সরকার ২০২৫ সালের ৭ মে বন্যপ্রাণী (সংরক্ষণ ও নিরাপত্তা) আইন, ২০১২ অনুযায়ী বিলকুমারি-বিলজোয়ানাকে জলাভূমি নির্ভর প্রাণী অভয়ারণ্য ঘোষণা করে। এটি উত্তরাঞ্চলের অন্যতম গুরুত্বপূর্ণ মিঠাপানির জলাভূমি, যা দেশীয় মাছ, পাখি ও জলজ প্রাণীর আবাসস্থল।

বিলকুমারি-বিলজোয়ানার প্রাণবৈচিত্র্যের সুরক্ষায় আইনের যথাযথ প্রয়োগ নিশ্চিত করতে হবে। এখানে চায়না দুয়ারি জাল ও অতি ঝুঁকিপূর্ণ কীটনাশকের অস্বাভাবিক ব্যবহার হচ্ছে কিন্তু যথাযথ আইনগত ব্যবস্থা নেয়া হচ্ছে না।

Rajshahi groups seek action to halt illegal lead recycling in city

The memorandum cites child lead exposure risks, alleged nighttime battery burning in Paba and calls for mobile courts, monitoring and public awareness campaigns.

Youth and environmental groups in Rajshahi on Sunday submitted a memorandum to the district administration demanding an immediate halt to the illegal burning of old batteries for lead production and recycling, saying the practice threatens the environment, biodiversity and public health.

A delegation from Varendra Youth Forum and Green Coalition, an alliance of youth, environmental, voluntary, social and cultural organisations in the Barind region of northwestern Bangladesh, submitted the memorandum at 2:00 pm to Rajshahi Deputy Commissioner and District Magistrate Kazi Shahidul Islam.

The memorandum said old batteries are being burned illegally to produce and recycle lead, a process it described as highly dangerous for the environment and public health.

It said the burning of batteries produces toxic black smoke with a strong, pungent smell, creating severe air pollution and health risks. Tiny particles of lead enter the air and sharply increase lead levels in the human body, it said, adding that exposure can cause breathing difficulties, pneumonia, kidney complications, anaemia and even cancer.

The groups said the pollution also contaminates soil, water and air, damages cropland and kills livestock and biodiversity.

Citing UNICEF’s report “The toxic truth: Children’s exposure pollution undermines a generation of potential”, the memorandum said one in three children worldwide, or about 800 million children, have blood lead levels at or above 5 micrograms per decilitre. Nearly half of them live in South Asia.

In Bangladesh, an estimated 35.5 million children have blood lead levels of 5 micrograms per decilitre, the memorandum said. It added that lead poisoning severely hampers children’s brain development, and that Bangladesh ranks fourth among the worst-affected countries in terms of the number of children affected.

The memorandum alleged that an illegal battery-burning operation has long been running inside the boundary of a business named “Eight Star Metal” near the road beside the Fire Service station on Airport Road in Paba Upazila of Rajshahi district.

It said old batteries are burned there at night and lead is collected, putting Rajshahi’s environment, biodiversity, agricultural land and public health at serious risk.

The memorandum said existing environmental laws and policies in Bangladesh prohibit such activities, but illegal factories continue to operate in Rajshahi and other parts of the country. Authorities sometimes conduct drives to shut them down, it said.

The groups placed five demands for stopping the illegal burning of old batteries for lead production and recycling in Rajshahi and across Bangladesh.

They demanded an immediate halt to illegal battery burning at night in Paba and all other areas of Rajshahi, and the permanent eviction of all illegal factories built beside localities and cropland.

They also demanded the arrest and exemplary punishment of owners involved in lead burning without environmental clearance and licences.

The memorandum called for stronger monitoring to protect Rajshahi’s environment, biodiversity and public health, and for regular mobile courts by the Department of Environment and local administration. It said surveillance should be increased in such areas, particularly from evening to dawn.

The groups also called for government action to raise awareness about the dangers of lead pollution, including public announcements by microphone and awareness meetings in different areas. Local youth and voluntary organisations should be involved in the effort, they said.

Separate memoranda were also sent to Rajshahi Divisional Commissioner Md Yusuf Ali, Department of Environment Rajshahi Deputy Director Mosammat Tachmina Khatun and Paba Upazila Nirbahi Officer Md Ibnul Abedin.

Those present included Barendra Youth Forum President Md Atiqur Rahman, General Secretary Poly Rani, Amar Bangla Tarun Sangha President Tahmid Zaki, Swachchhalata Association President Ehteshamul Alam Joha, Green Coalition Rajshahi members Miratuz Jahan Mili, Rakib Hasan Bappi and Sumaiya Khatun, among others.

During the meeting with the deputy commissioner, the delegation urged immediate effective steps to stop lead pollution to protect Rajshahi’s environment, biodiversity and public health. They also called for action to protect Rajshahi’s ponds, dighis, water bodies and reservoirs.

