Respecting a Feasibility Report Pursuant to the Towns and Local Service Districts Act.

Pursuant to Section 16 of the Towns and Local Service Districts Act, I hereby give Notice of Intent to order the
preparation of a Feasibility Report to determine whether the
Local Service District of Random Island West should become a town.
Dated at St. John’s, Newfoundland and Labrador this 16th day of July, 2026.

Community Members.

We apologize for the confusing language within the "New Structure" Policy. The guidelines outlined in the policy are not new to our Local Service District, we have been following these guidelines for several years; however, they have now been formally documented as a policy, as recommended by the Government.

This policy DOES NOT change our current fee structure, nor does it affect existing invoiced community members who wish to build a shed or garage on their property.

This policy applies only to newly developed or previously undeveloped land that is not currently being invoiced for fees (for example, the new garage currently under construction in Random Heights).

The purpose of this policy is to clearly define when the L*D may begin invoicing fees for new developments.

To make it easier to pay your fees or suggestions to the L*D. There is a drop box located at the fire hall to drop of CHEQUES for payment.
Payments can also be made by etransfers, Canada Post mail or to any member of the L*D Committee.

The Local Service District of Random Island West is currently working with other L*Ds to arrange a meeting with Eastern Waste Management to discuss waste management services in our area.

With a substantial amount of fees outstanding the L*D has to start drastic collection action to maintain the service for the district.
Payments can be made at

Below is what happens if we have to turn over an account to small claim courts

If found guilty in small claims court, a judge will issue an order for the losing party (the home owner, defendant) to pay the amount owed to the winning party (the L*D, Claimant), along with potential court costs. The judge may also set a timeline or payment schedule for this payment to occur.
What happens after a judgment:
Judgment is issued:
The court will issue an order for the defendant to pay the claimant.
Payment is required:
The defendant must pay the awarded amount by the deadline specified in the judgment, which is often around 30 days.
Interest may apply:
If the payment is not made within the given time, the defendant may be charged interest on the outstanding amount.
Enforcement actions:
If the defendant fails to pay, the claimant can take further legal action to enforce the order, which can include seizure of wages or property.
Key details from the judgment:
Amount of the claim: The judge decides if the claimant has proven their case.
Payment schedule: The judge can order an immediate payment or a schedule for payments to be made over time.
Costs: The court can also order the losing party to pay the winning party's costs.
P0 Consequences of Non-Payment:
If you fail to pay, the winning party can use legal processes to collect the money, which could include garnishing your wages or seizing your property.
