Sexual Abuse in Madrasas Has Simply Become a News Peg

Religious spaces are not inherently safe simply because they are religious. At the same time, it is crucial to separate religion from its misuse. All ethical systems strongly condemn oppression and injustice. The abuse of children is a grave violation of both moral and religious principles. For the broader cultural change both awareness and safe channels for reporting must work hand in hand. There should be external oversight and monitoring. Nevertheless, the policies should cover vulnerability of all regardless of age, ethnicity and gender according to the institution’s needs. Voices should be raised now or else we are in grave crisis.

"রাষ্ট্রীয় পুলিশী ক্র্যাক ডাউনের শিকার একটা গোষ্ঠীকে বিচার পাইয়ে দেওয়া ও তা নিশ্চিত করা তাদের মানবাধিকারের মধ্যে পড়ে। তবে তারা খুব সহজেই আওয়ামী লীগের সাথে আঁতাত করে সহজ সুন্দর সময় কাটিয়েছে। এখন, ৫ আগস্ট পরবর্তী সময়ে তারা ফ্যাসিবাদের বিরুদ্ধে বলিষ্ঠ কণ্ঠস্বর। যদিও প্রাণ গিয়েছে কেবল কোমলমতি শিশুরই। আর হেফাজত সেই লাশগুলো নিয়ে ক্রমাগত রাজনীতি করে গেছে। আজ পর্যন্ত শাপলা চত্ত্বরে প্রাণ হারানো প্রতিটি মাদ্রাসার শিক্ষার্থীর লাশ কেবল একটি রাজনৈতিক টুল হিসেবে রয়ে গেছে তাদের কাছে।"

"জলজট নাকি জলাবদ্ধতা; এই তর্কের আড়ালে আসল সত্যটি হলো সুশাসনের অভাব এবং সমন্বিত পরিকল্পনার অনুপস্থিতি। শুধু খাল পরিষ্কার করলে সমাধান আসবে না; খাল, নালা এবং রেগুলেটর: এই তিনটিরই ক্যাপাসিটি যুগপৎভাবে বাড়াতে হবে। রাজাখালী ও বির্জা খালের পানি চাক্তাইয়ে না নিয়ে যদি পূর্ব পাশে আউটার রিং রোডের নিচের অব্যবহৃত রেগুলেটরগুলো দিয়ে কর্ণফুলীতে ফেলার ব্যবস্থা করা যায়, তবেই পরিস্থিতির উন্নতি সম্ভব। পাহাড় রক্ষা, নদী খনন, নতুন খাল উদ্ধার এবং আধুনিক ড্রেনেজ ব্যবস্থার সমন্বয় না ঘটলে আগামী বর্ষাতেও আমাদের হয়তো সেই একই হাহাকারের গল্প লিখতে হবে।"

৩ মে বিশ্ব মুক্ত গণমাধ্যম দিবসে এবারের প্রতিপাদ্য—“শান্তিপূর্ণ ভবিষ্যতের রূপকার: মানবাধিকার, উন্নয়ন ও নিরাপত্তার জন্য মুক্ত গণমাধ্যম”—আমাদের মনে করিয়ে দেয় যে, তথ্যের অবাধ প্রবাহ ছাড়া কোনো গণতন্ত্রই টেকসই হতে পারে না। তবে বাংলাদেশের প্রেক্ষাপটে দিনটি উদযাপনের চেয়ে আত্মলব্ধি আর উদ্বেগের কারণ হয়ে দাঁড়িয়েছে বেশি। ২০২৪ সালের গণ-অভ্যুত্থানের পর দেশে এক নতুন আশার সঞ্চার হয়েছিল, যেখানে সংবাদপত্রের স্বাধীনতা হবে অবারিত। কিন্তু দেড় বছরের ব্যবধানে দেখা যাচ্ছে, ভয়ের সংস্কৃতি কেবল রূপ পরিবর্তন করেছে, নির্মূল হয়নি। আজ বাংলাদেশের গণমাধ্যম একদিকে যেমন কালাকানুনের জালে বন্দি, অন্যদিকে “মব সেন্সরশিপ” বা গোষ্ঠীগত চাপের মুখে বাকরুদ্ধ।

আন্তর্জাতিক শ্রমিক দিবসে প্রবাসী শ্রমিকদের অধিকার সুরক্ষায় ১০ দফা দাবি: মন্ত্রণালয়ে মুক্তিফোরামের স্মারকলিপি

