Chatham-Kent Public Utilities Commission We focus on customer service, infrastructure improvements and employee development, to meet the demands of our service area.

The Chatham-Kent Public Utilities Commission’s goal is to provide safe and reliable water and wastewater service with environmental integrity to the customers and communities we serve. All of our staff are certified and licensed with the appropriate levels of certification and licensing for each facility, which may include:

- water treatment
- water distribution
- wastewater treatment
- wastewate

In addition to our operation and maintenance functions, we also respond to petition requests, construct water and sewer mains as required, and are involved in water and wastewater facility upgrades and expansions where needed. Background History
The Chatham-Kent Public Utilities Commission (CK PUC) was created at the time of amalgamation in 1998 for hydro, water and wastewater services. This utility took on the responsibility of these services from 23 municipalities and 13 former utilities. Upon the deregulation of hydro and the creation of incorporated companies for hydro servicing, the sole responsibility of the CK PUC became water and wastewater servicing. Currently, CK PUC operates and maintains 8 water and 10 wastewater treatment facilities and systems. It owns approximately 1750 km of waterlines and 550 km of sanitary sewers and provides service to approximately 86,750 individuals. The creation of CK PUC was done in a manner that prepared the utility for the anticipated changes in the delivery of services to our customers. The design of the organization also took into account the future competitive environment in which the utility must operate.

CK PUC is updating the Water & Wastewater Master Plan!

We’re reviewing our current systems, planning for growth beyond 2051, and shaping long term, sustainable solutions for Chatham-Kent.

This study will help guide safe, reliable water and wastewater services across the municipality for decades. It will assess existing infrastructure, identify future needs, and support long range planning as our community grows.

As part of this work, Public Information Centres (PICs) will be held to share findings, present servicing options, and gather feedback from residents, businesses, and stakeholders.

Your input matters. Public participation will help shape future water and wastewater servicing in Chatham Kent.

Do Not Dispose of Hazardous Waste Down the Drain!
Dumping hazardous waste into the sewer system has serious consequences, including:
❗️Damage to the Collection System: Oil solidifies and coats sewer pipes, causing blockages and restricting flow. Blockages can result in sewer backups, basement flooding, and costly emergency repairs.
❗️Pump Station Failures: Oil and grease accumulate on pump impellers and floats, leading to overheating, equipment failure, and increased maintenance requirements.
❗️Operational Impacts at Wastewater Treatment Plants: Oil interferes with the biological treatment process, creating toxic conditions for microorganisms essential to wastewater treatment. This can result in process upsets, environmental non-compliance, and significant recovery costs.
❗️Health and Safety Concerns: Petroleum products introduce fire hazards and create unsafe working conditions for CK PUC staff.

The Chatham-Kent Public Utilities Commission (CK PUC) is required under the Municipal Act, 2001, Part XII to pass a by-law in order to impose fees or charges related to Water and Wastewater Systems.

Under the Municipality’s Notice Bylaw 137-2020, before passing a by-law under Part XII of the Act, CK PUC is required to:
• Hold at least one public meeting at which any person who attends has an opportunity to make representation with respect to the matter.
• Publish Public Notice on the Municipal Website a minimum of 14 days prior to the meeting.

Administration will be submitting a revision to the Water and Wastewater Rates By-law to amend certain fees at the next regular public meeting on January 15, 2026.
