A National Computer Committee was formed in 1983 to facilitate the government in computer related affairs and room number 118 and 119 of building number 1 of the Bangladesh Secretariat was its first office. This committee was then transformed into National Computer Board in 1988 and due to its expansion a new office was set for it in 1989 in a rented house at 13 Awrangojeb Road, Muhammadpur, Dhaka

. As it’s business grew with the time so this board was again expanded to a council called “The Bangladesh Computer Council” through an ordinance issued by the President in 1989. This ordinance was then confirmed in the parliament through Bangladesh Computer Council Act 1990. BCC then had to move to a bigger rented office in 1995 at plot number 31/A, Road number 6, Dhanmondi, Dhaka and made its final move to it’s self-owned newly built office at 14/x, Agargaon, Sher-e-Bangla Nagar, Dhaka in 2005. BCC is operating its business in this building since then.

Bangladesh Computer Council (BCC) is a statutory autonomous government organization. It evolved as the ICT department of the government and is mainly responsible to help the government in policy formulation, developing and implementing action plans to increase the use of ICT within the government departments and also amongst the citizens. Brief History The history of BCC dates back to 1983. A National Computer Committee was formed in 1983 to facilitate the government in computer related affairs and room number 118 and 119 of building number 1 of the Bangladesh Secretariat was its first office. Mission: To formulate and implement ICT polices and to meet the infrastructural demand of the government and to develop ICT skill selling and meeting standards for ICT equipments and services. Roles and responsibilities The following roles and responsibilities have been assigned to BCC through the BCC ACT 1990: To promote the use of Computer & ICT for the socio-economic development of the country. To Developing Infrastructure Facility for the introduction of ICT in Bangladesh & promote professional efficiency in the field to computer education and training To Built-up People/nationals to compete in the growing IT industry in the International market. To Developing Human Resource in the field of ICT and Organize manpower export in the International market To Formulate and Implementation strategies and Policies related to ICT To Collaborate the Cooperate with the government & other organization and assist them for attaining the national IT Objectives. To advise the encourage the government and other organizations in using computer and IT; To advise organizations concerned regarding Security Measures to be adopted for using IT. To organize, equip and maintain computer institute, library and laboratory for the overall development of IT Industry To Collect, Analyze and Publicize information related to IT To Preserve & Publish Report, Periodicals, Paper on IT and related subjects. To Organize Workshops, Seminars, Training on subjects related to computer and IT To give Grants to Initiate or Conduct research, Study or Training on Subjects related to IT To Communicate and Cooperate with the Concerned Govt. Organization, Private Sector Organization, Local and Foreign Bodies for attaining the national IT Objectives. To enter, Subject to the approval of the government, into any contract or agreement of any kind with foreign firms for the purposes of the BCC. To discharge any other function assigned to or Delegated to it by the government from time to time. To Develop Specification & Standards for the IT industry at national level. To do such other acts and things as may be necessary to be done in connection with, or conductive to, the performance of the aforesaid function.

Hosting Service-
National Data Center under Bangladesh Computer Council (BCC) was established in late 2011 to provide ICT infrastructure support to government organizations of Bangladesh. Since then National Data Center is providing services in the following areas:
Rack and Server Housing
Web Hosting Services
Application Hosting
Database Service
E-mail Services
Internet Services
DNS Services
Among all services, Hosting service is one of the major service areas of National Data Center. Websites of around 200 government agencies are hosted in the data center. Major e-Government applications like National E-Service System, Online Birth and Death Registration, Online Services of Department of Printing and Publications, are also hosted in the National Data Center. Under the umbrella of Rack and Server Housing, Election Commission Secretariat (ECS) has also using National Data Center as their DC. National Data Center of BCC is also providing e-mail services to about 60 government agencies and internet services to 9 government agencies.
Hosting Services are provided in both Linux and Windows environment with database support of MS SQL Server, Oracle, IBM DB2 and MySQL. Backup of data is taken weekly basis for the hosting services provided and maintained by National Data Center. To protect hosting applications and websites, recently BCC deployed Web Application Firewall (WAF). National Data Center provides 24X7 supports to its client through online helpdesk, email, and phone depending on the Service Level Agreement (SLA). The objective of the National Data Center of Bangladesh Computer Council (BCC) is to provide state of the art services to its valued client.

BCC Helpdesk-
According to the Act of BCC, a professional and fully equipped helpdesk is continuing its operation to provide technical supports to the government organizations. The higher authority of BCC closely observes the operation of the helpdesk activity for its improvement. The helpdesk is functioning as two parts for providing the different services to the nation. These two are Data Center Helpdesk and E-Service Helpdesk.
Function of Data Center Helpdesk:
A fully skilled and professional team of Data Center helpdesk has been involved for providing support to the client of the BCC web hosting services. They are also responsible for monitoring the whole network system and the power system of the BCC. One of the major assignments of that team is to prevent cyber attacks. It is their regular task to face any kind of cyber threads as soon as it occurs.

Bangladesh Computer Council has a well-designed and state of the art auditorium with 265 seating capacity on the 3rd and 4th floors of the BCC Bhaban. It is fully air-conditioned and is equipped with modern audio, video, lighting and Wi-Fi systems. Public and private both the parties can hire this auditorium on a day to day rental basis.

o Bangladesh Computer Council has in house software development team which is directly leaded and guided by Executive Director of Bangladesh Computer Council. Applications of BCC like Online Internship Management Application, Online Exam Tools, Training Management Software, Website of BCC, Online Helpdesk for Data Center Support are developed by that software development team. The team is consists of 3-4 members and software development is their part time task apart from their assigned jobs. The team has also developed software and websites for its clients depending on the requirement and approval from the management.
Software Development is one of the focus areas of Bangladesh Computer Council (BCC), and with its limited resource, BCC is trying to develop more applications for services automation. A dedicated team will be formed in near future to put more concentration on software development.
Software Certification Services
Bangladesh Computer Council has planned to launch software certification services from 2015. This service will ensure quality software for every government offices.
Objectives:
1. Establishment of a high-quality Software Certification Centre at BCC to ensure software
requirements, implementation, verification and validation.
2. Establish a core Software Requirement Team comprising of members from professional bodies, industry, academia and stakeholders.
3. Establish appropriate infrastructure for testing software quality to be used in the country.
4. Develop appropriate human resources and institutional capacity of BCC for software quality testing and certification.
5. Develop an appropriate business model for Software Certification Centre at BCC.
6. Publicity and marketing of the services of Software Certification Centre.