স্মারকলিপিতে বলা হয়েছে, পুরাতন ব্যাটারি পুড়িয়ে অবৈধভাবে সিসা (Lead) তৈরি ও রিসাইক্লিং করা হয়, যা পরিবেশ ও জনস্বাস্থ্যের জন্য অত্যন্ত বিপজ্জনক। ব্যাটারি পোড়ানোর সময় তীব্র ঝাঁঝালো গন্ধযুক্ত বিষাক্ত কালো ধোঁয়া উৎপন্ন হয়। ফলে পরিবেশ দূষণ ও মারাত্বক স্বাস্থ্যঝুঁকি তৈরি হয়। বাতাসে সিসার ক্ষুদ্রকণা মিশে যাওয়ায় মানুষের শরীরে সিসার মাত্রা মারাত্মকভাবে বেড়ে যায়। এতে শ্বাসকষ্ট, নিউমোনিয়া, কিডনি জটিলতা, রক্তশূন্যতা এবং ক্যান্সার পর্যন্ত হতে পারে। এছাড়াও মাটি, পানি ও বাতাস দূষিত হয়। নষ্ট হয় ফসলি জমি এবং মারা যায় গবাদি পশু ও প্রাণবৈচিত্র্য।

ইউনিসেফ ‘দ্য টক্সিক ট্রুথ: চিলড্রেনস এক্সপোজার পলিউশন আন্ডারমিন্স এ জেনারেশন অব পোটেনশিয়াল’ শীর্ষক গবেষণা প্রতিবেদন উল্লেখ করে বলা হয়, বিশ্বজুড়ে প্রতি তিন শিশুর একজন বা প্রায় ৮০ কোটি শিশুর রক্তে সিসার মাত্রা প্রতি ডেসিলিটারে ৫ মাইক্রোগ্রাম বা তারও বেশি। এ শিশুদের প্রায় অর্ধেকের বসবাস দক্ষিণ এশিয়ায়। বাংলাদেশে আনুমানিক ৩ কোটি ৫৫ লাখ শিশুর রক্তে সিসার মাত্রা ৫ মাইক্রোগ্রাম/ডেসিলিটার। এতে শিশুদের মস্তিষ্কের বিকাশ মারাত্মকভাবে বাধাগ্রস্ত হয়। সিসার বিষক্রিয়ায় আক্রান্ত বিশ্বের তিন ভাগের এক ভাগ শিশু। ক্ষতিগ্রস্ত শিশুদের সংখ্যার দিক থেকে সবচেয়ে খারাপ অবস্থানে থাকা দেশগুলোর ভেতর বাংলাদেশ চতুর্থ।

স্মারকলিপিতে বলা হয়েছে, রাজশাহীর পবা উপজেলার বিমানবন্দর সড়কে ফায়ার সার্ভিসের পাশের রাস্তার একটু সামনে “এইট স্টার মেটাল” নামের একটি প্রতিষ্ঠানের বাউন্ডারির ভেতরে দীর্ঘদিন ধরে চলছে অবৈধ ব্যাটারি পোড়ানোর কারবার। এখানে রাতের আধারে পুরনো ব্যাটারি পোড়ানো হয় এবং সিসা সংগ্রহ করা হয়। অবৈধভাবে ব্যাটারি পুড়িয়ে সিসা পোড়ানোর ফলে রাজশাহীর পরিবেশ, প্রাণ-প্রকৃতি, কৃষিজমি ও জনস্বাস্থ্য মারাত্বক হুমকির মুখে পড়ছে। বাংলাদেশের বিদ্যমান পরিবেশ আইন ও নীতিমালাগুলো অনুযায়ী এটি সম্পূর্ণ নিষিদ্ধ হলেও রাজশাহীসহ দেশের বিভিন্ন স্থানে অবৈধভাবে এ ধরনের কারখানা পরিচালিত হচ্ছে, যার বিরুদ্ধে প্রশাসন মাঝে মাঝে অভিযান পরিচালনা করে বন্ধ করার উদ্যোগ নেয়।

স্মারকলিপিতে রাজশাহীসহ সারাদেশে অবৈধভাবে পুরাতন ব্যাটারি পুড়িয়ে সিসা তৈরি ও রিসাইক্লিন বন্ধে ৫ দফা দাবি জানানো হয়েছে। দাবিসমূহ হলো- পবাসহ রাজশাহীর সব এলাকায় রাতের আধারে চলা অবৈধভাবে ব্যাটারি পোড়ানো অবিলম্বে বন্ধ করতে হবে; লোকালয় এবং ফসলি জমির পাশে গড়ে ওঠা সব অবৈধ কারখানা স্থায়ীভাবে উচ্ছেদ করতে হবে; পরিবেশ ছাড়পত্র ও লাইসেন্স ছাড়া সিসা পোড়ানোর অপরাধে জড়িত মালিকদের গ্রেফতার ও দৃষ্টান্তমূলক শাস্তি নিশ্চিত করতে হবে; রাজশাহীর প্রাণ-প্রকৃতি, পরিবেশ সুরক্ষা ও জনস্বাস্থ্য সুরক্ষায় নজরদারি বাড়াতে হবে। পরিবেশ অধিদপ্তর ও স্থানীয় প্রশাসনের মাধ্যমে নিয়মিত ভ্রাম্যমান আদালত পরিচালনা করতে হবে। বিশেষত সন্ধ্যা থেকে ভোররাত পর্যন্ত এরকম এলাকাগুলোতে নজরদারি বাড়াতে হবে; সিসা দূষণের ভয়াবহতা সম্পর্কে সরকারি উদ্যোগ গ্রহণ করতে হবে। এলাকায় এলাকায় মাইকিং ও সচেতনতামূলক সভার আয়োজন করতে হবে। এ কাজে স্থানীয় তরুণ, যুব ও সেচ্ছাসেবী সংগঠনসমূহকে যুক্ত করতে হবে।

