the busiest intersections in Halifax and Dartmouth. They include:

- new and improved traffic lanes at the following intersections:
- Wyse Road and the Angus L. Macdonald Bridge
- Connaught Avenue and Quinpool Road
- Cogswell Street and Brunswick Street

- a combination of all-day and peak period left-turn restrictions at:
- Nantucket Avenue / Dartmouth Shopping Centre / Joseph Zatzman Sportsplex
- North Street and Gottingen Street
- Oxford Street and Jubilee Road
- Gottingen Street at Brunswick and Duke streets

- adjusted signal timing at Oxford Street and Coburg Road to keep traffic moving more efficiently while continuing to support safe pedestrian crossings.

As you see our updates, you might ask - why is Link Nova Scotia doing so many studies? If the Regional Transportation Plan tells us the what, studies tell us the how.
The studies we are initiating are for large-scale projects that would affect how thousands of people travel every day, so it's important we get it right.

A Regional Transportation Management Centre (RTMC) is an operational facility that allows for collaborative management the road network in real-time, especially where different parts of the network are owned by different entities.

The establishment of supporting Intelligent Transportation Systems (ITS) is underway, with variable message signs and adaptive signal technology being installed on key corridors. These initiatives support development of the RTMC with minimal disruption and help us to maximize our existing system.

𝗠𝗮𝗰𝗞𝗮𝘆 𝗕𝗿𝗶𝗱𝗴𝗲 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗖𝗮𝘀𝗲

As a critically important part of the transportation system, the A. Murray MacKay Bridge has served the region well, carrying more than 65,000 vehicles a day, but it is time to move forward with long-term planning.

In July 2026, Halifax Harbour Bridges released a Request for Proposals to develop a business case. Responses are due in September.

The comprehensive business case will include:
- financial feasibility
- constructability
- environmental impact
- social and cultural implications
- regulatory requirements
- traffic flow and anticipated traffic disruptions
- transit considerations

𝗛𝗶𝗴𝗵𝘄𝗮𝘆 𝟭𝟬𝟮 𝗜𝗺𝗽𝗿𝗼𝘃𝗲𝗺𝗲𝗻𝘁𝘀

Highway 102 between exits 0 and 4 is a vital travel corridor for both people and goods. Given its connection to the rest of Nova Scotia and the country, and the number of people living and working along the corridor, improvements are needed.

The Department of Public Works and Link are working together with WSP Canada on 30 per cent design and corridor review. Travel demand forecasting has been completed to understand how future growth may affect travel along the corridor, and detailed traffic analysis is now underway.

Several interchange improvement concepts have also been identified. These concepts are being assessed to determine how well they improve traffic flow, safety and overall corridor performance.

𝗜𝗻𝘁𝗲𝗿-𝗺𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗧𝗿𝗮𝗻𝘀𝗶𝘁

When we were engaging with partners and the public to help develop the Regional Transportation Plan, the request we heard most often was for inter-municipal transit service. Across communities, people and employers alike requested a comfortable, reliable, and affordable transportation option that would be suitable for daily commuting.

Link is reviewing responses to a request for information (RFI) that was issued to industry in April 2026. which generated interest from operators across Canada.

𝗣𝗮𝘀𝘀𝗲𝗻𝗴𝗲𝗿 𝗥𝗮𝗶𝗹 𝗙𝗲𝗮𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗦𝘁𝘂𝗱𝘆

Passenger rail could reshape travel in the region. However, introducing the service is a technically complex, significant undertaking, and potentially one of the most significant investments in the province’s history.

Phase One of the Passenger Rail Feasibility is well underway. The current work is focused on screening potential corridors, evaluating them, and ultimately recommending which corridors should be taken forward and assessed in more detail.

𝗛𝗮𝗹𝗶𝗳𝗮𝘅 𝗣𝗲𝗻𝗶𝗻𝘀𝘂𝗹𝗮 𝗖𝗼𝗿𝗲 𝗦𝘁𝗿𝗲𝗲𝘁𝘀 𝗥𝗲𝘃𝗶𝗲𝘄

The Halifax Peninsula has the highest concentration of people, jobs, and services in Nova Scotia. With only five access points, it experiences significant congestion, and the limited street space struggles to accommodate different transportation modes and users.

A network-level review of the Peninsula core streets, as well as the access on and off, will identify opportunities to improve travel.

Work to date on the review includes data collection and model enhancements necessary to fully analyze potential options. The activity-based travel demand model owned by Link Nova Scotia and HRM simulates how, when and where people travel, and allows for the testing of transportation projects and their impact without investment or construction, road closures, and detours.
