TNRD AAP - TNRD is asking all residents in the TNRD - including the Village of Chase for support on this project.

The Thompson-Nicola Regional District (TNRD) has commenced an alternative approval process (AAP), seeking approval to borrow funds for construction of a proposed Regional Search and Rescue Hall and Training Facility and to fund operations of the proposed facility.

The facility would serve as the headquarters for Kamloops Search and Rescue (KSAR) and be a regional training centre for Search and Rescue groups across the Thompson-Nicola region. The site for the proposed facility is in the Kamloops neighbourhood of Rayleigh, at 4420 Devick Rd, adjacent to the Yellowhead Highway.

As part of the AAP, residents in all 10 TNRD Electoral Areas and 11 Member Municipalities are being asked if they support borrowing up to $6.3 million over a 20-year loan period to fund construction of the Regional Search and Rescue Hall, and funding up to $100,000 annually for operating costs of the building. The estimated residential tax rate is $1.07 per $100,000 of assessed value; this means a property valued at $680,000 in the TNRD would expect to pay approximately $7.37 per year for capital and operating costs of this facility.

If you are in favour of the project, no action is needed. If you are not in favour, you must submit an Elector Response Form to the TNRD between May 26 and June 26, 2026. If 10% or more of eligible electors in the proposed service area submit a valid Elector Response Form by the deadline, the AAP would not pass.

Elector Response Form Pick-up: Forms can be downloaded and printed online by following links below, or picked up in-person at the TNRD Civic Building office or the office of 10 member municipalities (Ashcroft, Barriere, Cache Creek, Chase, Clearwater, Clinton, Logan Lake, Merritt, Sun Peaks).

Elector Response Form Submissions: Forms can be returned by email to [email protected], or to the TNRD Civic Building office by mail or in-person.

To all residents of the TNRD, including Village of Chase residents. This proposed facility and borrowing will affect all residents.

The TNRD has initiated an alternative approval process, seeking approval to borrow funds for construction of a Regional Search and Rescue Hall and Training Facility and to fund operations of the proposed facility.

The facility would serve as the headquarters for Kamloops Search and Rescue and be a regional training facility for Search and Rescue groups across the Thompson-Nicola region.

The estimated residential tax rate for capital and operating costs of this facility is $1.07 per $100,000 of assessed value; this means a property valued at $680,000 in the TNRD would expect to pay approximately $7.37 per year if the proposed project goes ahead.

The AAP is open from May 26 to June 26, 2026. If you are in favour of the project, no action is needed. If you are not in favour, you must submit an Elector Response Form by the AAP deadline.

Please note that Village office will be closed on Wednesday, July 1, for the Canada Day holiday.

Residents should also remember that they must apply for their Home Owner Grants through the Province of BC. As of 2021, municipalities can no longer accept applications. Home Owner Grant applications are still due at the same time as property taxes, so it is encouraged that residents apply for their 2026 Home Owner Grants before July 2 to avoid a penalty.

For more information and to apply, visit Gov.BC.ca/HomeOwnerGrant or call 1-888-355-2700.

Residents who are experiencing financial difficulties should note that Home Owner Grants can be applied for without making a tax payment, which will reduce the tax balance owing. Partial payments before the due date will also reduce the penalty incurred.

The purpose of the flood mitigation planning process is to improve understanding of natural hazards and strengthen community preparedness and resilience. Increasingly, climate-related impacts have demonstrated the importance of taking proactive measures to protect communities, infrastructure, and vulnerable areas before significant damage occurs.