এছাড়াও পৃথক স্মারকলিপি রাজশাহীর বিভাগীয় কমিশনার মো. ইউসুফ আলী, পরিবেশ অধিদপ্তর রাজশাহীর উপ-পরিচালক মোছা: তাছমিনা খাতুন এবং উপজেলা নির্বাহী অফিসার পবা মো. ইবনুল আবেদীন বরাবর প্রেরণ করা হয়েছে। এসময় উপস্থিত ছিলেন, বরেন্দ্র ইয়ুথ ফোরামের সভাপতি মো. আতিকুর রহমান, সাধারণ সম্পাদক পলি রানী, আমার বাংলা তরুন সংঘের সভাপতি তাহমিদ জাকি, স্বচ্ছলতা এসোসিয়েশন এর সভাপতি ইহতেশামুল আলম জোহা, গ্রিন কোয়ালিশন রাজশাহীর সদস্য মিরাতুজ জাহান মিলি, রাকিব হাসান বাপ্পি, সুমাইয়া খাতুনসহ প্রমূখ।

স্মারকলিপি প্রদানের সময় জেলা প্রশাসকের সাথে সাক্ষাৎকালে রাজশাহীর প্রাণ-প্রকৃতি, পরিবেশ ও জনস্বাস্থ্য সুরক্ষায় সিসা দূষণ বন্ধে উল্লিখিত ৫ দফা দাবিসহ রাজশাহীর পুকুর-দিঘি, জলাশয়-জলাধারগুলো সুরক্ষায় অবিলম্বে কার্যকর পদক্ষেপ গ্রহণের আহ্বান জানানো হয়।

A climate-resilient tree planting and seed-sowing campaign was held in the drought-prone Barind region as part of efforts to promote local biodiversity, food security and environmental sustainability.

Development research organisation BARCIK, Green Coalition, agricultural researchers, and teachers and students of Talanda Ananda Mohan High School jointly organised the programme on Tuesday.

The initiative was undertaken in solidarity with the government's programme to plant 250 million trees across the country. The organisers aim to sow seeds of 1 million native fruit, forest and medicinal tree species across the Barind region, including Rajshahi and Chapainawabganj districts.

As part of the campaign, seeds were sown along both sides of a two-kilometre road in Talanda village of Tanore upazila in Rajshahi after school hours.

Teachers and students, local farmers and members of the Green Coalition jointly sowed around 2,000 palmyra palm seeds, 1,000 native jujube seeds, 500 neem seeds, 100 tamarind seeds, 200 native date palm seeds, 150 jackfruit seeds and around 400 black plum seeds along the road.

National Agriculture Award-winning self-taught agricultural researcher and Green Coalition Tanore upazila convener farmer Nur Mohammad, BARCIK regional coordinator Shahidul Islam, Barind Youth Forum President Atikur Rahman, assistant teachers Mrinal Kumar Pal and Monira Khatun, Jayanti Rani and other teachers of Talanda school attended the programme along with around 200 students.

Rajshahi slum residents demand fair access to social protection now

Speakers urged authorities to remove paperwork, address and administrative barriers that prevent Rajshahi’s urban poor from receiving state support during economic and climate-related shocks.

Low-income and marginalised residents of a slum in the northwestern Bangladesh city of Rajshahi have demanded effective access to government social protection programmes, saying many eligible urban poor people remain excluded despite facing poverty, insecure work, rising prices, health risks, unsafe housing and growing climate-related threats.

The demands were raised on Sunday, August 23, at an advocacy meeting titled “Problems faced by low-income urban people in being included in social protection programmes” at Budhpara slum under Motihar police station in Rajshahi city.

The meeting was jointly organised by BARCIK, a development research organisation and the Barind Youth Forum with members of the urban poor community living in the slum.

Speakers said the purpose of social protection programmes was to reduce poverty and inequality and ensure security for the lives and livelihoods of vulnerable people. But they said many eligible slum residents were still being left out because of a lack of information, shortages of necessary documents including national identity cards and birth certificates, problems over permanent addresses, complicated application procedures and barriers in communicating with relevant offices.

They said urban poverty differed from rural poverty, with most slum residents working in the informal sector, earning irregular incomes and facing insecure jobs and housing.

Sudden crises such as heatwaves, heavy rainfall, waterlogging, fires, disease or loss of employment can push a poor family deeper into poverty, the speakers said.

“Social protection is not charity or a donation; it is a human right and a responsibility of the state,” they said.

Slum residents play an important role in keeping the city’s economy and daily life functioning, but the social and institutional protection they receive remains very limited compared with their labour and contribution, the speakers said.

Domestic workers, rickshaw and van drivers, construction workers, small traders, cleaners, hawkers and large numbers of people in informal work are an important part of the urban economy, they said. But their incomes and livelihoods remain highly insecure, making it urgent to make social protection life-cycle-based, employment-sensitive and responsive to disaster risks.

Rahima Khatun, 60, a resident of Budhpara slum, said many people in the area did not know how to access government services.

“We live in the city, we work in the city but many of us do not know about government opportunities and services. We do not know where to go, how to apply or what papers are needed. Because of paperwork or address problems, we often do not receive benefits even when we are eligible. We want the government and relevant offices to come to the slum, give us information and help us apply,” she said.

Another resident, Jaheda Begum, 55, said income insecurity made poor families especially vulnerable to shocks.

“Our income is not the same every day. If there is no work, there is no income. If illness, an accident, extreme heat, rain and waterlogging or fire causes damage, it becomes difficult to recover. Families with elderly people, women, children and members with disabilities face even more problems. We want social protection not to remain only on paper but to reach poor people like us in reality,” she said.

Rahela Begum, 62, said residents often gave up after repeated attempts to seek services.

“When we go to the councillor’s office for services, they send us away saying the papers are not correct or it cannot be done now. After going again and again, we stop going,” she said.

Md Atikur Rahman, president of the Barind Youth Forum, said the exclusion of slum residents reflected both administrative weakness and social inequality.

“The purpose of social protection programmes is to protect the most vulnerable people in society. But if urban slum residents are excluded from these benefits because of information, paperwork, address or administrative complexities, that is not only an administrative gap but also an expression of social inequality. Specific targets, easy application procedures and participation of local people must be ensured for the urban poor. Climate change is increasing their risks, so social protection must also be linked with climate adaptation,” he said.

