Ambassador Jaime Victor B. Ledda joined MEP Wouter Beke, Chair of the European Parliamentโ€™s relations with ASEAN, and former EU Ambassador Andrew Jacobs as a high-level panelist at the ASEAN Business Forum held in Brussels.

Organized by ASEANcham EU in collaboration with the ASEAN Brussels Committee, the forum brought together ASEAN ambassadors, EU officials, business chambers, and private sector representatives for a discussion on ASEAN-EU trade and investment relations amid shifting global trade conditions.

The Manila Declaration on Seafarersโ€™ Human Rights, Safety, and Well-being, launched during the International Conference on Seafarersโ€™ Human Rights, Safety, and Well-being held on 1-2 September 2025, affirms that seafarers are key workers who sustain global trade, food security, and supply chains; underscores that human rights apply on land and at sea, in peace, crisis, and conflict situations alike; and calls for coordinated action by governments, industry, international organizations, and civil society. Belgium is one of the 31 states that has endorsed the declaration (as of 30 March 2026).

Maritime Industry Authority (MARINA) Administrator Sonia Malaluan, who assumed recently in November 2023, assured DG MOVE of the Philippine governmentโ€™s serious efforts towards innovation, digitalization, and enabling reforms in MARINA.

The Philippine Embassy in Belgium convened a town hall gathering on 20 May 2026 bringing together Filipino scholars, PhD students, researchers, and professors based in Belgium, alongside officials from the Department of Science and Technology (DOST), the Commission on Higher Education (CHED), and Philippine state universities.

Hosted by Ambassador Jaime Victor B. Ledda at the Philippine Embassy in Brussels, the gathering aimed to strengthen engagement with the Filipino academic and scientific community in Belgium and explore opportunities for future collaboration.

The panel featured DOST Undersecretary for Regional Operations Dr. Sancho A. Mabborang, DOST Assistant Secretary Napoleon K. Juanillo, Jr., CHED Commissioner Ricmar P. Aquino, and Ambassador Ledda.

During the discussion, DOST officials presented the Philippine Technology Evaluation and Standards for Testing (PHITEST) initiative and shared information on the Balik Scientist Program, which encourages overseas Filipino experts to contribute their knowledge and expertise to Philippine development through research, innovation, and academic collaboration.

Participants raised questions and exchanged views on strengthening linkages between Philippine and Belgian universities, supporting research and innovation partnerships, expanding academic mobility and exchanges, and creating opportunities for greater engagement between overseas Filipino academics and Philippine institutions.

Philippine Ambassador to Belgium and the European Union Jaime Victor B. Ledda participated as a panel speaker at the Asia-Europe Foundation (ASEF) Lecture Series entitled "From Globalisation to Economic Security: Asia-Europe Perspectives" held on 11 May 2026 in Brussels.

The lecture series convened policymakers, diplomats, academics, and representatives from European and Asian institutions to exchange views on the evolving global economic landscape, including the implications of economic security policies, supply chain resilience, connectivity, and the future of Asia-Europe cooperation amid ongoing geopolitical and economic developments.

Ambassador Ledda joined fellow panelists in a policy-focused discussion on how Asia and Europe could sustain open and rules-based economic engagement while addressing emerging concerns relating to strategic dependencies, trade diversification, critical technologies, and economic resilience. The discussion likewise underscored the importance of dialogue and cooperation in preserving an inclusive and predictable international economic environment.

In his intervention, Ambassador Ledda highlighted the value of ASEAN-EU engagement in promoting practical cooperation, regional stability, and sustainable economic growth. He also emphasized the importance of maintaining channels for constructive dialogue between Asia and Europe amid increasing global uncertainty and evolving economic challenges.

The event formed part of the Asia-Europe Foundation's continuing efforts to foster greater understanding and collaboration between Asian and European stakeholders through policy dialogue and intellectual exchange.