আন্তর্জাতিক শ্রমিক দিবস উপলক্ষে প্রবাসী শ্রমিকদের অধিকার সুরক্ষা, শোষণ প্রতিরোধ এবং জবাবদিহিমূলক অভিবাসন কাঠামো নিশ্চিত করার দাবিতে প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ে স্মারকলিপি প্রদান করেছে নাগরিক-অধিকারভিত্তিক সংগঠন “মুক্তিফোরাম” । স্মারকলিপিটি মুক্তিফোরামের একটি প্রতিনিধি দল ৩১ মে, ২০২৬ তারিখে রাজধানীর প্রবাসী কল্যাণ ভবনে উপস্থাপন করে। স্মারকলিপিটি গ্রহণপূর্বক মাননীয় প্রতিমন্ত্রীর দপ্তর আশ্বস্ত করেন যে, শ্রমিকদের সার্বিক কল্যাণে আলোচ্য দাবিসমূহের পাশাপাশি প্রয়োজনীয় এবং যুগোপযোগী সকল ধরনের পদক্ষেপ ও উদ্যোগ নেয়া হবে।

স্মারকলিপিতে মুক্তিফোরাম জানায়, বাংলাদেশের অর্থনীতিতে প্রবাসী শ্রমিকদের অবদান অত্যন্ত গুরুত্বপূর্ণ হলেও তারা নিয়োগ প্রক্রিয়া থেকে শুরু করে বিদেশে কর্মস্থল পর্যন্ত নানা স্তরে শোষণ, প্রতারণা এবং অধিকারহীনতার শিকার হচ্ছেন। সংগঠনটি এ পরিস্থিতিকে একটি মানবাধিকার ও রাষ্ট্রীয় জবাবদিহিতার সংকট হিসেবে উল্লেখ করে।

মুক্তিফোরাম তাদের স্মারকলিপিতে ১০ দফা নীতিগত দাবি উত্থাপন করে, যার মধ্যে উল্লেখযোগ্যঃ

•প্রতারণার শিকার ও প্রত্যাবর্তনকারী শ্রমিকদের জন্য মানসিক স্বাস্থ্য সুরক্ষা ও পুনর্বাসন
•নারী শ্রমিকদের দক্ষতা উন্নয়ন ও নিরাপত্তা নিশ্চিতকরণে বিশেষ উদ্যোগ
•বিদেশে মৃত্যুবরণকারী শ্রমিকদের মরদেহ দ্রুত (৩ দিনের মধ্যে) সরকারি ব্যবস্থাপনায় দেশে আনার ব্যবস্থা
•স্বল্পসুদে ১০-২০ লক্ষ টাকা পর্যন্ত শিক্ষা ঋণ ও ‘ওয়ার্ক পারমিট’ সহায়তা
•রিক্রুটিং এজেন্সি’র জবাবদিহিতা বৃদ্ধি ও মানবপাচার প্রতিরোধে কঠোর পদক্ষেপ
•মধ্যপ্রাচ্যের পাশাপাশি উন্নত দেশগুলোতে শ্রমবাজার সম্প্রসারণ এবং দ্বিপাক্ষিক শ্রম চুক্তি
•দূতাবাসে ‘শ্রমিক অধিকার সংরক্ষণ ডেস্ক’ ও সময়সীমাবদ্ধ অভিযোগ নিষ্পত্তি
•প্রবাসী শ্রমিকদের পরিবার ও সন্তানের জন্য সামাজিক সুরক্ষা ব্যবস্থা
•পাসপোর্ট (MRP ও ই-পাসপোর্ট) সেবা দ্রুততর ও সময়সীমাবদ্ধ করা
•বিমানবন্দরে প্রবাসী শ্রমিকদের জন্য হয়রানিমুক্ত ও সম্মানজনক সেবা নিশ্চিত করা