Amit Sarkar, programme officer at BARCIK, said income alone did not capture the full scale of vulnerability faced by slum communities.

“If the poverty of slum residents is measured only by income, the real picture of their risks will not be found. They live with multidimensional risks including unsafe housing, irregular income, health risks, limited water and sanitation, fires, waterlogging and heatwaves. Therefore, social protection should not be limited to preparing lists; support is needed at every stage, including information, paperwork, application, verification and receipt of funds,” he said.

The meeting called for updated lists of potential social protection beneficiaries in all slums and informal settlements under Rajshahi City Corporation, and the inclusion of all eligible elderly people, widows, women deserted or distressed by husbands, persons with disabilities, pregnant and lactating mothers and poor students in relevant programmes.

Participants also demanded information services, help desks and simple application processes in slum areas; support for poor people in preparing national identity cards, birth certificates, bank or mobile financial accounts and other necessary documents; specific targets and adequate allocations for urban poor and slum residents in social protection programmes; transparency, accountability and participation of local slum residents in beneficiary selection; and risk-responsive and adaptation-oriented social protection for poor families affected by urban disasters including heatwaves, waterlogging and fires.

The meeting also called for meaningful participation of slum residents in urban development, housing, rehabilitation and climate adaptation planning.

Participants urged Rajshahi City Corporation, the district administration, the Department of Social Services, institutions linked to women and children’s affairs and all government agencies implementing social protection programmes to identify barriers to the inclusion of slum residents and urban poor people and take swift, coordinated action.

Speakers said it would not be possible to build an inclusive, just and climate-resilient Rajshahi by excluding the urban poor. They said slum residents must be recognised not merely as beneficiaries but as rights-bearing citizens and partners in urban development.

আমু চা-বাগানের মাটান বুঢ়হা তাঁদের একজন। ৬০ বছরে অবসরে গেলে মাটানের কাজটি পান বড় ছেলে লড়গো খাড়িয়া। লড়গো থেকে কাজটি পান তাঁর ছেলে বনদুলের স্ত্রী বুধনী খাড়িয়া। বুধনীর কাজটি পান তাঁর ছেলে মনবধুয়া। মনবধুয়ার ছেলে স্বপন বাবার কাজটি নিয়ে এখন আমু বাগানের একজন স্থায়ী শ্রমিক। এভাবেই বংশ থেকে বংশে পরিবার-পরিজনের একজনের কাছে চা-বাগানের স্থায়ী শ্রমিকের কাজ স্থানান্তরিত হয়। স্বপন ও রূপা খাড়িয়ার দুই সন্তান তন্ময় ও অঙ্কিত স্কুলে পড়ে। সন্তানেরা চা-শ্রমিক হোক, এটা তারা চায় না। স্বপনের বাবার দৈনিক মজুরি ছিল আট আনা। আর স্বপনের বর্তমান মজুরি ১৮৭ টাকা। দুর্মূল্যের বাজারে এই টাকায় কীভাবে সংসার চলে, তা এক জাতীয় জিজ্ঞাসা।

শুরু থেকেই চা-বাগান ছিল দাসত্বের এক বন্দী কারাগার। তামার তৈরি ‘টি-টোকেন’ মুদ্রা দিয়ে শ্রমিক কেনাবেচা হতো তখন। পয়সায় বাগানের নাম থাকত। এক বাগানের পয়সা আরেক বাগানে চলত না। বাগানের ম্যানেজার বাবুদের জুতা পরিয়ে দিতে হতো। কাজের সময় পানি খেতে শ্রমিকদের কোনো গ্লাস দেওয়া হতো না। কর্মকর্তাদের বাংলোয় ঢুকতে হতো পেছনের দরজা দিয়ে। দিনে ২৪ কেজি চা-পাতা তোলার মাপটি হলো ‘নিরিখ’। এক নিরিখ পূর্ণ না হলে পুরো মজুরি মিলত না। মালিকেরা নিরিখ ফাঁকি দিতেন। মজুরি বকেয়া রাখতেন। শ্রমিকের সন্তানদের পড়তে দেওয়া হতো না, তারা যাতে উচ্চশিক্ষা না পায়, কর্তৃপক্ষ সে বিষয়ে তৎপর থাকত। বাগান প্রতিষ্ঠার ১৮ বছর পর আমুতে ১৮৮৮ সালে তৈরি হয় ঘনশ্যামপুর প্রাথমিক বিদ্যালয়। বছর বছর অনাহার আর অসুখে মারা যেত মানুষ।

চা-বাগানের এই নির্দয় দুঃশাসনের বহু বদল ঘটেছে। কিন্তু চা-শ্রমিকদের এখনো ‘দাস’ হিসেবেই দেখা হয়। একটুকরো বসতভিটা ও চাষের জন্য ‘ক্ষেতল্যান্ড’ জমি দেওয়া হলেও এসবের স্থায়ী বন্দোবস্ত নেই। প্রায় ২০০ বছর ধরে রক্ত-লিকারে দেশকে চাঙা রাখলেও চা-বাগানের শ্রমিকেরা কার্যত ভূমিহীন।

