According to the United Nation’ s projections, by 2050 there would be more people worldwide who are over 60 years than there are children under 14 years. About 80% of them would be living in developing countries. The global total is expected to rise from the current 810 million to more than 2 billion by 2050, with the most rapid increase taking place in developing countries. Twenty-five member cou

ntries of PPD constituted 48.6% of the over 60 years world population in 2012, and the proportion is projected to increase to 57.1% by 2050. Almost all of the member countries of PPD would have more than 10% of their population over 60 years by 2050. With this background, PPD, in technical partnership with the World Health Organization (WHO), established a „Global Commission on Ageing in Developing Countries (the Commission). Her Excellency Ms Bongi Maria Ntuli, Deputy Minister of the Department of Social Development, Ministry of Social Development, South Africa, launched the Commission on 24 October 2013 in Beijing, China. The goal of the Commission is to enable gender, equity and rights-based policies and programming that would improve the quality of life of the ageing population in developing countries, including the 25 member countries of PPD. The first meeting of the Commission was held on 23 October 2013 in Beijing, China. This has led to an action plan and recommendations for the PPD Board to respond to the challenges, and seize the opportunities brought by the ageing population. The goal of the Commission is to enable gender, equity and rights based policies and programming that would improve the quality of life of the ageing population in developing countries including the 26 member countries of PPD. The Commission consists of 15 Commissioners and 5 resource persons who are reputed leaders in their respective fields and public life, and representing PPD member and other developing countries.

STAFF NEWS: RETIREMENT AGE NOW 65 FOR ALL STAFF

We are pleased to inform you that the General Assembly has accepted a change of rules that implements the new mandatory age of separation at 65 for all staff and with immediate effect. The new mandatory age of 65 will not apply to those who were due to retire before 2018 but were exceptionally extended beyond retirement.

This is the outcome of a long and ultimately successful campaign at the General Assembly by staff unions that received your strong support; it was achieved despite opposition by UN management. It reflects demographic change, takes on board realities in the outside world and benefits the pension fund.

As we requested and the General Assembly accepted, for those who joined before 1990 or 2014 and therefore having a normal retirement age of 60 or 62, you will retain the right to a retirement benefit upon reaching 60 or 62 (subject to the usual conditions and calculations) and an early retirement benefit upon reaching 55.

If you choose to work beyond 60 or 62, the increased years of participation will simply be reflected in your retirement benefit, when you choose to take it, in line with the standard calculations.

(For information, staff who joined after 2014 have the right a retirement benefit upon reaching 65 and an early retirement benefit upon reaching 58.)

As the mandatory age of separation is now 65 for all staff, no further action is needed from you in order to work until then. However, as per the new rules, if you joined before 1990 or 2014 and wish to exercise your acquired right to separate from service at 60 or 62, or anytime thereafter before the age of 65, you will need to give written notice as stipulated in your contract i.e. 30 days before for fixed-term and three months for continuing or permanent.

Dr. Joe Thomas, Executive Director of Partners in Population and Development (PPD) visited Cox’s Bazar to study the Rohingya refugee situation, an unprecedented level population displacement with significant social, economic and cultural consequence.
“What we are witnessing is an extreme high-level of human deprivation, massive needs of various social support requirements. Bangladesh government’s generosity in accepting Rohinga refugees is commendable. There is a large cohort of adolescent and young people in the camp, but useful social arrangement of these young adolescent is very minimal. Investing for demographic dividend for adolescent and young people should be part of the response to the refugee population.” He commented. ‘A comprehensive sexual and reproductive health strategy should be part of the midterm response to the refugees’, he added.
