A Seminar on Policy Analysis and Certificate Awarding Ceremony for the Policy Analysis Course, Batch 24 was held at the Bangladesh Institute of Governance and Management (BIGM) on August 22, 2026. The ten‑week professional course was designed and implemented by BIGM and sponsored by the Skills for Industry Competitiveness and Innovation Program (SICIP), Finance Division, Ministry of Finance, Government of the People’s Republic of Bangladesh.
The ceremony was graced by Dr. Md. Khairuzzaman Mozumder, Secretary, Finance Division, Ministry of Finance, as Chief Guest. Mr. Mohammed Walid Hossain, Additional Secretary and Executive Program Director, SICIP, Finance Division, Ministry of Finance, attended as Special Guest. The session was chaired by Dr. Sultan Ahmed, Director, BIGM. Distinguished panelists Dr. Atonu Rabbani, Professor, Department of Economics, University of Dhaka, currently serving as Research Director, BIDS, and Dr. Shamima Nasrin, Joint Secretary, Ministry of Women and Children Affairs, provided insightful comments on the presented draft policy papers.
During the first six weeks of the course, participants engaged intensively with eight comprehensive modules, covering the full spectrum of policy formulation, implementation, and sectoral analysis. The final four weeks were devoted to the most outcome‑driven component of the program—the preparation of a Draft Policy Paper. Each participant undertook a deep and focused analysis of a nationally relevant policy issue, culminating in the submission of a full‑fledged draft policy paper.
At the seminar, the six top‑performing participants presented their papers before the distinguished audience. In total, 29 mid‑level executives from both the public and private sectors successfully completed the course, demonstrating their commitment to advancing policy research and practice in Bangladesh.