‘মুল্লুকে চলো’, হাতবন্ধ থেকে মজুরি—লাগাতার আন্দোলন হয়েছে চা-বাগানে, কিন্তু মুক্তি মেলেনি। ১৭৯১ সালে সংগঠিত আফ্রিকা, ইউরোপ, আমেরিকা ও ক্যারিবীয় অঞ্চলের ট্রান্স-আটলান্টিক দাস-বাণিজ্যের বিরুদ্ধে তৎকালীন সেন্ট-ডোমিঙ্গে (বর্তমান হাইতি) গড়ে ওঠা বিদ্রোহের ভেতর দিয়ে হাইতি স্বাধীন হয়। ঐতিহাসিক হাইতি দাস বিদ্রোহের স্মরণে ২৩ আগস্টকে ইউনেসকো ‘আন্তর্জাতিক দাস-বাণিজ্য বিলোপ দিবস’ ঘোষণা করে। ১৯৯৮ সালের ২৯ জুলাই ইউনেসকোর ২৯তম সাধারণ সভায় দিবসটির সিদ্ধান্ত হয়। ১৯৯৮ সালে হাইতিতে এবং ১৯৯৯ সালে সেনেগালে দিবসটি প্রথম পালিত হয়।

রাষ্ট্র ও মালিকপক্ষের মাধ্যমে ‘দাস-বাণিজ্য বিলোপ’ বা ‘চা-শ্রমিক গণহত্যা’ দিবস—কোনোটিই পালিত হয় না চা-বাগানে। জুলুম ও জবরদস্তি আড়াল করার যে কলোনিয়াল লিগ্যাসি টেনে চলেছে চা-বাগান, তার আমূল সংস্কার দরকার। দৈনিক মজুরি ৫০০ টাকা, ন্যূনতম মজুরি বোর্ড প্রণীত ২০২৩ সালের গেজেট বাতিল, বাংলাদেশ চা শ্রমিক ইউনিয়নের (বি-৭৭) নির্বাচন এবং চা-বাগানিদের ভূমির বন্দোবস্ত—এই চার দফা দাবিতে আবারও সোচ্চার চা-বাগান।

দাস-দ্বীপ ‘গোরে’ থেকে চা-বাগানের ‘লেবার লাইন’
২০১১ সালে সেনেগাল গিয়েছিলাম, বিশ্ব সামাজিক ফোরামে। বিখ্যাত অর্থনীতিবিদ সামির আমিন এসেছিলেন। তিনি বলেছিলেন, সামাজিক লড়াইয়ের ভেতর দিয়ে অন্য রকম পৃথিবীও সম্ভব। রাজধানী ডাকার থেকে সমুদ্র পাড়ি দিয়ে গিয়েছিলাম আফ্রিকা উপকূলের সর্ববৃহৎ দাস-বাণিজ্য কেন্দ্র ‘গোরে দ্বীপে’। পর্তুগিজ, ডাচ, ইংরেজ ও ফরাসিরা এই ব্যবসা নিয়ন্ত্রণ করত। খোপের মতো গরাদ-ঘর কিংবা দাস-নিলামের নির্দয় মঞ্চ দেখে নিজেকে খুব অপরাধী মনে হয়েছিল।

ফেরার সময় আটলান্টিকের ঢেউয়ে দূরে সরতে থাকা গোরেকে আর অচেনা মনে হয় না। এটা তো বাংলাদেশের চা-বাগানের ‘লেবার লাইন’ বা শ্রমিক বস্তি! ইউনেসকো গোরেকে হেরিটেজ ঘোষণা করেছে। ঔপনিবেশিক দাসত্বের বহমান স্মৃতি নিয়ে দাঁড়িয়ে থাকা চা-বাগানগুলো কি কখনো হেরিটেজ ঘোষিত হবে?

একদিকে ঢাকা বিশ্ববিদ্যালয় প্রতিষ্ঠা চলছে, আরেক দিকে চা-বাগানের দাসত্ব ও নিপীড়নকে চুরমার করে শ্রমিকেরা ‘মুল্লুকে চলো আন্দোলন’ করছে। চা-বাগানের বহু প্রবীণজনের সঙ্গে আলাপে জানতে পারি, ইংরেজ ম্যানেজারবাবুরা খুব অত্যাচার করত। ১৬ ঘণ্টার বেশি কাজ করাত। শরীর আর মানাতে না পেরে মালগাড়িতে কেউবা হেঁটেই রওনা দিয়েছিল। ১৯২১ সালের ২০ মে গুলি করে হত্যা করা হয় শ্রমিকদের। রাষ্ট্র ও রেজিম চা-শ্রমিক গণহত্যার ইতিহাস গোপন করে রেখেছে। কেবল চা-বাগান নয়; অন্যায় দাসপ্রথা আর শ্রমশোষণের বিরুদ্ধে সংগঠিত নিম্নবর্গের সব আখ্যানই ইতিহাসের প্রবল কাঠামোতে অনুপস্থিত।

দাস-বাণিজ্য ও প্রথার নিষ্ঠুর স্মৃতি-বিস্মৃতি
দাস-বাণিজ্যের নিষ্ঠুরতা আলেক্স হ্যালির রুটস উপন্যাসের কুন্টাকিন্টের স্মৃতি-বিস্মৃতি নিয়ে হাজির হয় কখনো। গাম্বিয়ার মানডিনকা আদিবাসী গ্রাম থেকে জাল দিয়ে ধরে এনে যাকে দাস হিসেবে বিক্রি করা হয়েছিল। হেরিয়ট বিচের স্টোরের আঙ্কল টম’স কেবিন (১৮৫২), উইলিয়াম ওয়েলস ব্রাউনের ক্লোটেল (১৮৫৩), হারম্যান মেরভিলের বেনিটো সেরেনো (১৮৫৫), টনি মরিসনের বেলাভেড (১৯৮৭), আন্দ্রেয়া লেভির দ্য লং সং (২০১০) কিংবা ইয়া জিয়াসির ‘হোমগোয়িং (২০১৬)’ আখ্যানগুলোও দাস-বাণিজ্য, ঔপনিবেশিক জুলুম, দাসপ্রথা ও দাস বিদ্রোহের স্মৃতিকে সামনে আনে।