আন্তর্জাতিক শ্রমিক দিবসকে সামনে রেখে সংগঠনটির পক্ষ থেকে জানানো হয়, প্রবাসী শ্রমিকদের অধিকার সুরক্ষা কোনো অনুগ্রহের বিষয় নয়, বরং এটি রাষ্ট্রের আইনি ও নৈতিক বাধ্যবাধকতা। যেমন বিএমইটি স্মার্ট কার্ড ফি মওকুফ করা প্রশংসনীয় উদ্যোগ হলেও, প্রতি বছর প্রায় ১০.৭৬ লক্ষ শ্রমিকের কাছ থেকে শুধুমাত্র 'ওয়েজ আর্নার্স কল্যাণ তহবিল' ও অন্যান্য বাধ্যতামূলক সার্ভিস ফি বাবদ রাষ্ট্র ৫০০ কোটি টাকার অধিক সরাসরি রাজস্ব পাচ্ছে। এই বিপুল তহবিল থাকা সত্ত্বেও প্রবাসীদের কল্যাণ ও তাদের ভোগান্তিবিহীন অভিজ্ঞতা নিশ্চিতকরণে সরকারের সন্তোষজনক অগ্রগতি এখনো চোখে পড়েনি, যা অত্যন্ত হতাশাজনক।

মুক্তিফোরাম সরকারের প্রতি তাই আহ্বান জানায়, এসব প্রস্তাব দ্রুত বিবেচনা করে সময়সীমাবদ্ধ কর্মপরিকল্পনা গ্রহণ এবং কার্যকর বাস্তবায়ন নিশ্চিত করতে।

Muktiforum Submits 10-Point Demand to Protect Migrant Workers’ Rights on International Labour Day

On the occasion of International Labour Day, rights-based civic platform Muktiforum has submitted a memorandum to the Ministry of Expatriates’ Welfare and Overseas Employment, calling for urgent policy reforms to ensure the protection, dignity, and welfare of Bangladeshi migrant workers .
In its statement, Muktiforum highlighted that while migrant workers remain a cornerstone of Bangladesh’s economy through remittance contributions, they continue to face systemic exploitation, fraud, and rights violations at multiple stages—from recruitment to employment abroad. The organisation described the situation as a crisis of human rights and state accountability.
The memorandum outlines a comprehensive 10-point policy framework, including:

•Mental health protection and rehabilitation for trafficked and returning migrant workers
•Skill development and enhanced protection mechanisms for female migrant workers
•State-funded repatriation of deceased workers’ bodies within 3 days, along with investigation and compensation mechanisms
•Low-interest loans (BDT 1–2 million) to support education pathways and work permit processes
•Stronger regulation of recruitment agencies and strict action against human trafficking
•Expansion of labour migration beyond the Middle East to developed economies through bilateral agreements
•Establishment of migrant worker rights desks in Bangladeshi embassies with time-bound grievance redress systems
•Social protection measures for families and dependents of migrant workers
•Urgent acceleration and time-bound delivery of MRP and e-passport services
•Ensuring harassment-free and dignified treatment of migrant workers at airports

Muktiforum emphasised that protecting migrant workers is not a matter of charity, but a constitutional, legal, and moral obligation of the state.
The organisation called on the government to take immediate, time-bound steps to implement these demands and establish a transparent and accountable migration governance framework.

"The key problem can be simplified to a simple sentence: there are no immediate short-term gains from sending a child to school. There is a very visible and visceral loss: that of fast cash. There are also hidden costs of schooling, such as money for books, uniforms, stationery, etc. Making fees nil does not make this cost go away. When you add up the opportunity cost and the hidden cost, it simply becomes too much for the absolute poor to afford.
So, what is the solution?"

Arresting critics has never worked, as we have seen in Awami League regime. The suppression does not eliminate dissent; it amplifies it, and often grants greater visibility to the very voices the state seeks to silence. Many citizens, therefore, placed cautious hope in Bangladesh Nationalist Party ((BNP), expecting a more tolerant approach toward criticism, satire, and opposition voices. Yet recent incidents, where individuals have reportedly faced police action simply for sharing or commenting on social media posts, risk undermining that expectation. If BNP continues down this path, it not only reproduces the same patterns it once opposed but also damages its own credibility as a pro-people political party. A party that aspires to democratic legitimacy cannot afford to treat dissent as a threat; it must instead demonstrate that it can coexist with, and even learn from, criticism.

"BNP’s specific dissents map with uncomfortable precision onto those very provisions. The party wants a PM who can serve beyond two terms with a gap, who can simultaneously lead the party, whose government retains control over central bank appointments, and whose parliamentary supermajority drives constitutional change without the constraint of a parallel reform body.

That is not a reform programme in the spirit of the uprising. It is a programme for replacing one dominant party with another while preserving the institutional structures that made that dominance possible. "
