A historical opinion by the European Commission’s then top lawyer, obtained by EUobserver, said the bloc was legally entitled to suspend cooperation with Israel, such as its ‘Horizon Europe’ science grants and ‘Erasmus’ student-exchange scheme, already in 2017 due to Israel’s violations of international law in the West Bank. It showed the EU was fully aware of Israeli abuses, that they were getting worse, that dialogue with Israel was ineffective, and that Palestinians had no legal redress.

A "strictly confidential", but leaked, EU legal memo from 2017 said Europe was entitled to freeze Israel science grants and free-trade perks over its West Bank aggression. "What was then a legitimate option, today is a legal obligation," an Italian expert said.

Stage for Justice and a Loud Voice Against Israel’s Participation in the 2026 Eurovision Song Contest in Vienna, The event “Song Protest” on May 15, 2026, at Maria-Theresien Platz in the center of Vienna was a resounding success, with thousands of people expressing their solidarity with Palestine. The event brought Palestinian music as well as groups from European countries and cultural performances in solidarity with Palestine. Highlight of the many talks was Michael Barenboim.

A large number of press representatives were present, including numerous members of the foreign press. Major European television stations as well as print media covered the event. Austria’s major mainstream broadcasters were also present.

The event proceeded peacefully and brought together people of diverse backgrounds.

By the time the main acts began around 8:00 p.m., the number of guests had grown to around 2,500, and the atmosphere of the festival was carried and swept away by an electrifying and inspiring wave.

On May 16 – the day of the Eurovision Song Contest - a big demonstration (also organized by Palestine Solidarity Austria) led from the Westbahnhof to the vicinity of Viennese Stadthalle (the location of the ESC). It was a great success with over 5000 marchers (on a cold, rainy day), excellent talks including about the ongoing Nakba, lots of flags, and paraded through a large residential area of Vienna.

When a state’s ruling coalition is increasingly composed of hardline annexationists and supremacists, in other words, politicians who openly embrace methods and goals that violate international human rights and humanitarian norms, the international community cannot treat business as usual as if nothing is at stake.

The EU and its member states have clear levers at their disposal which are in full compliance with international and European law and politically feasible: suspend the Association Agreement with Israel, halt arms transfers, impose severe sanctions on extremist politicians, settlers and security actors credibly implicated in war crimes, and ban trade with and investments in Israel’s illegal settlements.

These measures would have been calibrated attempts to restore deterrence, exact significant political and economic costs on Israeli perpetrators and reassert normative boundaries.

Instead, Europe chose appeasement by neglect.
