Also, further below there is some new and updated information regarding regulation changes from NarCan. Explosives Division. (Natural Resources Canada). They are the government branch that deal with the regulations for things like import and storage regulations for bulk items such as smokeless powder, black powder, and reactive targets such as Tannerite.
The Forest and Prairie Protection Act and associated regulations legislate the use, discharge or detonation of exploding targets within the FPA of Alberta. Written permission to discharge or detonate is required under the act. https://open.alberta.ca/publications/f19
Alberta Peace Officers may issue warning or violation tickets under the act. Violators can be ticketed at $600. Individuals who knowingly contravene the act and start a wildfire can be further prosecuted in the courts.
The Royal Canadian Mounted Police may also pursue additional charges under legislation that includes mischief or arson under the Criminal Code of Canada.

New/updated NarCan regulations: Amendment to the Explosives Regulations, 2013.
To purchase reactive targets (type S.2), a buyer must provide proof that they possess a Posession-Acquisition License (PAL). The PAL number must be recorded. A buyer may not purchase more 6 kg of Type S.2 reactive targets (typically a case) unless they hold an explosive license. The license number must be recorded. This has been reduced from 20 kg. There are new requirements regarding the use of exploding targets such as prohibiting the addition of foreign materials, requiring that only one kit be mixed at a time and that multiple kits may not be combined together.