দাস-বাণিজ্য ও দাসত্বের রূপ, রূপান্তর কিংবা সীমানা ভূগোল, সময় ও ক্ষমতাকাঠামোর সঙ্গে বদলায়। চা-বাগানের বাইরেও বাংলাদেশে মানুষ বেচাকেনার বেশ কিছু প্রাচীন নথির সন্ধান পাওয়া যায়। এমন কিছু দলিল আছে সিলেট সদর সাবরেজিস্ট্রি অফিসের মহাফেজখানায়। ১৮০১, ১৮০৬, ১৮০৭ সালের দাস-বিক্রির সেসব দলিলে দেখা গেছে, গনাই ভান্ডারি বিক্রি হন ২৫ টাকায়, শেখ বিআনিয়া ১০ রুপিতে এবং নব দাসী ও তাঁর মেয়ে অমরা দাসী বিক্রি হয়েছিলেন একসঙ্গে।

একটা সময় জমিমালিক ও প্রভাবশালী পরিবারগুলো গরিব ও ঋণগ্রস্ত মানুষকে শ্রমের বিনিময়ে নির্দয়ভাবে নিজেদের দাস বানাত। গৃহশ্রম ও কৃষি উৎপাদন ঘিরেই গড়ে তোলা হয় দাসত্বের বন্দিজীবন। মহামারি, দুর্যোগ, যুদ্ধ, দুর্ভিক্ষ, দারিদ্র্য, ঋণ ও সামাজিক প্রান্তিকতার বিপদকে ব্যবহার করে অধিপতি সমাজ দাসপ্রথাকে অন্যায়ভাবে জারি রাখে। সুলতানি আমলে বাংলার সুলতানরা দাস আমদানি করতেন, বিশেষত আফ্রিকার ‘হাবশি’ দাসদের কথা জানা যায়। বাংলার দাসপ্রথাকে বৈশ্বিক দাস-বাণিজ্যের ময়দানে যুক্ত করে ইউরোপীয় উপনিবেশ।

গবেষক রিলা মুখার্জী (২০০৯) দক্ষিণ-পূর্ববঙ্গের উপকূলকে সপ্তদশ শতকের এক গুরুত্বপূর্ণ ‘দাস-সংগ্রহ’ অঞ্চল হিসেবে চিহ্নিত করেন। মোগলদের সঙ্গে পর্তুগিজ-আরাকানিজ দস্যুদের সংঘাতের একটা কারণ ছিল দাস-বাণিজ্য রোধ। অমল কুমার চট্টোপাধ্যায়ের (১৯৭৭) ‘স্লেভারি ইন দ্য বেঙ্গল প্রেসিডেন্সি আন্ডার ইস্ট ইন্ডিয়া কোম্পানি রুল ১৭৭২-১৮৪৩’ উপনিবেশ আমলে বাংলার দাসপ্রথার এক গুরুত্বপূর্ণ বিদ্যায়তনিক দলিল। ১৮৪৩ সালের ‘ইন্ডিয়ান স্লেভারি অ্যাক্টের’ মাধ্যমে প্রাতিষ্ঠানিক দাস-বাণিজ্যকে বাতিল করা হলেও সামাজিকভাবে দাসপ্রথার নানারূপ টিকে থাকে বৈষম্যমূলক শাসন এবং ক্ষমতার কর্তৃত্বে।

চা-বাগানের দাস-বাণিজ্য, ঔপনিবেশিক বাহাদুরি ও চা-শ্রমিকদের সংগ্রাম নিয়ে জনপরিসরে আলাপচারিতা কম। অধিপতি ব্যবস্থা চাবাগানকে ‘নিসর্গ প্রকৃতির’ এক স্টেরিওটাইপ নান্দনিকতা হিসেবে উপস্থাপন করে। রিজিয়া রহমানের সূর্য সবুজ রক্ত (১৯৮১), সমরেশ মজুমদারের বুকের ঘরে বন্দি আগুন (২০১৯), বদরুন নাহারের মুল্লুক যাত্রা (২০২৪) কিংবা বাংলা ভাষায় লেখা না হলেও মুলকরাজ আনন্দের টু লিভস অ্যান্ড আ বাড (১৯৩৭) এসব সাহিত্যকর্ম চা-বাগানে জারি থাকা বন্দিত্ব, বলপ্রয়োগ ও বেদনার অভিজ্ঞতা পাঠ করতে চেয়েছে। চা-বাগানের কারাম, সহরাই, বাহা, ফাগুয়া, দণ্ড পরবে এখনো দাসত্ব ও জুলুমের স্মৃতি নিয়ে বহু গান ও বয়ানের পরিবেশনা টিকে আছে। এগুলো কেবল কোনো জনগোষ্ঠীর সাংস্কৃতিক দলিল নয়; বরং ঔপনিবেশিক অন্যায়ের বিরুদ্ধে ন্যায্যতার খতিয়ান। রাষ্ট্রীয়ভাবে চা-বাগানের এসব জন-খতিয়ান সংরক্ষণ করা জরুরি।

‘আলে নাআও বাসি মান্ডি জজমালে’
হার্বিসসাইডকে বাগানের মানুষ বলে ‘দাওয়াইমারা’ বিষ। নিরাপত্তা প্রস্তুতি ছাড়াই স্প্রে করতে হয় বাগানে। এ কারণে বহু মানুষ তাঁদের অঙ্গ হারিয়েছেন কিংবা দুরারোগ্য ব্যাধিতে আক্রান্ত ও অসুস্থ অনেকে। বারবার বাগান বন্ধ করে দেওয়ার কারণে মৌলভীবাজারের এক চা-বাগানের অনেক শ্রমিক অনাহার ও অসুস্থতায় ভুগেছেন।

