MVA Fund Botswana Provision of compensation in the form of benefits to those affected by road crashes within Botswana, and promotion of road safety and injury prevention.

Botswana Motor Vehicle Accident Fund started operations on 1 January 1987. Its establishment was at short notice, born of necessity by the insurance industry’s announcement of intended increases of third party premiums by up to 600 per cent. The industry had cited escalating road traffic accidents as the root cause of the intended premium increase, but Government was concerned that the proposed escalations were out of reach for most motorists. The Fund was born with the ultimate aim of providing “automatic” third party cover through the payment of a fuel levy. The process culminated in the enactment of the Motor Vehicle Insurance Fund Act of 1986. At inception in 1987, the Fund (then called the Motor Vehicle Insurance Fund) was housed within the Ministry of Finance and Development Planning building in the government enclave. It was managed and administered by the staff of the Ministry of Finance and Development Planning until 1990. In 1992, it moved out of the Ministry’s building to rented premises in what was then called Martex House. The Fund moved to its current headquarters building in 1998. In the same year, it adopted a new set of amendments which reviewed some of the compensation parameters set by the old Act. The upshot was a set of minor limitations on payment in order to ensure the Fund’s continued sustainability. The amendments further transformed the then Motor Vehicle Insurance Act to the Motor Vehicle Accident Act. This change was important in distancing the fund from insurance companies and their infamous reputation for being reluctant to settle claims. Subsequent to the adoption of the new Act, the Fund intensified its public education efforts – an initiative which has resulted in significant year on year average increases in the number of claims settled. The MVA Fund Act of 1998 was however amended through the MVA Fund Act no. 15 of 2007, which is the current governing law. The amendment was necessitated by the desire to provide the Fund's services to as many people as possible. The 1998 Act had some far reaching limitations which left out many road crash victims. The 2007 Act has therefore brought about universal coverage to the MVA Fund’s claimants.

MVA Fund participated in the inaugural Trans Kalahari Corridor (TKC) Investment & Connectivity Golf Day, held under the theme:

“𝗔 𝗦𝘄𝗶𝗻𝗴 𝗳𝗼𝗿 𝗮 𝗣𝘂𝗿𝗽𝗼𝘀𝗲, 𝗔 𝗪𝗮𝘃𝗲 𝗳𝗼𝗿 𝗮 𝗦𝘁𝗼𝗿𝘆 – 𝗗𝗿𝗶𝘃𝗶𝗻𝗴 𝗧𝗿𝗮𝗱𝗲, 𝗟𝗶𝗻𝗸𝗶𝗻𝗴 𝗠𝗮𝗿𝗸𝗲𝘁𝘀.”

The event was officially officiated by Honourable Keoagile Atamelang, Minister of Transport and Infrastructure – Botswana, and was graced by Honourable Letlhogonolo Barongwang, Assistant Minister of Transport, and Former Vice President, Honourable Slumber Tsogwane, alongside key stakeholders, business leaders, corporate partners and members of the golfing community.

Beyond the golf course, the inaugural event provided a valuable platform for networking, relationship building and stakeholder engagement, bringing together the public and private sectors to connect, exchange ideas and explore opportunities for collaboration.

The event also highlighted the importance of strong partnerships and connectivity in driving trade, linking markets and contributing to Botswana’s broader socio-economic development.

For MVA Fund, participation provided an opportunity to engage with stakeholders and reinforce the Fund’s commitment to road safety, accident prevention, victim support, rehabilitation and care for individuals and families affected by road crashes.

As the Trans Kalahari Corridor facilitates the movement of people, goods and services across the region, MVA Fund continues to advocate for safer mobility and responsible road use, recognising that economic connectivity must be supported by safe roads and protected road users.

STRENGTHENING ROAD SAFETY CAPACITY

The MVA Fund held a workshop for members of the Serowe, Palapye and Mahalapye District Road Safety Committees, bringing together key road safety stakeholders to strengthen collaboration and build capacity for effective road safety interventions.

The workshop focused on the COM-B framework for behaviour change, data-driven road safety planning, project management, implementation, monitoring and evaluation.

Participants also explored the MVA Fund’s mandate and role in road safety, while sharing challenges, lessons learnt and best practices.

Together, we are strengthening coordinated, evidence-based approaches to help reduce road crash-related injuries and fatalities in Botswana.

𝗕𝗢𝗥𝗥𝗔 — 𝗜𝗠𝗔𝗚𝗜𝗡𝗘 𝗟𝗜𝗙𝗘 𝗪𝗜𝗧𝗛𝗢𝗨𝗧

MVA Fund held a Men’s Road Safety Pitso in Palapye, bringing together men from Palapye and surrounding communities to reflect on road safety and the role men can play in preventing road traffic crashes.

Officially opening the Pitso, MVA Fund CEO Mr Michael Mooketsi Tlhagwane highlighted the concerning reality that men account for approximately 70% of the estimated 400 people who lose their lives on Botswana’s roads annually. He called for greater attention to male road-user behaviour and attitudes towards risk.

Guest speaker His Excellency Lieutenant Dr Seretse Khama Ian Khama and Bamangwato Kgosikgolo Kgosi Khama IV emphasised that behind every life lost is a father, husband, son, brother, friend, colleague or family provider. He noted that the loss of a man can push families into financial hardship, affect children emotionally and psychologically, and deprive communities of productive citizens.

The Pitso provided a platform for open dialogue, reflection and shared responsibility, encouraging men to make safer choices and become champions of responsible road use.
