In August 2010, the Government of Bangladesh issued the Policy and Strategy for Public Private Partnership (PPP) to facilitate the development of core sector public infrastructure and services vital for the people of Bangladesh. The PPP program is part of the Government's Vision 2021 goal to ensure a more rapid, inclusive growth trajectory, and to better meet the need for enhanced, high quality pu

blic services in a fiscally sustainable manner. Under this new national policy, the PPP Office was established as a separate, autonomous office under the Prime Minister's Office to support sector line ministries to facilitate identification, development and tendering of PPP projects to international standards. A PPP Unit under the Ministry of Finance was established to foster an environment of fiscal responsibility and sustainability in PPP projects.

🏭 পাবলিক-প্রাইভেট পার্টনারশিপ (PPP) মডেলে পাটকল পুনরুজ্জীবনের উদ্যোগ

বস্ত্র ও পাট মন্ত্রণালয় আগামী ৬ মাসের মধ্যে বেসরকারি উদ্যোগে ৬টি বন্ধ পাটকল পুনরায় চালুর সিদ্ধান্ত নিয়েছে। এই উদ্যোগ বাস্তবায়ন করা হবে মূলত পাবলিক-প্রাইভেট পার্টনারশিপ (PPP) মডেল–এর আওতায়, যা টেকসই বিনিয়োগ ও কার্যকর ব্যবস্থাপনার মাধ্যমে শিল্প পুনরুদ্ধারের লক্ষ্যকে এগিয়ে নেবে।

আজ সচিবালয়ে বস্ত্র ও পাট মন্ত্রণালয়ে আয়োজিত এক সভায় এ তথ্য জানান মাননীয় বস্ত্র ও পাট মন্ত্রী খন্দকার আব্দুল মুক্তাদির। সভায় উপস্থিত ছিলেন বস্ত্র ও পাট প্রতিমন্ত্রী মো. শরিফুল আলম, Public Private Partnership Authority, Bangladesh–এর প্রধান নির্বাহী কর্মকর্তা আশিক চৌধুরী।

সভায় জানানো হয়, সরকার পর্যায়ক্রমে অবশিষ্ট বন্ধ পাটকলগুলোও PPP বা লিজ মডেলের মাধ্যমে পুনরায় চালুর পরিকল্পনা নিয়েছে। এর মাধ্যমে শুধু শিল্প পুনরুজ্জীবন নয়, বরং বিনিয়োগ বৃদ্ধি, রপ্তানি সম্প্রসারণ এবং নতুন কর্মসংস্থান সৃষ্টি করাই মূল লক্ষ্য।

এই উদ্যোগকে বাংলাদেশের রাষ্ট্রায়ত্ত শিল্প সম্পদের কার্যকর ব্যবহার ও বেসরকারি খাতের অংশগ্রহণ বৃদ্ধির একটি গুরুত্বপূর্ণ পদক্ষেপ হিসেবে দেখা হচ্ছে।