২০০ বছর ধরে সবাইকে কাজ দিতে পারেনি চা-বাগান। এক লাখের বেশি স্থায়ী ও প্রায় ৪০ হাজার অস্থায়ী শ্রমিকের উপার্জনের ওপর নির্ভর করে প্রায় ৫ লাখ মানুষ। বৈশাখ থেকে আশ্বিন ছয় মাস বাগানে কিছু দিনমজুরির কাজ পাওয়া যায়। কার্তিক থেকে চৈত্র খুব অভাব থাকে। বাগানের বাইরে গ্রামেও তখন কাজের অভাব। বাগানের বাইরের মানুষেরা চা-বাগানের মানুষদের সামাজিকভাবে ‘অস্পৃশ্য’ ও প্রান্তিক করে রাখে। পুরোনো ব্যবহৃত কাপড় গায়ে দিয়েই প্রজন্ম থেকে প্রজন্ম পাড়ি দিয়েছেন চা-বাগানের শ্রমিকেরা।

মৌলভীবাজার বড়লেখার এক চা-বাগানের তরুণ স্থায়ী শ্রমিক শিবনাথ মুন্ডা। মা মোহিনী মুন্ডা মারা যাওয়ার পর আর্থিক সংকটের সাফাই দিয়ে বাগান কর্তৃপক্ষ মায়ের কাজটি আর দেয়নি। অভাব আর বাগানের বর্ণবাদী পরিবেশে নবম শ্রেণির পর আর পড়তে পারেনি শিবনাথ। শিবনাথকে প্রশ্ন করেছিলাম, তোমার সন্তানদের কি বাগানে কাজ করাবে? এক জোয়ারভাঙা হাসি দিয়ে বলেছিলেন, ‘বাগানের যে অবস্থা, বাগানে কাজ করাব না।’

ঔপনিবেশিকতার নিদারুণ দাগের ভেতরই চা-বাগানের ছেলেমেয়েরা আজ লেখাপড়া ও বাগানের বাইরে নানা কর্মক্ষেত্রে এগিয়ে আসছে। আমু বাগানের দুল্লি মুন্ডা (৭৭) জানান, লাকড়ি বেচিয়া ছেলে পড়াইছি, ছেলে এখন ১৩ হাজার কামাই করে। কিন্তু আমরা এখনো বাসি ভাত খাই (আলে নাআও বাসি মান্ডি জজমালে)।

বন্দী ক্ষত থেকে জাগরণের মাদল
দাস-বাণিজ্য আর ঔপনিবেশিক জুলুমের কারণে অভিবাসিত ও নিপীড়িত মানুষেরা আজ বিশ্বময় জাগরণের নয়া আওয়াজ তুলছেন। আফ্রিকার দাস ও ইউরোপীয় অভিবাসীদের বংশধর এবং স্থানীয় ক্রিল্লোসদের ভেতর ‘ট্যাংগো’ নামের এক নয়া সংস্কৃতির জন্ম হয়েছে আর্জেন্টিনার নগর দরিদ্র অঞ্চলে। হন্ডুরাস, গুয়াতেমালা, নিকারাগুয়া বা বেলিজের ‘গারিফুনা’ ভাষা ও সংস্কৃতি কিংবা পর্তুগিজ ও আফ্রিকার সংস্কৃতির মিশ্রণে গড়ে ওঠা ব্রাজিলের ‘সাম্বা ডি রোডা’ গান ও কবিতায় দাস-বাণিজ্য এবং উপনিবেশের নির্মম স্মৃতি ও প্রতিবাদ দেখা যায়। কলম্বিয়ার মারিম্বা গান, ডমিনিকান প্রজাতন্ত্রের কোকোলো নাট্যগীতি, কলম্বিয়ার কুইবদোর সেন্ট ফ্রান্সিস অব আসিসি উৎসব, কিউবার টুম্বা ড্রাম এবং মালাগাছি দাসদের মালোয়া গানে দাসজীবনের দাহ ও দ্রোহের বিবরণ আজও বহমান।

বাংলাদেশের চা-বাগানে ৮৫ আদিবাসী জাতিগোষ্ঠীর বসবাস। যদিও ‘ক্ষুদ্র নৃগোষ্ঠী সাংস্কৃতিক প্রতিষ্ঠান আইনের’ তফসিলভুক্ত মাত্র ১৮ জাতিসত্তা। প্রতিটি জাতির নিজস্ব ভাষা, খাদ্যরীতি ও সাংস্কৃতিক ঐতিহ্য থাকা সত্ত্বেও একই নির্দিষ্ট বলয়ে বহু জাতির সংমিশ্রণে চা-বাগানেও গড়ে উঠেছে যোগাযোগের এক নতুন ভাষা। কিছু পরব, নৃত্যশৈলী এবং গান সমন্বিতভাবে ‘চা-বাগানের’ সাংস্কৃতিক পরিচয়কে তুলে ধরছে। কাঠামোগত অনাহারকে প্রশ্ন করে বাগানিয়া মানুষেরাই কচি চা-পাতা দিয়ে উদ্ভাবন করেছেন ‘পাত্তিচখা/পাত্তিডলার’ মতো খাবার। চা-বাগানের বন্দী ক্ষতে জাগরণের মুক্তি-মাদল বাজছে। কোম্পানি, মালিক ও রাষ্ট্র কি তা শুনতে পায়?

Farmer-led banana exchanges enrich Barind agrobiodiversity, study says

The BARCIK field findings highlight how village learning centres and household exchanges are keeping indigenous banana varieties alive while supporting food culture, local knowledge and climate-resilient farming.

Farmer-led exchanges of local banana varieties are helping conserve and expand crop diversity in Bangladesh’s drought-prone Barind region, according to a three-year field study by development research organisation BARCIK.

The study, based on information and experience from 901 households in 14 villages, documented the cultivation and spread of 17 indigenous and locally known banana varieties in parts of Paba, Tanore and Nachol upazilas.

The findings were presented on Thursday, August 20, 2026, at a discussion on farmer-led research into indigenous banana diversity in Nodikhanda village of Darshanpara union in Paba upazila of Rajshahi district. The event was organised by BARCIK and the Green Coalition.

BARCIK anthropologist and regional coordinator Md Shahidul Islam presented the combined field report from the three upazilas, linking indigenous banana diversity with wider agrobiodiversity and agroecological farming systems.

The study identified local banana varieties known as Chini or Chini Champa, Bichi, Manik, Jin, Sabri or Shabri, Sabuj Anachi, Sada Anachi, Zed, Kathali, Anaji, Monohor, Sagor, Achin, Lal Kola or Agnishwar, Anupam, Ete and Modna.

Field data showed that some varieties had long been confined to a few households, while others expanded into new areas through exchanges among farmers.

According to the study, Anaji, Anachi, Bichi, Manik, Sabri or Shabri and Chini Champa had spread relatively widely. Other varieties, including Jin, Sada Anachi, Zed, Sagor, Achin and Lal Kola or Agnishwar, were also found to have moved between farming households.

Some varieties are eaten ripe as fruit, some are used green as vegetables and others are linked to local food culture and traditional knowledge, the study found.

The research highlighted the role of Agroecology Learning Centres and “model hundred homes” in conserving and expanding local varieties. At the learning centres, farmers from different villages gathered to discuss crop varieties, cultivation practices, uses and local agricultural knowledge.

Through these discussions, farmers identified who had which variety and who needed planting materials. The model homes worked as practical spaces for household-based safe food production and conservation of agricultural diversity.

BARCIK said its role in the process was mainly to facilitate and connect farmers. It helped move saplings and planting materials from farmers in one village to interested farmers in another, allowing conservation to take place in living form on farms and homesteads rather than at a single central site.

Sultana Khatun, a woman farmer who runs the Bil Nepal Para Agroecology Learning Centre in Paba upazila, said 10 indigenous banana varieties were collected from different villages in 2024 and cultivated experimentally at one site in Nodikhanda village under the management of Mosammat Moslema Khatun.

“After that, the varieties were exchanged from here to villages in different unions and also to other upazilas,” she said.

Raihan Kabir Ranju, a farmer-researcher with BARCIK in Nachol upazila of Chapainawabganj district, said he brought three varieties, Agnishwar, Kathali and Chini, from Gaibandha.

“Now these have spread to more than 90 families through sapling exchanges,” he said, adding that the spread was continuing day by day.

Jitendranath, a farmer who runs the Gokul-Mathura Agroecology Learning Centre in Tanore upazila, said many villages once had a range of indigenous banana varieties.

“Because of modern farming and the temptation of higher yields, we are losing them. After losing them, we understand what treasures we have lost,” he said.

He said the varieties still existed in scattered form and that banana diversity could return to villages if they were identified and exchanged.

Mosammat Kobuljan, a woman farmer who runs the Haridebpur Agroecology Learning Centre in Tanore, said indigenous banana varieties were linked to local heritage.

“Our own tradition is hidden in indigenous bananas. Hindus have some pujas that are performed with Jin bananas,” she said. “If there is no Jin banana, how will they perform the puja? So we need to protect indigenous banana varieties for our own interest.”

Mosammat Mahmuda Begum, an elderly woman farmer from a model hundred-home family in Bil Dharmapur village of Paba upazila, said green Anaji banana was believed to help with diarrhoea, stomach problems and dysentery, while Anupam banana was considered beneficial for pregnant mothers and their children.

“Every indigenous banana has its own taste, smell, qualities and characteristics. Banana is useful to us not only as a fruit but also as a vegetable,” she said. “Bichi banana is believed to help men with semen-related diseases. These bananas are useful to us.”

Participants in the discussion described the qualities and characteristics of different banana varieties.

Speakers said indigenous banana diversity was not only about fruit diversity. It was also tied to farmers’ local knowledge, food culture, household food security, homestead-based production, social cooperation and agrobiodiversity.

“When a variety moves from one farmer to another, it is not only a sapling that is transferred,” speakers said. “Knowledge of identifying the variety, cultivation experience and local uses are also transferred.”

Based on the research findings, speakers called for recognition of farmer leadership in conserving indigenous and local varieties, inclusion of local agrobiodiversity and agroecology in union and upazila-level agricultural planning, strengthening farmer-based variety exchange systems and creating community registers of local varieties.

They said that amid climate change, drought and uniform production systems in agriculture, local varieties held by farmers were important resources for the future of farming.

Indigenous variety conservation should not be seen only as a way to protect past heritage, but also as a strategy for building safe, diverse and climate-resilient agriculture for the future, they said.

The study of 901 household-variety exchange records and 17 local banana varieties showed that diversity held by farmers is one of the foundations of agriculture’s future.

The discussion and presentation of field-based findings were attended by BARCIK programme officers Amrit Kumar Sarkar, Md Touhidul Islam and Md Shahidul Islam Shahid, Barendra Youth Forum President Atiqur Rahman Atiq and 65 farmers from 10 villages in three upazilas who have played roles in expanding indigenous banana varieties.
